Problems/Comments

Gasoline contaminated soil remains beneath structures at the site above regulatory migration to groundwater soil cleanup levels. A Site Assessment Report dated August 1998 states that residual soil contamination had concentrations of benzene at 0.11 milligrams per kilogram (mg/kg) and gasoline range organics (GRO) at 810 mg/kg in the excavation after closure by removal of the leaking 1,000-gallon gasoline underground storage tank (UST). Fifteen cubic yards of contaminated soil was transported to an ADEC approved stockpile site at 102 Burkhart Street in Sitka. A monitoring well was installed to investigate groundwater contamination observed at 7 feet below grade in the UST excavation. Interim corrective action report dated October 1998 stated that the GRO concentration of 1,300 mg/kg in the contaminated soil stockpile was reduced to 5.8 mg/kg in 67 days as a result of tilling in the sun and covering the soil during periods of rain. A December 1998 remediation plan proposal reported that investigation trenching and soil field screening did not indicate any reduction in contamination of subsurface soil at the former UST site. As a result, ventilation piping was installed to assist remediating the residual soil contamination. The ADEC letter dated January 6, 1999 requested additional subsurface soil and groundwater investigation to collect samples and analyze them for GRO, benzene, toluene, ethylbenzene, and xylenes (BTEX) compounds and lead. The ventilation piping was approved for passive aeration only. The ADEC letter accepted the sampling and analysis results for the stockpiled remediated soil and approved the soil for off-site use in a non-sensitive or non-wetlands environment.

10/30/2007 Potentially Responsible Party/State Interest Letter ADEC reminded the operator of the Prewitt Funeral Home in Sitka, via certified letter, that we have received no response to our request for current site data concerning the gasoline release from a regulated underground storage tank at the facility. The letter introduced the operator to state statutes and regulations that outline the facility operator liabilities with respect to cleanup actions and the ADEC role in providing cleanup oversight to ensure protection of human health and the environment. 6/29/2012 Cleanup Complete Determination Issued The cleanup actions to date have served to excavate and adequately remove contaminated soil from the site. Based on the information available, DEC has determined no further assessment or cleanup action is required. There is no longer a risk to human health or the environment, and this site will be designated as closed on the Department's database. This determination is in accordance with 18 AAC 78.276(f) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
