Problems/Comments

Building 3498 is the vehicle maintenance building located north of Rhineland Avenue and east of Eisenhower Road on Fort Wainwright, Alaska (FWA). A gravel drainage swale is located south of the fenced Building 3498 parking lot. The parking lot is used year-round for staging gas and diesel-powered military equipment. Surface water run-off collects in the southeast corner of the parking lot into a French drain with a shut-off valve that, when opened, discharges from three separate pipes into the gravel drainage swale outside the fenced and paved parking area. The current drainage system along Rhineland Avenue can be described more closely as a “drainage retention” area. In 2009 during utilidor construction work, petroleum contamination above ADEC cleanup levels was identified in the soil in the southeast corner of the swale. Six soil samples were collected from the swale in 2015, and all results were below ADEC cleanup levels. Additionally, three sediment and three surface water samples were collected at the three pipe outlets to the swale. Residual range organics (RRO) in one surface water sample exceeded the ADEC Table C groundwater cleanup level. Elevated limits of detection for various polycyclic aromatic hydrocarbons (PAH) analytes resulted in the total aqueous hydrocarbon (TAqH) calculations exceeding the Alaska Water Quality Standards (AWQS) value of 6 micrograms per liter. However, there were no PAH analytes detected in the sediment, soil, or groundwater. Surface water from this site is not used as a drinking water source. Remaining contaminants of concern at this site are considered De Minimis. This site corresponds with the Army HQAES site number: 02871.1105.

12/13/2016 Meeting or Teleconference Held A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. 7/20/2021 Document, Report, or Work plan Review - other ADEC provided comments for the Environmental Summary Report: Building 3498 Parking Lot Drain Site – Draft (dated February 5, 2020) to the U.S. Army. The document summarizes environmental site work at the Fort Wainwright Building 3498 Parking Lot Drain site. Sampling efforts at this site show the area of contamination identified in 2009 was limited, and any residual contamination is de minimis. The recommendation in the report is to move the site to a Cleanup Complete Determination. Erica Blake
1/14/2022 Document, Report, or Work plan Review - other ADEC provided responses to comments for the Environmental Summary Report: Building 3498 Parking Lot Drain Site – Draft (dated February 5, 2020). All responses received were accepted. As one of the responses to a comment, the Army provided a letter describing how they manage the surface water runoff at the Building 3498 Parking Lot Drain site. The Building 3498 Parking Lot Drain site is being managed under the Multi-Sector General Permit (MSGP) authorized by ADEC permit number AKS055859. Fort Wainwright’s MSGP Storm Water Pollution Prevention Plan (SWPP) describes the measures used to treat and/or recycle contaminated stormwater runoff. 2/1/2022 Document, Report, or Work plan Review - other ADEC provided approval for the Environmental Summary Report: Building 3498 Parking Lot Drain Site – Final (dated January 24, 2022). The report summarizes environmental site work at the Fort Wainwright Building 3498 Parking Lot Drain site. Based on the results discussed, remaining contamination at this site is De Minimis. Recommendations in the report were for No Further Action (cleanup complete determination), and to decommission B3498-MW01. Erica Blake

This Cleanup Complete determination is based on the administrative record for the Fort Wainwright Bldg 3498 Parking Lot Drain, which is located in the ADEC office in Fairbanks, Alaska.
