Problems/Comments

On July 31, 2012 DEC was notified of a strong fuel smell and sheen on an unnamed creek near Douglas Highway. Initial response investigation efforts traced the release to an underground heating oil tank at Cordova Heights Apartments at 3333 Nowell Avenue. Petroleum-contamination remains beneath the paved parking lot and city street between the source and the creek where the discharge was first discovered. 10/20/15: the underground storage tank was pumped free of oil, filled with sand, and left in place. Due to the position of the tank below the paved parking lot, a complete cleanup was not possible.

7/14/2014 Update or Other Action Spoke to RP and validated that the leaking UST was left in place after drilling a hole and removing free product and water, then filling with sand. The UST was not removed because it is underneath the parking lot and in close proximity to a retaining wall. A new AST was installed and is now in use. 10/7/2015 Update or Other Action Mailed NEC to be signed certified: 7014 0150 0000 1161 6852. The letter was received by the RP on 10/8/15. RP requested that the language for the excavation restriction be edited to read "No excavation shall occur in the paved parking area or down-gradient of the paved parking area on the property without ADEC approval; characterization under an ADEC-approved work plan will have to be completed before excavation activities begin" due to "drainage issues in the area upgradient of the tank and parking lot and would like to be able to do some grading along the back side of the building as necessary. The grading is unrelated to the spill, since we have no evidence of contamination upgradient of the tank." 9/7/2018 Site Characterization Workplan Approved Approved a work plan to excavate the UST and contaminated soil presumably below it. The excavation did not reach groundwater. It was bounded by the sewer line on one side and the foundation on the other sides, so it was pretty constrained. The pit was deep - hit hardpan at around 20' belowground. Samples are at the lab awaiting processing. Danielle Duncan
