Problems/Comments

DRO up to 32,300 mg/kg was detected in soil adjacent to the former BIA tank farm during Phase I sampling. As of 12/31/2013 file contains only two documents, the October 2011 Phase I report and the state's letter of interest dated April 17, 2012.

12/31/2013 Document, Report, or Work plan Review - other Review of October 2011 "AAI(All-Appropriate Inquiry)/Phase I" report. DOWL HKM was contracted by Tangirnak Native Village to perform the investigation. The report identifies the contaminant source as a tank farm comprised of two 8-foot diameter, 9,000-gallon aboveground storage tanks, with diesel range organics (DRO) levels exceeding cleanup limits for ingestion, inhalation and migration to groundwater exposure pathways. The tanks are located on property owned by the Bureau of Land management until 1965, when townership was quitclaimed to the State. Ownership was transferred to the Kodiak Island Borough in 1968, and to the City of Ouzinkie in 1984. The date when the tanks were last filled is unknown, and the report states that it is assumed the tanks were not used by the City of Ouzinkie. DOWL's field investigation was limited to site observations and excavating seven shallow test pits in area surrounding the tanks to depths of approximately 18 inches; soil in four pits had elevated PID readings and samples were submitted for DRO, GRO, RRO and BTEX analysis. DRO was the only compound above cleanup levels, with results of 1,060; 5,010; 14,400; and 32,300 mg/kg DRO.
