Problems/Comments

Site extensively contaminated with diesel and gasoline range organics from documented and unknown spills from the surface to at least 18' below ground surface. Unknown if groundwater contaminated, soil borings consistently hit permafrost at around 25 feet bgs. Site is the current location of the Alaska Airlines Terminal at the Bethel Airport. Site lies within Municipal Borough which is surrounded by Yukon Delta Wildlife Refuge. Preliminary ranking. Several facilities in Bethel have individual wells, some households have piped water, others have water delivered. Seasonal surface water bodies within 1/4 mile are assumed, absence does not change priority level. The elevation is 132 feet. The gradient is 1.9 percent. Lot 2B, Block 4, Bethel Airport.

1/14/1999 Meeting or Teleconference Held A meeting was held on January 14, 1998 at ADEC Anchorage office to discuss issues related to Bethel ERA contaminated site at the Bethel Airport. Bethel ERA conducted contaminated soil excavation through their contractor, Gilfillian Engineering, who assumed an ADEC cleanup level of Matrix Level B. Meeting participants were Ron Stroman, Korbey Hunt, Peggy McClusky, Richard H. Smith, PAUL R. The liner under the building will cover a larger area than the liner at the bottom of the excavation. ADOT is concerned with volume of contaminated soils to be stored and disposed. 8/9/2000 Update or Other Action ADEC has reviewed a final report dated March 15, 2000 and requested a corrective action workplan to remediate contaminated soil stockpiles, and, a schedule to install a SVE system for contaminated soils left in place. Following are the comments on the report: 1. Gasoline range organics (GRO) contaminated soils in excess of site-specific alternative cleanup levels remain at the base of the excavation (soil samples SS-10 and SS-10 Dup.), at about 10 feet below the ground surface. A site cleanup workplan dated March 1999 had previously proposed that the remaining contaminated soil at the site would be treated via in situ soil vapor extraction (SVE). 2. Approximately 2800 cubic yards of contaminated soil and 4700 cubic yards of suspected clean soil were removed from the site and were stockpiled off-site on ADOT property. Additional sampling to characterize and remediation of these stockpiles are required. Shah Alam

2/3/2006 Update or Other Action The Department of Environmental Conservation, Contaminated Sites Program, (DEC) has completed review of the document titled: “Environmental Baseline Survey and Corrective Action Plan, Alaska Airlines Terminal, Bethel Airport Facility dated November 28, 2005 prepared by URS Corporation. There are two areas of investigation proposed at the Alaska Airlines Terminal Building. The northern area is the former location of two 1,000 gallon aboveground storage tanks (AST’s) that were removed in 1997. Historical documents indicate that a drum storage area, an aboveground fuel supply line and three other AST’s and dispensers were located on the northern side of the terminal building. Review of file documentation for the southern area indicates that two AST’s were located near the southern side of the terminal building along with a Jet-A fuel supply line. Between 1997 and 1999 there have been multiple investigative activities completed at the northern area of the terminal building. Soil impacted by gasoline range organics (GRO), diesel range organics (DRO), and benzene above applicable clean up levels established in 18 AAC 75.341 Table B1 have been documented. Soil removal activities were implemented and soil stockpiled near the site. Soil removal did not achieve applicable clean up levels and contaminated soil remains in the ground. Data gaps in soil characterization have been identified resulting in the need for further site characterization. Soil borings advanced on the northern side of the terminal building have identified permafrost at depth with no measurable groundwater encountered. Based on the available data, permafrost appears to be continuous beneath the site. Investigation at the southern area of the terminal building was limited to four field screening data points with no laboratory analysis. These field screening results collected during a 2001 site investigation performed by URS indicate the potential for contaminant impacts to soil in this location. It appears from the data provided that data gaps exist in the site characterization of soil in both the north and south areas of the terminal building. Previous soil borings advanced to permafrost have not identified measurable groundwater and therefore additional groundwater investigations would not appear warranted. No known drinking water wells are reportedly within one mile of the site. Site is served by community water and sewer. DEC concurs with the conceptual approach outlined in the above referenced report. David Pikul
3/21/2006 Meeting or Teleconference Held DEC attended a meeting with the RP (Alaska Airlines) and the land owner (ADOT&PF). Alaska Airlines will proceed with actions to move to a conditional closure at that site. 2/1/2007 Update or Other Action The contaminated stockpile associated with this site was moved to an area operated by ADOT, who has assumed responsibility for the handling of this material. The stockpile is typically referred to as the "1999 Excavation Stockpile" and consists of approximately 2,500 cy of material. Samples collected from this stockpile in 2000 had DRO up 2,130 mg/kg. 2/2/2007 Conditional Closure Approved The Department of Environmental Conservation, Contaminated Sites Program (ADEC) has reviewed the administrative records for ERA Aviation, Bethel Airport Facility. This site had been contaminated by the release of a hazardous substance; however, based on the information provided to date, ADEC has determined that the ERA Aviation, Bethel Airport Facility can be closed subject to the conditions outlined in the database entry below. The hazardous substance contamination has been adequately addressed and does not pose an unacceptable risk to human health or the environment. Bill O'Connell
2/2/2007 Institutional Control Record Established The cleanup actions conducted at the ERA Aviation, Bethel Airport Facility were effective in removing the majority of impacted soil. There is a minor amount of contamination remaining above established cleanup levels but ADEC has determined there is no unacceptable risk to human health or the environment and this site will be conditionally closed. However, additional cleanup may be required when the terminal building is removed. This decision is subject to the following conditions: 1. A Notice of Residual Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels; 2. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.325(i) 3. Alaska Airlines must notify ADEC if the existing structure is removed. In accordance with 18 AAC 75.380(d)(2), this determination does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. 10/27/2009 Update or Other Action Reviewed Environmental Document Review To Establish Baseline Conditions, Alaska Airlines Termianl Lease, Bethel Alaska, submitted to ADOT&PF by Ak Air prior to renewing their lease. THe document summarizes the current environmental status of the site, indicating contamination remains beneath the building (north side) near the parking lot (south side) and at the Ramp Spill Area, where contamination is primarily beneth the pavement. 6/29/2016 Institutional Control Update I was contacted by SLR Consulting representing Alaska Airlines in a project that involves trenching activities near the ERA Aviation Facility. They want to make sure they remain in compliance with all institutional controls for the site. If contaminated soil is encountered they have plans in place for field screening, evaluating conditions and sampling if necessary. 9/15/2016 Institutional Control Update ADEC was contacted by SLR Consulting representing Alaska Airlines letting us know that the trenching work at the Bethel airport, as discussed in previous communications, will be conducted at the end of next week. Although the trench is located away from areas of known contamination, SLR will be on site to screen the soil and will notify ADEC if impacted soil is encountered. Kristin Thompson
