Problems/Comments

On September 27, 2013, a Cleanup Complete Determination was made for Site Galena Airport UST 1578-3, ADEC File # 860.26.002. The determination was based on a review of the Site investigations documented in the Final Site Characterization Report for the Site Galena Airport UST 1578-3_B1812, Former Galena Forward Operating Location (FOL), Galena, Alaska. Based on low level residual contamination detected at the Site UST 1578-3 and attributed to upgradient contamination from Site B1812, the U.S. Air Force agreed to continue Site characterization and cleanup of Site UST 1578-3 with Site characterization and cleanup of Site B1812. Contaminants of Concern Ethylene Dibromide (EDB) was identified in soil (10-15 feet bgs) at Site UST 1578-3, at concentrations above the migration to groundwater cleanup level (0.00016 mg/kg) in one sample, but below the direct contact and inhalation cleanup levels. EDB was not detected in groundwater. DRO, GRO, Benzene and several VOC’s and SVOCs above DEC cleanup levels were identified up-gradient of the UST 1578-3 tank location within the Site B1812. DRO contamination at Site B 1812 was consistently identified at 29 feet bgs. DRO was also identified in vadose soil within the B 1812 site boundaries at 5’ and 10’ bgs. Benzene above the Table C cleanup level was detected in several grab groundwater samples from borings within Site B 1812 at 13 – 14 and 41 feet bgs. VOCs, TCE and Methylene chloride were also detected at several locations within the B 1812 site boundaries at 5 – 10’ bgs. EDB was not detected in soil or groundwater at Site B1812. Note: Information for Bldg 1812 (Water Treatment Plant) UST 15783 (DEC Tank ID #6), a former 500-gallon leaded gasoline underground storage tank is tracked under Hazard ID 25116, file no. 860.26.002. Contamination was discovered upon tank removal in July 1997. DRO, GRO, and EDB were measured in soil at concentrations above DEC cleanup levels.

7/30/2015 Cleanup Plan Approved DEC approved the Phase I Cleanup Plan for Site CSS002, Building 1812 Former Hazardous Waste Accumulation Point, Former Galena Forward Operating Location (FOL), Alaska (July 2015). The cleanup plan includes excavation and segregation of petroleum, PCB and TCE contaminated soils to 15 feet below ground surface. Petroleum contaminated soil will be transported to the Galena Landfarm for treatment. PCB soil will be transported offsite to an approved TSD facility. TCE soil is being moved to a site at million gallon hill for pretreatment (in accordance with RCRA approval and Air Force lead agency determination). TCE will be disposed of off-site if treatment cannot reach levels below DEC cleanup levels for unrestricted use. Dennis Shepard
8/30/2016 Cleanup Plan Approved DEC approved the Phase I Construction Completion Report and Phase II Cleanup Plan for Site CSS002, Building 1812 Former Hazardous Waste Accumulation Point, Former Galena Forward Operating Location, Alaska (September 2016), Former Galena Forward Operating Location (FOL), Alaska. 8/2/2017 Update or Other Action Sulfate injections (in-situ chemical oxidation)were completed to address petroleum contamination at the B. 1812 site. A total of 10 borings were installed to a depth of 27-37 feet below ground surface. Approximately 315 kg of gypsum and 3,500 L of water were injected into each well. Dennis Shepard
6/6/2018 Update or Other Action TECH MEMO APPROVED: 2018 Temporary Soil Treatment for Site CSS002 TCE-Contaminated Soil. This Technical Memorandum proposes and describes the configuration, tilling, and sampling of temporary soil windrows to treat approximately 150 cubic yards (cy) of trichloroethene (TCE)-contaminated soil. Approximately 143 cy of TCE-contaminated soil was excavated from Site CSS002 in 2015 and placed in a lined and covered stockpile within a fenced area at Million Gallon Hill. In addition, approximately 5 to 10 cy of drill cuttings from other sites with potential TCE in soil (Sites OW024, SS015, SS019, SS022, and SS025) has been added to the stockpile from 2015 to 2017. The TPT meeting was held at the Fairbanks DEC office. On April 3-4, 2019, DEC staff traveled to Galena to participate in meetings with the City Mayor & RAB chair to discuss community concerns about site cleanup; a Proposed Plan meeting for Site DP023, and a community regional advisory board (RAB) meeting to discuss fieldwork completed during the 2018 field season and upcoming 2019 fieldwork.
