Problems/Comments

A 2,500-gallon diesel underground storage tank (UST) was decomissioned and removed September 20,2006. The area of the former UST was re-excavated March 1, 2007 to evaluate potential soil contamination. No visual or olfactory evidence of a release was observed. Six Confirmation samples taken at the piping, and at the depths of the excavation at 16-18 ft. bgs, indicate the precence of contaminates, but below ADEC cleanup levels. Two stockpile soil samples taken also indicate the presence of contaminants, but below ADEC cleanup levels.

Action Information

Action Date Action Description DEC Staff
3/30/2007 Update or Other Action ADEC approves the March 30, 2007 "Museum Annex UST Sampling and Analysis Plan". The work plan proposes to conduct field screening sampling and to collect analytical soil samples to assess the area of the former 2500 gallon diesel tank system that was removed on September 23, 2006 at 121 West 7th Avenue, and the 44 cubic yard stockpile that was generated during the tank removal. 2/11/2009 Cleanup Complete Determination Issued Following ADEC’s review of Satori Group Inc.’s “Museum Annex Site Assessment Report” dated May 1, 2007, ADEC has determined no further assessment or cleanup action is required. The levels of contaminants of concern detected in soil do not exceed ADEC’s most stringent cleanup levels established in 18 AAC 75.341 Tables B1 and B2. Groundwater is not believed to be impacted since soil was determined to be clean beneath the UST at 18 feet bgs and groundwater is roughly 30 feet bgs in this area. Therefore, there is no longer a risk to human health or the environment, and this site will be designated as closed on the Department's database. Although a Corrective Action Complete determination has been granted, ADEC approval is required for off-site soil disposal in accordance with 18 AAC 78.600(h). This letter does not serve as your approval for future off-site movement and disposal of soil associated with this release. It should be noted that movement or use of potentially contaminated soil in a manner that results in a violation of 18 AAC 70 water quality standards is unlawful. This determination is in accordance with 18 AAC 78.276(f) and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
