Problems/Comments

The Quarters is a non-active FAA owned facility with a 600-foot fuel pipeline system that was decommissioned in the early 1970s. In FY99, the fuel line was removed and screening samples were taken from the bottom of the trench excavations to identify residual areas of contaminated soil. Approximately 30 cu. yds of contaminated soil were excavated and put into a long-term stockpile on site. Confirmatory samples taken from the bottom of the excavations determined that DRO contamination remained above ADEC cleanup criteria. Confirmation samples revealed residual DRO and GRO contamination remained above ADEC cleanup criteria at several areas along the pipeline. Further investigation conducted during the FY00 RI revealed that extensive soil contamination remained in the former Quarters area, with soil contamination likely extending from the ground surface to the water table. While the groundwater has not been affected, an estimated 2,700 to 6,200 cubic yards of soil require remediation. The reports do not identify a source for the DRO that would account for the DRO away from the pipeline. From the 2000 RI it appears to have orginated near the former school. The Stockpile behind storage sheds was relocated to a passive biocell and the soils were shipped off-site in 2008. The 2012 Release Investigation defined the extent of the plume. DRO was found at a max of 1.4 mg/l in the groundwater. DRO contamination in soil is in the smear zone, 18-22 feet bgs with a max found of 7600 mg/kg.

FAA also plans to construct a lined and covered passive biocell to contain about 60 cubic yards of diesel contaminated soil. The soil will be placed in the cell in an 18-inch-thick lift. 11/20/2013 Cleanup Complete Determination Issued Final Release Investigation and Hydrocarbon Risk Calculator Report, FAA Station Cape Yakataga, September 2013 Former Quarters Area/Station Yard (Hazard ID 25324) This AOC includes the former School Building 303. During the 2012 RI, 129 UVOST probes were advanced to investigate the extent of contamination at the Station Yard AOC, extending from the roadway north of the Station Yard to the vegetated section between the Station Yard and the airstrip. A total of 21 soil borings were advanced and 26 soil samples were collected for laboratory analysis. DRO concentrations in soil were greater than ADEC Method Two, Over 40-Inch Zone, Migration to Groundwater cleanup levels in 19 of the 26 soil samples analyzed for DRO. DRO concentrations in these samples ranged from 350 to 7,600 mg/kg. All BTEX, GRO, and RRO concentrations were less than the applicable ADEC Method Two cleanup levels. Ten wells were sampled and the groundwater analyzed for DRO, GRO, RRO and BTEX. No contaminants were detected at concentrations greater than ADEC Table C Groundwater cleanup levels. Based on the HRC calculations, the Station Yard AOC at the FAA Station Cape Yakataga is eligible for a Cleanup Complete determination. It is recommended that ADEC grant the Station Yard AOC a Cleanup Complete determination with no ICs. ADEC concurs and is listing this site as Cleanup Complete in the Contaminated Sites Database.
