Problems/Comments

Underground storage tank (UST) #179 is a 30,000-gallon diesel tank, formerly used to for both heating and to fuel a generator at Building 2316 (waste-water treatment plant). Diesel range organics were confirmed in soil. In 2009, a new aboveground tank was installed to fuel the generator and a request for change in service was submitted for tank #179, as the future use was to be for heating only. A 2010 letter from DEC identified deficiencies in the site assessment. A workplan for additional site assessment was approved in 2011. Several contaminated site files are associated with Bldg 231. Please note that UST-93 (file 107.26.018) does not have its own database entry. UST-93 was closed in 1992 after soil sampling found no detectable contamination. UST-93 was a 250 gallon tank holding gasoline, and was removed from the site after sampling.

9/14/2011 Site Characterization Workplan Approved Contaminated Sites staff approved a work plan for additional site assessment related to the 2009 change-in-service of UST #179. A 2010 letter from DEC identifies deficiencies in the 2009 site assessment report. A draft work plan was submitted on June 24, comments were sent July 28, a revised work plan was received Sept 09 and an approval letter was sent Sept 14. The additional site assessment will include another sample from a trench dug near the base of the tank and a sample from beneath the piping. The work may be conducted in 2011 or may be postponed until 2012. Kathleen Beutel

3/4/2013 Update or Other Action Staff reviewed the Draft Source Evaluation Report for Multiple Sites at Eielson AFB, of which Bldg 2316 is a part. In a letter dated March 4th, 2013, ADEC noted that the report does not meet the requirements of a Release Investigation, nor complete a full Site Characterization under State regulations. The letter also notes that completed sampling has thus far been limited, and that there are still data gaps to be addressed. 9/1/2015 Update or Other Action Site is included in the Non-OU RI/FS Management Plan under the Eielson FFA. All review comments have been addressed and a Final version and subsequent approval are expected shortly. Eric Breitenberger
9/22/2015 CERCLA RI Plan Approved Joint approval issued by EPA and DEC for the final "Remedial Investigation / Feasibility Study Management Plan For Non-Operable Unit Source Areas, Eielson Performance-Based Remediation, Eielson Air Force Base, Alaska" dated September 2015 (Non-OU RI/FS MP). 9/22/2015 CERCLA RI Plan Approved DEC and EPA jointly approved the "2015 Annual Field Sampling Plan, Eielson Performance-Based Remediation, Eielson Air Force Base, Alaska" dated September 2015 (FSP). The FSP describes remedial investigations planned for 2015 at 21 contaminated sites at Eielson Air Force Base, including TU076. The FSP is meant to be used in conjunction with the appropriate remedial investigation/feasibility study (RI/FS) management plans (i.e. Non-OU) and the Programmatic Quality Assurance Project Plan.
