Problems/Comments

The Tuluksak Native Community submitted a DEC Brownfield Assessment Application in 2009 for the Old BIA School property which was burned down. The main school burned down, but the property still contains the Old BIA generator shed. The Old BIA school was originally built in the early 1930's and there is a suspected underground storage tank still present on site. The property was used by BIA until approximately 1960, when it was used by the Moravian Church. The Moravian Church used it until 1985, the structures burned in 1990, and it was deeded to Tuluksak Native Community in 1997. In August 2019, ADEC contaminated site staff visited Tuluksak and collected samples at four sites, including the Old BIA school. Samples were collected from all four sides of the generator shed, and the concrete vault/possible UST. Naphthalane, Pentachlorophenol, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene,vinyl chloride, and arsenic were sound above most stringent ADEC cleanup levels in surface soil. Arsenic concentrations are attributed to background. A single water sample was taken from the river down gradient of the site, and tested for TAH, TAqH, and metals. The water sample did not exceed for any contaminant. Originally this site was thought to be a former BIA State-owned site, but more data indicates that the site was not owned by the State. The property is currently owned by the Native Village of Tuluksak. Former file number 2451.57.002

9/30/2009 Meeting or Teleconference Held DEC held a stakeholder meeting for the Old BIA school property and the Old Power Plant located in Tuluksak. Participants of the meeting included representatives from the community of Tuluksak, DEC and SLR (consultant for the project). The purpose of the meeting was to discuss the purpose of the work planned for the sites (Property Assessment and Cleanup Plan)and to give an opportunity for the consultants and the community to ask any questions regarding the field activities. 8/5/2010 Update or Other Action DEC received a Property Assessment and Cleanup Plan (PACP) for the Tuluksak Old BIA School site. One site visit was conducted but no sampling was collected. According to the PACP, potential areas of petroleum contamination at the site include: the AST storage area noted in the 1958 aerial photos; the depression east of the Old BIA School generator building; the pipe stickup 12-feet north of the Old BIA School generator building; and assessment of the area to determine the location of the fuel line that ran from the river bank to the AST system. 2/13/2020 Site Characterization Report Approved ADEC wrote a Site Visit Report for the work conducted in August 2019. Sample results from the Old BIA School indicate that Diesel Range Organics (DRO) is present up to 1,600 mg/kg; Naphthalene up to 0.049 mg/kg; Pentachlorophenol up to 0.13 mg/kg; 1,2,4 – trimethylbenzene up to 6.2 mg/kg; 1,3,5 – trimethylbenzene up to 1.5 mg/kg; and vinyl chloride at 0.0074 mg/kg; all above the most stringent ADEC cleanup levels. Water samples contained detectable levels of arsenic, barium, chromium, and lead. However all were below ADEC Water Quality Standards.
