Problems/Comments

Based on several phone calls and complaints received by ADEC, one 3,000-gallon gasoline, one 4,000-gallon gasoline, and one 4,000-gallon diesel underground storage tanks (USTs)were removed illegally in October 1991, without the required prior notification to ADEC. Some complaints received by ADEC claimed that contaminated soil was being trucked away from the site. ADEC and the Environmental Protection Agency (EPA) initiated enforcement actions in the effort to obtain an after-the-fact tank closure assessment report, but these efforts were unsuccessful. ADEC never received any soil or water sample data from this site, and therefore has no means of confirming the site is contaminated, but based on the complaints received, and the owner's refusal to comply with ADEC UST closure site assessment regulations, this site has been entered into this database as a contaminated site. ADEC still hopes to receive site assessment data, perhaps in association with a future property transaction. The immediate area is serviced by the City of Homer public water system. Updated 8/10/2006. On September 20th through 21st of 2011 the Underground Storage Tank site assessment was performed. Diesel range organics (DRO) at 892 to 39,700 milligrams per kilogram (mg/kg), gasoline range organics (GRO) at 720 to 2,050 mg/kg, Benzene at 0.428 to 28.0 mg/kg, Toluene at 1.350 to 141.0 mg/kg, Ethylbenzene at 38.7 to 103.0 mg/kg, Xylenes at 131.9 to 276.1 mg/kg, and 1,2,4-Triethylbenzene at 61.7 mg/kg at depths of 3 to 13 feet below ground surface. The site and surrounding properties are serviced by the City of Homer municipal water supply system. It is estimated that approximately 1,600 cubic yards of petroleum contaminated soil remains on site.

8/10/2006 Update or Other Action To the best knowledge of ADEC, the work plan to assess the site that ADEC reviewed and provided comments to in 2003 has never been implemented, based on conversation with the consultant that generated that work plan. 9/13/2011 Site Characterization Workplan Approved Reviewed and approved the Revised Workplan for Underground Storage Tank Closure and Property Assessment, dated September 13, 2011, prepared by Resotration Science & Engineering. This approved workplan presents the methods, and work tasks, proposed to satisfy the requirements of 18 AAC 78.090, Site Characterization and Assessment, for former underground fuel storage tank systems. These former UST systems were permanently closed (by removal) many years ago, and ADEC has never received Site Characterization and Assessment report, associated with the permanent closure of the USTs. The workplan also addresses some additional investigation of other potential sources of pollution associated with the prior uses of the property. Paul Horwath
3/13/2012 Underground Storage Tank Site Characterization or Assessment Reviewed the Limited Site Assessment, dated November 2011, prepared by Restoration Science and Engineering. On September 20th through 21st, 2011 six test pits were advanced on the site to provide an Underground Storage Tank closure site assessment in an effort to characterize the site conditions. The test pit advanced in the area of the former dispenser islands detected DRO at 5,160 mg/kg at 3 feet bgs, and 892 mg/kg at 8 feet bgs. The test pit advanced in the area of the former underground storage tanks detected DRO at 3,680 and 6,570 mg/kg, GRO at 789 and 2,050 mg/kg, Benzene at 8.470 and 28.0 mg/kg, Toluene at 1.350 and 64.0 mg/kg, Ethylbenzene at 38.7 and 103.0 mg/kg and Xylenes at 131.9 and 511 mg/kg at 6 and 11 feet bgs respectively. The test pit advanced west of the former underground storage tank location detected DRO at 1,270 and 1,850 mg/kg, GRO at 1,370 and 720 mg/kg, Benzene at 13.4 and 14.3 mg/kg, Toluene at 141.0 and 122 mg/kg, Ethylbenzene at 60.8 and 39.2 mg/kg, Xylenes at 276.1 and 192 mg/kg, and 1,2,4-Trimethylbenzene at 61.7 mg/kg at 12 and 13 feet respectively. The test pit advanced south of the former underground storage tank location detected Benzene at 0.859 mg/kg at 13 feet bgs. The test pit advanced in the area of the former Wood Framed Shop detected DRO at 39,700 mg/kg and Benzene at 0.428 mg/kg at 12 feet bgs. The test pit advanced north of the former underground storage tanks did not detect any contaminants above the ADEC soil cleanup levels. The floor drain within the building was found to be connected to the City of Homer municipal sanitary sewer system. The site and surrounding properties are serviced by the City of Homer Public Water Supply System. It is estimated that approximately 1,600 cubic yards of soil is impacted by petroleum contamination. All the soil excavated during the assessment activities were placed back into the excavations that they were excavated from. Alyce Hughey
