Problems/Comments

Site CST011, the former Combat Alert Cell hangar (Building 1428), is located at the northwestern corner of the airfield and south of the Former Galena Forward Operating Location cantonment “triangle.” Site CST011 consists of two separate areas on the northern side of the building: Area 1 (former fuel underground storage tanks removed from the northwestern corner of Building 1428) and Area 2 (a former fuel UST abandoned in place near the north-central side of Building 1428). The tank associated with Area 1 has been removed; the tank associated with Area 2 was decommissioned at an unknown time and filled with clean sand. The primary source of contamination at Areas 1 and 2 is petroleum leaks from the former USTs and/or associated piping. Soil and groundwater are impacted.

8/24/2015 Meeting or Teleconference Held A teleconference TRIAD call was held to discuss the Field results for the tank inspections and additional borings completed under the 2015 Site-Wide Data Collection Sampling Plan. The Air Force contractor reported that the USTs at location Area 1 (Tank#8/UST 1428-1 and Tank#9/1428-2)were not found abandoned in place and that the previous geophysical survey reflections had apparently been misinterpreted. The Tank#5/UST 1428B was found abandoned in place. The tank was found to be filled with clean sand and no piping remained. The Tank#5/UST 1428B will remain in place due to its proximity to the Building 1428 foundation. Dennis Shepard

During preparation of a Cleanup Complete determination for the site, a further review of residual contamination indicated that gasoline range organic (GRO) compounds (3,700 mg/kg) remain at the site above DEC maximum allowable concentrations (1400 mg/kg). Notice of Environmental Contamination The transfer of the property from Alaska Department Of Transportation & Public Facilities to the U.S. Fish and Wildlife Service (USFWS) in June 2011 included a Memorandum of Agreement (MOA). In the agreement the USFWS acknowledges and agrees to comply with land use controls developed by AF and ADEC that are applicable to the site. An MOA between the Air Force and USFWS was also signed acknowledging Environmental Restrictive Covenants. The USFWS agreed that it shall not install any water wells on site.
