Problems/Comments

A Phase I site assessment was conducted in 2011 for a portion of the former Pelican Seafood Processing Facility. The portions of the facility evaluated were those acquired by the City of Pelican: Tidelands Subdivision Block 17, Lots 1 & 2, and Pelican Seafoods Subdivision Lots 1 & 4. Observations made during a site visit indicated that petroleum hydrocarbon releases may have occurred as a result of heating oil releases from aboveground storage tanks associated with former company housing, most notably at the condemned eastern-most housing unit.

6/22/2011 Document, Report, or Work plan Review - other Phase I Environmental Site Assessment was completed on this date through the EPA Targeted Brownfield Assessment (TBA) program. The TBA report noted that observations made during the site visit indicated that petroleum-hydrocarbon-contaminated soil is present on the property, resulting from heating oil releases from above ground storage tanks associated with housing structures. Also observed were petroleum liquids, stains, and open fluid-bearing containers in the engine room building. Floor drains in the concrete engine room floor also present a potential environmental concern. Electrical transformers labeled as PCB-containing were observed on the west side of the facility. It was also noted in the report that in August 2009 DEC's Prevention and Emergency Response Program had responded to a potential catastrophic release of anhydrous ammonia from the the facility's two refrigeration systems. 7/15/2015 Update or Other Action Paper and electronic copies of the Final Environmental Management Plan Report were mailed to Pelican Mayor Phillips today. The EMP includes a Waste Inventory of buildings 1 through 6 and 8, Hazardous Materials Survey of the Crab Plant (building 1), and Waste Management Planning Assessment and Remediation Strategy Action Plan. The EMP Report provides information necessary to complete a draft Analysis of Brownfield Cleanup Alternatives for a Brownfield Reuse and Development competitive cleanup grant application. A 20% cost share match by the applicant in the form of money, labor, materials or services is required unless a hardship waiver is approved. Applications are due in January 2016. Bruce Wanstall
