Problems/Comments

This site record includes the property known as the Camper City Super Service, operated as a salvage yard, and adjacent lots. In August 2000, an environmental site assessment indicated soil staining was present on several lots. In September 2009, DEC and its contractor inspected the area and identified scrap, asbestos, tanks, drums, lead-acid batteries, potential injection wells, and stockpiled soil. Stained soil was identified in multiple areas. DRO and RRO were confirmed to be present in surface soil above DEC cleanup levels. 6/26/2008 Update or Other Action Site visit by ADEC staff Everson and Frechione. Property is a salvage yard w/ high probability of contamination, however no releases or evidence of significant contamination was or could be observed without property access. 7/2/2008 Update or Other Action ADEC staff Everson and Frechione conducted a site visit on 25 June. There is high probability of contamination. The property is a salvage yard. The owners are out of compliance with several other programs IPP, weights and measures, fire marshall, UST. Contrary to previous database entries- this site is active. No decision document was drafted. Current USTs are out of compliance- when tanks are pulled a SA is required. Neal Everson
7/8/2008 Potentially Responsible Party/State Interest Letter PRP letter sent to Norma Wadsworth requesting information regarding the use/storage of hazardous substance and knowledge of contamination on the property, with a deadline for response of July 31, 2008. Janice Wiegers
4/20/2009 Enforcement Action CS staff were notified that Camper City Super Service Underground Storage Facility in Tok was referred by IPP to the Environmental Crimes Unit for the investigation and initiation of criminal enforcement action. Additionally, the facility is also being referred to the Department of Law for civil enforcement proceedings. The facility is currently in violation of numerous Underground Storage Tanks (UST) regulations, including the requirement to decommission existing USTs on the property. It has also been ordered to cease fuel operations by the State Fire Marshall, and was issued a Notice of Violation by the Division of Weights and Measures. Neal Everson
4/20/2009 Site Visit Cheryl Paige of IPP conducted a site visit and recorded the following observations: "I have pictures from 2007 that show a large pile of gravel but the pile is gone now. There is an enormous amount of abandoned vehicles, more than 50, and I assume they all had batteries and fuel at some point. There were at least four AST-type things; one is large, on the NE corner near the road; one is located on the southern edge, about half as tall and has been cut open; one vertical, about 500 gallons, is on the SE corner near the road, looks new but the top is removed; one is located south of the USTs but near the NW corner, and was said to contain heating fuel this winter (it may still). There is a large stack of used 50-gallon drums on the southern edge near the road. It was not possible to assess surface staining or drainage because of deep snow cover and the hazard of walking through the unkempt junkyard where jagged metal and piping lays everywhere and is covered by snow. There was a heating oil tank in the basement of the hotel in the back of the gas station. That portion was destroyed in the 3 Apr 2007 fire. The Fire Marshall/Troopers had to shut the highway down at the time because they feared the vapors would explode." Neal Everson

9/11/2009 Update or Other Action On 9/11/2009, DEC issued NTP 18300922001 to Oasis Environmental for $24,964.92 to assist DEC in performing an inspection at the site in fall 2009, collect samples, and prepare a report of these activities. Rich Sundet
9/23/2009 Site Visit On 9/23/2009, DEC and its contractor Oasis Environmental performed an inspection at the site. The inspection consisted of a site survey, general material assessment, site inspection such as documentation of releases, and samples were collected from areas where releases were observed and from the contents inside of containers. 3/24/2010 Document, Report, or Work plan Review - other On 3/24/2010, DEC received a report prepared by its contractor Oasis for the inspection that was performed at the site on 9/23/2009. The report documented much solid materials consisting of used vehicles (with and without motors etc.) and other materials (such as drums of asphalt or used batteries) on the Wadsworth properties and adjacent properties owned by State of Alaska and Tanacross Native Corporation. Four underground storage tanks (USTs) were present during the inspection but were vertually empty of fuel. In addition, several releases of hazardous substances were observed on the subject properties, including one surface soil sample that was collected north of the building which sign stated "Wadsworth" on Lot 94 and analyzed which showed DRO at 22,400 mg/kg and RRO at 69,000 mg/kg, and were above cleanup levels. The report included a cost analysis to remove the materials other than the buildings on site, material inside of the buildings, underground storage tanks and current registered vehicles. Rich Sundet
12/17/2012 Update or Other Action DEC received a copy of Final Phase 1 Environmental Site Assessment Wadsworth's Property, U.S. Survey Number 2787, Lots 5, 6, 93, an 94, Tok, Alaska for Key Bank, dated October 20, 1998 and prepared by Dames and Moore. The assessment identified the potential for soil contamination associated with: drum, vehicle, battery, and heavy equipment storage; existing and former ASTs; a car wash platform; and with a drain hole in the floor of the Wadsworth ‘s boiler vault. 6/24/2013 Enforcement Action In September 2010, the Alaska Attorney General’s office filed a civil lawsuit against Norma Wadsworth and Myron Bearson on behalf of the DEC, DNR, and DOT to resolve long-standing trespass, encroachment, and violation of underground storage tank, oil and hazardous substance cleanup, and DOT Junkyard Act requirements. The lawsuit sought removal of substandard underground storage tanks and dispensers that encroached on the Alaska Highway and East C Street ROWs, as well as junk, materials and other encroachments on State Lots 92 and 95 and the C Street, D Street, and East Chena Way ROWs, cleanup of oil and hazardous substance spills, and fencing of the Wadsworth Property to comply with the Alaska Junkyard Act. On June 24, 2013, the Alaska Superior Court granted judgment in favor of the State. DEC, DNR and DOT are overseeing Norma Wadsworth and Myron Bearson’s compliance with the Court’s order. In addition, the judgment allows the State to remove the USTs and dispensers at the expense of Norma Wadsworth and Myron Bearson. Under the Court’s judgment, Norma Wadsworth and Myron Bearson have been prohibited from using the fuel dispensers or placing fuel in or dispensing fuel from the underground storage tanks at the Camper City Super Service facility. They are also prohibited from selling motor fuel at the Camper City Super Service Facility until such time as the facility’s fuel dispensers are repaired, tested and certified as dispensing accurate volumes of fuel to customers in compliance with the Alaska Weights and Measures Act and its implementing regulations. 9/16/2013 Update or Other Action Letter from State Attorney General to RP's attorney requesting photos and diagrams of the debris removal effort, including junk vehicles. The letter indicates that Mr. Bearson is moving vehicles to an adjacent lot recently purchased from the Alaska Mental Health Trust. Janice Wiegers

7/14/2014 Update or Other Action Letter sent by Breck Tostevin, Department of Law, to the RP's attorney to arrange a site visit by DNR and DOT to view what progress has been made with the debris removal efforts. Janice Wiegers
7/30/2014 Site Visit DEC met with DOL, DNR, and DOT to coordinate on a site visit planned for August 14th. The primary purpose of the site visit will be to determine how much progress has been made removing debris from lots and right-of-ways not owned by Norma Wadsworth or Myron Bearson. Janice Wiegers
9/3/2014 Site Visit DOT, DNR, and DEC staff traveled to Tok to inspect cleanup progress at the Camper City site. Toured the site with Mr. Bearson and Brian Borjesson. According to Mr. Bearson, 52 vehicles have been moved to an adjacent lot or sold. Flags are being placed beneath the locations of the vehicles and Mr. Borgesson plans to complete an environmental site assessment next summer to identify sampling locations. DEC reviewed the location of other contaminant concerns (former UST system, septic system, and location of batteries and soil contamination) with Mr. Bearson. Janice Wiegers
5/17/2017 Update or Other Action Letter sent to Ken Jacobus from the Alaska Department of Law to provide field reports from DNR and DEC associated with the 9/3/14 site visit. The letter requires that a site characterization plan meeting the requirements of 18 AAC 75.335 be submitted to DEC by 4/1/15. Janice Wiegers
