Problems/Comments

In May 2010, contaminated soils were encountered during the removal of a 1,000-gallon heating oil (#2 diesel)underground storage tank. Approximately 27 cubic yards of contaminated soil were also excavated and transported to OIT Inc. for thermal treatment. Soils remaining in place from 6.5 to 15.5' below the ground surface, were found to be contaminated with diesel range (DRO at 29,700 mg/kg) and gasoline range organics (GRO at 860 mg/kg), and polycyclic aromatic hydrocarbons (PAHs), specifically naphthalene(88 mg/kg), above DEC cleanup levels.

Action Information

Action Date Action Description DEC Staff
7/23/2010 Spill Transferred from Prevention Preparedness and Response Program Spill transferred by PERP staff Wesley Ghormley. Spill no. 10309913703; spill date = 5/17/10; substance = diesel; quantity = unknown. Mitzi Read
7/29/2010 Site Added to Database A new site has been added to the database Mitzi Read
8/2/2010 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 78925 name: Heating Oil (Diesel #2) UST Mitzi Read
8/10/2010 Document, Report, or Work plan Review - other ADEC received and reviewed the work plan for site characterization submitted by ARES. DEC commented on workplan and requested clarification on a few items. Tamara Cardona-Marek
8/13/2010 Site Characterization Workplan Approved ADEC approved work plan for site characterization proposed by ARES. Workplan includes installation of 3 monitoring wells and soil screening and sampling from borings installed in the source area and stepping outside to delineate extent of contamination. Tamara Cardona-Marek
9/2/2010 Potentially Responsible Party/State Interest Letter Double D Leasing responded to DEC's PRP letter. They will continue to conduct additional site characterization. Tamara Cardona-Marek
4/28/2011 Offsite Soil or Groundwater Disposal Approved Disposal approved for transport and disposal of contaminated soil at OIT. Tamara Cardona-Marek
8/11/2011 Document, Report, or Work plan Review - other DEC received and reviewed the Phase II Assessment and Release Investigation . Contamination remains at the bottom of the excavation at depths between 8 and 20 feet. DRO levels exceed health based cleanup levels for soil. Three wells were installed, including one in the source area. Contaminants did not exceed cleanup levels in groundwater, they were mostly non-detect. DEC requested that wells are re-sampled in 2011 for DRO and GRO. Tamara Cardona-Marek
6/6/2012 Update or Other Action DEC was contacted by ARES, consultant for Arctic Circle. They plan to build an extension to the hangar above the contaminated area (former tank location). Well MW-2 will be decommissioned, a vapor barrier will be installed, and vapor instrusion sampling will be conducted after the building is in place. The possibility of venting the subslab will be left available in case vapor intrusion is found to be an issue. Tamara Cardona-Marek
4/4/2016 Update or Other Action Following phone and email correspondence, DEC received information regarding vapor barrier installation and passive ventilation system installed during June 2012 construction of the hangar addition. Shawn Tisdell
4/25/2016 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 78925 Heating Oil (Diesel #2) UST. Shawn Tisdell
4/28/2016 Update or Other Action DEC prepared and sent out a letter requesting a conceptual site model (CSM) be developed to assess remaining exposure pathways at the site. The DEC also requested a work plan to determine the effectiveness of the vapor barrier and sub-slab ventilation system that had been installed prior to the hangar expansion. The letter also summarizing previous site remedial activities including an October 2012 GW sampling event which had not previously been reviewed. MW-2 had been decommissioned when the addition was built and results of the remaining two wells were below DEC cleanup levels. Shawn Tisdell
7/27/2016 Site Visit DEC met with RP representative and ARES to view the site and discuss the work plan submitted by ARES. Schematics and photos of the sub-slab depressurization system and installation of the vapor barrier were presented. Modifications to the work plan will include sampling from the sub-slab depressurization system instead of collecting an air sample from the facility. Shawn Tisdell
2/17/2017 Update or Other Action DEC received a groundwater monitoring well report. Gas and diesel range organics as well as volatile organic compounds for wells MW-1 and MW-3 were all below DEC cleanup levels for all compounds. Shawn Tisdell
4/5/2017 Meeting or Teleconference Held Meeting was held with DOT environmental staff to discuss Fairbanks International Airport contaminated site status. Shawn Tisdell
1/23/2018 Meeting or Teleconference Held DEC staff met with DOT staff to discuss general coordination of contaminated site issues regarding leased properties at the Fairbanks International Airport and specific site information including cleanup activity status and upcoming work or proposed state action. Shawn Tisdell
3/12/2019 Meeting or Teleconference Held DEC and DOT staff met to discuss progress and potential future cleanup action at this site. Shawn Tisdell
