Problems/Comments

During the investigation of a downgradient tank site, contaminated groundwater and soil was encountered that pointed to the jet fuel tanks at this facility. The tank system was used to supply jet fuel to aircraft and includes fueling ports on airport tarmac. After much political posturing between the City of Kenai and the department, a site assessment was completed. DRO contaminants exceeding cleanup levels were documented in the soil and groundwater. Groundwater monitoring initiated to determine status of contaminant plume. Surrounding area is served by municipal sewer and water.

4/3/2009 Document, Report, or Work plan Review - other Reviewed the 2008 UST Monitoring Well Sampling Report, dated March 2009, from American Environmental, for Paul Horwath. The groundwater samples taken during the 2008 monitoring event, detected a slight increase in hydrocarbon concentrations in four of the five monitoring wells tested. The monitoring well located approximately 10 feet down gradient from the former airport UST excavation had hydrocarbon odor in the purged water, and the sample taken had a full spectrum of BTEX, GRO, and DRO present in the sample taken. Only DRO was above the groundwater cleanup levels from the well, and the DRO concentrations were below the last monitoring event performed in 2006. The next groundwater monitoring will be performed in 2010 according to the December 29, 2004 ADEC letter 2004 UST Alternate Cleanup Levels Request – No Further Remedial Action Planned Determination. 7/14/2011 Offsite Soil or Groundwater Disposal Approved Reviewed the July 11, 2011 Request for Water Disposal prepared and submitted by American Environmental, and approved for the disposal of approximately one gallon of purged groundwater into the City's sanitary sewer system for treatment in the waste water treatment plant. 9/9/2011 Document, Report, or Work plan Review - other Reviewed the 2011 UST Monitoring Well Sampling Report, dated August 2011, from American Environmental. The groundwater samples taken during the 2011 monitoring event showed non-detectable concentrations in four of the five monitoring wells. The fifth monitoring well has remained at concentrations ranging from 1.56 to 6.57 mg/L DRO for the past four sampling events. Two of the monitoring wells (MW-2 and MW-5) were tested for RRO as a substitution for EDB to determine if the wells had been impacted from the construction of the new tarmac in 2010. Analytical results did not detect RRO in either well tested. Monitoring well MW-3, the monitoring well located approximately 10 feet down gradient from the former airport UST excavation, detected DRO at 2.61 mg/L. All the other monitoring wells did not detect hydrocarbon concentrations above the groundwater cleanup levels. The next groundwater monitoring will be performed in 2013 according to the December 29, 2004 ADEC letter 2004 UST Alternate Cleanup Levels Request – No Further Remedial Action Planned Determination. 11/15/2011 Long Term Monitoring Complete Based on groundwater quality data collected and reported over the past ten years, groundwater concentrations have remained stable in the DRO range. Long term monitoring of groundwater is no longer required. Contaminated soils exceeding established cleanup levels for DRO and benzene remains in the former tank excavation and at the fuel ports on the airport tarmac.
