Problems/Comments

In 1997, petroleum impacted soil was discovered during the removal of Tank 1 a regulated 2,000-gallon gasoline underground storage tank (UST), Tank 2 a regulated 1,000-gallon gasoline UST, and associated fuel lines. Tanks 1 and 2 were removed from two separate locations at the Odom Corporation, Anchorage Beverage Plant Facility.

9/24/1997 Document, Report, or Work plan Review - other On this date, ADEC received Final Report UST Removal Site Assement Anchorage Cold Storage Facilities For the Odom Corp., dated September 10, 1997 submitted by Dames and Moore. A combined total of 25 cubic tons of impacted soil were excavated from both tank 1 and tank 2 excavations and transported to Alaska Soil Recycling (ASR) for thermal remediation. At the tank 1 excavation, a petroleum fuel odor was noted along the north side of the excavation. While excavating this soil, perched groundwater was encountered at 4 feet below ground surface (bgs). Removal of impacted soil was limited due to: a sewer pipe located north of the excavation; and the presence of the beverage plant building located east and south of the excavation. Confirmation soil samples collected from 3 to 5 feet bgs, contained benzene up to 0.584 mg/kg. At the tank 2 excavation olfactory and visually petroleum impacted soil was noted along the fill pipe. Groundwater was not encountered. Removal of impacted soil was limited due to: a storm drain pipe located north of the excavation; a power line located west of the excavation; and the beverage plant building located south of the excavation. Confirmation soil samples collected at 6 feet bgs, contained benzene up to 0.0585 mg/kg. Both tank 1 and 2 excavations were backfilled with clean fill. Grant Lidren
3/29/2001 Document, Report, or Work plan Review - other On this date, ADEC Draft Release Investigation Report Anchorage Cold Storage Facilities, dated March 22, 2000, submitted URS. Monitoring well MW-1 was installed at the tank 1 location. Two soil samples collected 5.5 feet bgs at the perched groundwater interface, during the advancement of MW-1, contained detectable levels of contaminants, but below ADEC cleanup levels. Plotted with No Topo Base Map on a Large Size Map at 1:3,333 Scale using High-Resolution Urban Aerial Photography. High degree of confidence in accuracy of coordinates. 6/15/2008 Update or Other Action From 2002 to 2008, MW-1 was sampled periodically four times. The water sampling events indicated a stable or decreasing trend of benzene in the groundwater. The 2008 groundwater sampling event contained benzene up to 0.00940 mg/l. Grant Lidren

8/12/2008 Site Characterization Workplan Approved ADEC issued a letter approving the Supplemental Release Investigation Work Plan dated August 5, 2008 with appended Sampling and Analysis Plan. The plan proposes to conduct additional investigation of soil and groundwater contamination associated with an unleaded-gasoline LUST and the associated piping and dispenser that were removed in 1997. A groundwater monitoring well (MW-1) installed at the tank location in 2000 has been sampled a total of four times. Samples were analyzed for GRO, DRO, RRO and BTEX. The only contaminant exceeding cleanup levels was benzene, with benzene levels exceeding MCLs found in Table C of 18 AAC 75.345 for all events. The plan proposes drilling five borings near the former UST area, with two soil samples to be collected from each boring, and two of the borings to be completed as monitoring wells. Groundwater is expected to be present at a depth of 8 to 10 feet below the ground surface. ADEC approved the plan with the condition that for each boring a sample be collected at and just above the soil/groundwater interface regardless of field screening results. Eileen Olson
11/3/2008 Update or Other Action ADEC received and approved a request for transport and disposal of Investigation Derived Waste for all three open Odom sites (240 West 1st,244 Nelchina Street and 135 South Post Road). Emerald Alaska was contracted to transport and dispose the waste, consisting of four 55-gallon drums of groundwater generated during groundwater sampling activities at the sites in July and October 2008. 10/26/2009 Document, Report, or Work plan Review - other The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has no objection to the proposed transportation of two 55-gallon drums of water; and one 55-gallon drum and two 5-gallon buckets of soil; from petroleum contaminated soil and groundwater encountered during site evaluation activities during May and June 2009. 11/2/2009 Document, Report, or Work plan Review - other On May 28, 2009, further evaluation at the area of former UST 1 was conducted. Five soil borings(B3-B7) and two monitoring wells (MW2 & MW3) were advanced. GW was encountered at 13.5 to 14.5 ft. bgs. A perched GW layer was also encountered at 2.5 ft. bgs. GW was found to flow to the west and slightly to the northwest. GW analyzed from the historic well MW 1 and the new wells MW 2 & 3 contained benzene up to 0.0261 mg/L. 9/30/2010 Document, Report, or Work plan Review - other On this date, ADEC receive the 2010 Groundwater Monitoring Report Anchorage Beverage Plant, submitted by URS and dated September 28, 2010. Four groundwater samples were collected from monitoring wells MW-1, MW-2, and MW-3; and were sampled for GRO and BTEX on August 12, 2010. Only one monitoring well, MW-1(which is located at the former UST area), contained benzene above ADEC cleanup levels with benzene up to 0.00608 mg/L. The groundwater gradient was to the north-northwest and the mean depth to GW for the three wells was approximately 6.6 feet below the top of the well casings. Grant Lidren

Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and no further remedial action will be required as long as the site is in compliance with established institutional controls.
