Problems/Comments

In 1994, three 6,000-gallon diesel underground storage tanks (USTs) (DEC Tank IDs 3, 4, & 5 / Owner Tank IDs 12-B-01, 12-B-01, & 12-B-03 respectively) and one 1,000-gallon leaded gasoline UST (DEC Tank ID 6 / Owner Tank ID 12-B-04) were removed from the Federal Aviation Administration (FAA) Very High Frequency Omnidirectional Range Beacon and Tactical Air Navigation System (VORTAC) facility at Moses Point. The four tanks were used at the VORTAC building between 1965 and 1994. They were used to supply fuel to an equipment generator that provided power to the facility. Petroleum staining at three tanks from overfills and fitting leaks was noted during the decommissioning. No remediation took place at the time, however some overburden soil was removed and stockpiled. The fate of the stockpiled soil is unknown. Confirmation samples from the floor of the excavations resulted in one sample exceeding cleanup levels for diesel range organics at 6,000 mg/kg and ethylbenzene at 1.6 mg/kg. Initial sampling was considered insufficient. Two rounds of subsequent sampling were conducted and contaminants were confirmed to be below DEC cleanup levels. Additionally, monitoring wells installed near the former UST locations showed no contaminants above DEC cleanup levels.

DEC does not expect this document to be finalized or approved. DEC believes that there is now a future and perhaps imminent risk of contaminants migrating from several contaminated source areas at Moses Point into adjacent surface water. This report details the groundwater and soil sampling to further delineate chlorinated solvents in groundwater and soils in the Main Complex area of the former station. A geophysical investigation was also conducted to evaluate the presence of buried debris along the main road and near former Building 603. Soils were also collected to complete bench scale testing to evaluate potential in-situ remediation methods.
