Problems/Comments

In 2006, three soil samples collected at 4 inches below ground surface in stained areas contained up to 24,500 mg/kg RRO. Another soil sample collected near a light pole contained up to 403 mg/kg GRO and 1,360 mg/kg DRO. One June 29, 2010 ten test pits were advanced. DRO, benzene, arsenic, chromium and methylene chloride were found above Method Two Migration to Groundwater. Methylene chloride was also found in the trip blank; therefore, is not a continued COPC at this site. A workplan for a limited removal action was submitted to DEC on August 19, 2010.

S&W identified the following potential source areas - a septic tank/leach field, strip drain, holding tanks associated with the portable toilet rinsed on parking pad, and contaminated soils as noted by EMI. 8/23/2010 Document, Report, or Work plan Review - other Review of Limited Phase II Environmental Site Assessment, 12211 Spring Brook Drive received on August 19, 2010 submitted by S&W on behalf of JL Properties, a prospective buyer. Ten test pits were advanced in the general areas where samples were collected during the Phase I - along the edge of a concrete pad, near the location of a UST. Stained soil was not observed, groundwater was encountered ~4 ft bgs. One sample per test pit based on PID screening was submitted to the lab for GRO/DRO/RRO and BTEX. The 4 highest PID samples were also submitted for VOCs. Select samples were also analyzed for RCRA metals. 8/23/2010 Document, Report, or Work plan Review - other Review of Limited Removal Action Workplan, 12211 Spring Brook Drive received August 19, 2010. The work planned includes excavating impacted soil, collecting confirmation samples, disposing of excavated soil, and a report. The excavation is intended to begin at TP1 and continue until visual and screening indicate contamination has been removed. The excavation will not continue below groundwater depth which is anticipated at ~ 4ft bgs. Confirmation samples will be analyzed for DRO and BTEX and one sample for PAH. Soil screened as clean will be sampled prior to be used as backfill. Keather McLoone

9/8/2010 Site Visit Staff observed some of the Limited Removal Action activities being conducted by Shannon & Wilson on behalf of Little Dipper Properties LLC. Excavation was conducted on both sides of a utility. The likely scenario of contamination being left behind for this reason was discussed with RP onsite and that institutional controls would be appropriate for this site such as restrictions on the use of the groundwater for drinking. 9/13/2010 Update or Other Action Results of confirmation samples submitted via email. Benzene is the only constituent remaining above most conservative cleanup levels up to 0.186 mg/kg. Keather McLoone
9/14/2010 Update or Other Action S&W sampled onsite drinking water well for VOCs by 524.2. Receipt via email of well log and photos of perc tested area in which there was an observation of odor and possible sheen. Keather McLoone

9/20/2010 Update or Other Action Receipt via email of samples collected from perc test pit advanced along the NE fence line. Results for groundwater sample collected from the pit and from soil sample collected from the pit are below cleanup levels. DEC performed data quality assessment of this package. Keather McLoone
9/28/2010 Update or Other Action Receipt via email of additional excavation results. Seven confirmation samples were analyzed for DRO and BTEX. One sidewall sample was above Migration to Groundwater cleanup levels with a DRO concentration of 516 mg/kg. 10/8/2010 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program (CSP) has completed a review of the environmental records associated with the Warehouse - 12211 Spring Brook Drive located in Eagle River. Based on the information provided to date and the administrative record, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed.
