Problems/Comments

The Building 1004 Parking Lot site is located on the north side of Building 1004, and on the south side of Apple Street between 102nd and 103rd Streets on Fort Wainwright, Alaska (FWA). Two former buildings (Building 1005 and Building 1077) were constructed in the early 1950's. Aerial images from 1971 show both buildings demolished from the site. During a 2005 trenching excavation to install head bolt outlets, diesel range organics (DRO) was identified in the soil at concentrations ranging from 5,460 milligrams per kilograms (mg/kg) to 12,200 mg/kg. The petroleum contamination in the soil was further investigated in 2019 and DRO, residual range organics (RRO), volatile organic compounds (VOCs) and mercury were identified above DEC cleanup levels. DRO, RRO and naphthalene were identified in the groundwater above DEC cleanup levels. Further investigation to determine extent of soil and groundwater contamination is recommended.

12/13/2016 Meeting or Teleconference Held A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. 9/5/2019 Document, Report, or Work plan Review - other DEC approved the 2019 Preliminary Source Evaluations (PSE) Work Plan, Building 1004 Parking Lot, Building 2116 Parking Lot, North Town Sinkhole Site, U.S. Army Garrison Alaska (Dated August 2019). The purpose of the PSE work plan is to determine if residual contamination exists that may present a threat to human health or the environment, and to determine appropriate further action (remain in 3-Party, transfer to 2-Party, or No Further Action). 4/13/2020 Document, Report, or Work plan Review - other DEC approved the Final Preliminary Source Evaluation Report, Building 1004 Parking Lot, U.S. Army Garrison Alaska (dated April 2020). The document describes 2019 soil boring investigations at two areas identified from a 2005 field sketch at the Building 1004 Parking Lot site, on Fort Wainwright, Alaska (FWA). Soil contamination was primarily identified in the western area of the Building 1004 Parking Lot, but was not identified in the eastern area. Sample results from the soil borings were primarily petroleum. Mercury was detected above the DEC migration to groundwater cleanup level in one soil sample. Further investigation of the two source areas at the Building 1004 Parking Lot site is recommended. Erica Blake
9/2/2020 Offsite Soil or Groundwater Disposal Approved DEC approved four, 5-gallon buckets of soil cuttings to be transported to U.S. Ecology in Moose Creek, Alaska for soil treatment and disposal. The soil was generated from 2019 site investigation activities, and is contaminated with diesel range organics (DRO), 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, benzene, toluene, ethylbenzene, xylenes (BTEX) and naphthalene. 12/1/2020 Offsite Soil or Groundwater Disposal Approved DEC approved one, 5-gallon bucket of soil cuttings to be transported out of state to Clean Harbors Grassy Mountain LLC in Grantsville, Utah. 4/26/2021 Document, Report, or Work plan Review - other DEC received the "Doyon Utilities Addendum to the Post-Wide Sampling and Analysis Plan, Ft. Wainwright Army Post, Fairbanks, Alaska Work Order 31181 Dig to Replace Hydrant 3030" (dated March 29, 2021) on April 9, 2021. The SAP addendum was reviewed and approval provided to the U.S. Army. The Work Plan describes the proposed investigation approach for preliminary source evaluations at 6 sites: Fort Wainwright Bldg 1004 Parking Lot, Fort Wainwright Bldg 3480-3490 HBO Installation, Fort Wainwright Farmer's Loop, Fort Wainwright Motor Pool Parking Lots Bldgs 3485/3492/3494/3496 (Crane Sites & Fenceline Spill - two sites in the PSE Rpt), and CC-FTWW-106 Pipeline Breaks - Neely Road and Oak Avenue, which is not in the CS database. The Work Plan will be followed in conjunction with the 2020 Postwide FWA Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP), dated June 2020. 5/13/2022 Offsite Soil or Groundwater Disposal Approved ADEC approved transport of approximately 265 gallons of purge water generated from preliminary source evaluation investigations conducted in 2021 at four sites (Bldg 1004, HBO Bldgs 3480-3490, Pipeline Breaks - Neely Rd & Oak Avenue and Motor Pool Bldgs 3492/3494/3496 - Crane Sites). 8/2/2022 Document, Report, or Work plan Review - other ADEC reviewed and submitted comments for the Draft 2021 Preliminary Source Evaluation 2 (PSE2) Report for the FTW-115 Building 1004 Parking Lot site. The PSE 2 details efforts to evaluate soil and groundwater contamination in the vicinity of the former Head Bolt Outlet (HBO) trench and at the former above-ground storage tank (AST) location during previous investigation. The evaluation included 26 Ultra-Violet Optical Screening Tool (UVOST) probes advanced at the site, 12 soil samples collected, and four groundwater samples collected for the site. Samples were analyzed for gasoline, diesel, and residual range organics (GRO, DRO, RRO), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), and Resource Conservation and Recovery Act (RCRA) metals, plus nickel and vanadium. DRO, naphthalene, 1-methylnaphthalene, 2-methylnaphthalene, vanadium, and arsenic exceeded the PSE screening levels in soils. DRO, naphthalene, 1,2,4-trimethylbenzene (TMB), 1,3,5-TMB, ethylbenzene, 1-methylnaphthalene, and 2-methylnaphthalene exceeded the PSE screening levels in groundwater. Potential human health exposure pathways were assessed and compared to Environmental Protection Agency (EPA) screening levels to evaluate risk to receptors. Tim Sharp
