Investigation at the time tanks were still in place at Old BIA Tank Farm found staining, DRO at 7,310 mg/kg, and potential benzene contamination (MRL above cleanup level). Little information available on this site to date.

3/10/2016 Document, Report, or Work plan Review - other Reviewed the document dated March 8, 2016 and titled Point Hope Old BIA Tank Farm Site Characterization Report – Draft. Activities described in the report included surface and subsurface soil and groundwater sampling. One hundred twenty-four (124) soil samples were collected from 57 soil borings that were advanced during this investigation. Three of the soil borings were completed as groundwater monitoring wells (MW-01 through MW-03). Boreholes ranged in depth down to a maximum depth of 7 feet below the surface. Native material, such as the tundra mat and permafrost were not encountered, likely because the area is constructed out of cobbles with no binding material (organics). Sample results showed that contamination is present in the surface and subsurface pad material and in the active layer groundwater. Contaminated pad material extends beyond the footprint of the former tank farm and is migrating via active layer groundwater. The extent of contamination has not been delineated. Diesel range organics (DRO) was present in soil up to 4,300 mg/kg; however the majority of samples had detections of DRO below 1,000 mg/kg. The Method One cleanup level for DRO is 200 mg/kg. DRO was present in samples collected from two monitoring wells (MW-01 and MW-03) at 1.96 mg/l and 13.8 mg/l, respectively. The water sample collected from Monitoring Well MW-03 also exhibited a concentration of RRO at 1.16 mg/l. The ADEC groundwater cleanup levels for DRO and RRO are 1.5 mg/l and 1.1 mg/l, correspondingly. It should be noted that free product was encountered in Monitoring Well MW-03. Recommendations were provided in the report and included further characterization, excavation and land-farming of impacted pad material, and groundwater monitoring. ADEC agrees with this recommendations, but also requests that additional monitoring wells be installed to determine the horizontal extent of impacts to groundwater. 1/23/2024 Document, Report, or Work plan Review - other Reviewed the Point Hope Old BIA Former Tank Farm Site Characterization report dated April 11, 2023. Site characterization activities took place in September and October 2022 and included installing and sampling nine soil borings, completing each boring as a monitoring well, sampling the groundwater, and handling investigation derived wastes (IDW). The soil samples collected from the nine borings were submitted to the laboratory for analysis of diesel range organics (DRO), residual range organics (RRO), and volatile organic compounds (VOCs). The soil samples from five of the nine borings had DRO concentrations reported above the DEC Method One CUL. Soil samples from seven of the borings also had one of more analytes detected above the Method Two CULs for three VOCs including naphthalene, 1,2-dibromoethane, and benzene. The lateral and vertical extent of soil contamination to the west and southeast of the site has not been fully delineated. The groundwater samples from eight wells were submitted for analysis of DRO, RRO, VOCs, and polynuclear aromatic hydrocarbons (PAHs). Each of the wells sampled had reported DRO concentrations above the DEC groundwater CUL. Additionally, RRO, two VOCs (1,2,4-trimethylbenzene and naphthalene), and two PAHs (1-methylnaphthalene and naphthalene) were detected in the samples above the DEC CULs. The extent of groundwater contamination has not been delineated at the site. The IDW from the investigation included nine 55-gallon drums of soil cuttings and two 55-gallon drums of IDW water. The DEC approved the Contaminated Media Transport and Treatment or Disposal Forms for the IDW on August 18, 2023, after the date of this report. The IDW was removed from Point Hope on September 26, 2023, and is pending final disposal. Andrea Carlson
