Problems/Comments

Petroleum contamination at Eielson AFB former Building 1161 (currently 2615 Flightline Ave) from an unknown source. Monitoring well 1 is 50 feet north of Bldg 1161, MW-2 is 100 feet east of Bldg 1161 and upgradient of MW-1. The 2005 Final Site Characterization Report describes soil and groundwater sampling. RRO has been detected in MW-1 up to 3.51 mg/L, above DEC cleanup levels; total xylenes and DRO were also detected in MW-1 but at concentrations below DEC cleanup levels. RRO, DRO, and total xylenes were detected in MW-2 at levels below DEC cleanup levels. All soil concentrations to date are below DEC cleanup levels. RRO concentrations are qualified due to lack of quality control testing. Chromatograms have been used in attempting to show biogenic interference as a source of sampling results, but have proven inconclusive to date. Update 2022 A construction project for the site encountered Pentachlorophenol (PCP), Perfluorooctanesulfonic Acid (PFOS), Perfluorooctanoic Acid (PFOA) and Trichloroethene (TCE) above applicable DEC cleanup levels in surface soils (0-2 feet) on the site.

3/29/2022 Document, Report, or Work plan Review - other DEC provided review comments for the Closure Draft Report, FTQW 19-1003 Repair Parachute Shop Eielson Air Force Base, Alaska (dated February 2022). The Parachute Shop project consisted of renovating and repairing the building (B. 1161) and surrounding site. Soil excavation was limited to the extent required for construction. Soil excavated within the known petroleum contamination boundaries delineated by the USAF for this site was placed on five stockpiles and characterized by discrete sampling methods in accordance with the Alaska Department of Environmental Conservation Field Sampling Guidance (October 2019). Results of stockpile sampling indicated perfluorooctanoic acid (PFOS), Pentachlorophenol (PCP), and Diesel Range Organics (DRO) were present above applicable Method Two, Table B1 and Table B2 Soil Cleanup Levels. Dennis Shepard
7/12/2022 Document, Report, or Work plan Review - other DEC approved the Closure Final Report, FTQW 19-1003 Repair Parachute Shop, Eielson Air Force Base, Alaska (dated February 2022, Final Revision June 23, 2022). The Parachute Shop project consisted of renovating and repairing the building and surrounding site. Soil excavation was limited to the extent required for construction. Results of stockpile sampling indicated perfluorooctanoic acid (PFOS), Pentachlorophenol (PCP), and Diesel Range Organics (DRO) were present above applicable Method Two, Table B1 and Table B2 Soil Cleanup Levels. 8/29/2022 Document, Report, or Work plan Review - other DEC provided backcheck review comments for the Final Supplemental Remedial Investigation Work Plan, Eielson Air Force Base, Alaska (August 2022). The Supplemental Remedial Investigation (RI) Work Plan describes the 2022 RI activities to be conducted at Eielson Air Force Base, Alaska. The scope of the Supplemental RI is to address current data gaps at the CERCLA source areas on Eielson AFB for all operating units. Dennis Shepard
9/19/2022 CERCLA RI Plan Approved EPA and DEC provided a joint approval for the Final Supplemental Remedial Investigation Work Plan Eielson Air Force Base, Alaska (September 2022). The scope of this Supplemental RI is to address current data gaps at the CERCLA source areas on Eielson AFB. The data gaps are generally related to the incomplete characterization of site contaminants under the 2015-2021 Performance Based Remediation (PBR) and emerging contaminants identified since the 2015-2021 PBR.
