Problems/Comments

Building 1232 Underground Injection Control (UIC) wells site, also known as Nose Dock 7, is a maintenance hangar located at 2931 Flightline Avenue on Eielson AFB along the base Flightline taxiway. Building 1232 was constructed in the 1960s on concrete slab. The building’s historic operational function has been to house base aircraft. There are approximately 3 installation employees working at the site full-time or intermittently. Findings of an investigation conducted in August/September 2012 indicated there were two UIC wells with open-bottom construction that had once been connected to the former oil-water seperator. Sediment samples exceeded DEC cleanup levels for diesel range organics, ethylene glycol, and PAHs.

Action Information

Action Date Action Description DEC Staff
3/8/2013 Site Added to Database A new site has been added to the database Mitzi Read
4/1/2013 Document, Report, or Work plan Review - other 2013- Draft Phase 1 Source Evaluation Report (SER) for SS532 received January 2013. The purpose of this preliminary evaluation was to determine the appropriate path forward for the source area. Sediment samples from one or both wells exceeded either the migration to groundwater or direct contact cleanup level for diesel range organics, sernivolatile organic compounds and ethylene glycol. Water samples did not detect contamination above cleanup levels. There is insufficient data to determine either extent of contamination or potential risk to receptors. EPA's UIC program has been working with the Base to have the wells removed. Funding was not procured for the planned removal and EPA subsequently issued a Notice of Violation. Additional sampling should be completed when the UIC wells are removed. *Added to CSP: 8/8/2014* Anna Iverson
8/25/2014 Update or Other Action Eielson provided a response to EPA's Notice of Violation stating that the injection wells and any contaminated sediment will be removed, and a final report submitted by December 31, 2015. Kim DeRuyter
1/30/2015 Document, Report, or Work plan Review - other Final Work Plan for Closure of 2 Underground Injection Control Wells at Bldg.1232 received January 2015. The steps to complete closure of the UIC wells will be removal of remaining sediment from each well, collect soil samples from the bottom of each well, backfill and abandon UIC wells in-place, seal and abandon associated underground piping in-place, and finally complete paving of excavated area. The field work is slated to be completed between June and September 2015. Anna Iverson
3/18/2015 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 79416 name: 2 Injection Wells Anna Iverson
6/11/2015 Document, Report, or Work plan Review - other DEC provided comments to the USAF on the revised "Final Work Plan, Closure of Two Underground Injection Control Wells at Building 1232, Eielson Air Force Base, Eielson, AK" dated May 2015. Melinda Brunner
7/14/2015 Update or Other Action DEC issued concurrence with the changes incorporated by the USAF into the "Final Work Plan, Closure of Two Underground Injection Control Wells at Building 1232, Eielson Air Force Base, Eielson, AK dated July 2015. EPA approved the work plan. Melinda Brunner
8/11/2015 Update or Other Action DEC was informed that the field work undertaken in keeping with the "Final Work Plan, Closure of Two Underground Injection Control Wells at Building 1232, Eielson Air Force Base, Eielson, AK" dated July 2015 was completed on 8/5/15. Final lab results awaited to determine proper waste disposal of excavated sediment. Final report to be prepared. Melinda Brunner
10/8/2015 Document, Report, or Work plan Review - other DEC reviewed the draft document entitled, "Closure Report for Two Underground Injection Control (UIC) Wells at Building 1232" dated September 2015, and provided comments on the report to EPA on 10/6/15. EPA subsequently provided DEC's review comments to the USAF for consideration on 10/8/15. The draft report indicates that soil contamination (i.e. diesel-range organics and benzo(a)pyrene) and groundwater contamination(i.e. diesel-range organics) above DEC's Method Two cleanup levels remains in place after the UIC closure action. The need for additional characterization and cleanup at the site will be assessed. Melinda Brunner
12/1/2015 Update or Other Action DEC confirmed to EPA that DEC's comments on the draft version of the "Closure Report for Two Underground Injection Control (UIC) Wells at Building 1232" dated September 2015 were adequately addressed in the final document. The final document bears the same title as the draft, but is dated October 2015. Melinda Brunner
12/10/2015 Update or Other Action EPA issued a letter conditionally approving the permanent closure of the two underground injection control wells at Bldg. 1232. EPA's letter indicates that the wells are to remain abandoned in place at this time, provided the USAF continues to work with DEC to address the remaining soil contamination (i.e. diesel-range organics and benzo(a)pyrene) and groundwater contamination(i.e. diesel-range organics) above DEC's Method Two cleanup levels. Melinda Brunner
1/20/2016 Update or Other Action The USAF provided copies of the certificates of disposal for contaminated soil and water that was generated by activities completed on 8/5/15, as directed by the "Final Work Plan, Closure of Two Underground Injection Control Wells at Building 1232, Eielson Air Force Base, Eielson, AK" dated July 2015. Melinda Brunner
2/18/2016 Update or Other Action DEC and EPA sent a joint letter to the USAF confirming receipt of the “Closure Report for Two Underground Injection Control Wells at Building 1232, Eielson Air Force Base, Alaska” dated October 2015, and agreeing it qualifies as a Phase 2 Source Evaluation Report for SS532. DEC's and EPA's letter also documented concurrence with the USAF's proposal, detailed in its February 11, 2016 letter, to transfer regulatory oversight of future investigation/cleanup actions at SS532 to the State-Eielson AFB Petroleum Site Restoration Agreement. Melinda Brunner
2/24/2016 Update or Other Action DEC and the USAF signed a memorandum for the file on 2/24/16 including SS532 in Attachment A (site list) and Attachment B (response action deadlines) of the "State-Eielson AFB Petroleum Site Restoration Agreement." Melinda Brunner

All of the sites are associated with potential contamination resulting from petroleum storage, distribution, and/or use. Source areas addressed in this Decision Document are recommended for either no further action (NFA) when no petroleum or POL-related contaminants of concern are present, remediation by means of excavation where only petroleum or POL-related soil contamination is present, or a combination of excavation and monitored natural attenuation (MNA) or long-term monitoring (LTM) where both petroleum or POL-related soil and groundwater contamination are present. Dennis Shepard
