7/30/2002 Site Closure Approved Letter sent to Norm Straub of the Alaska Army National Guard with approval of the Final Interim Removal Action report as a final report that meets the requirements of 18 AAC 75.380. According to the information provided in the report, four areas were excavated and approximately 47 cubic yards of petroleum-contaminated soil were placed in drums for transport to an approved offsite treatment facility located in Bethel, Alaska. Field screening procedures at the site included the use of a photoionization detector to perform headspace analysis to direct the excavation and soil sample collection activities. After removal of the contaminated soil, confirmation soil samples were collected for laboratory analysis. The soil samples were analyzed for gasoline range organic (GRO), diesel range organic (DRO), and benzene; toluene; ethyl benzene, and total xylenes using Alaska Methods AK 101 and AK102, and SW-846 Method 8021B. ADEC approved soil cleanup levels at the AKARNG Chefornak Federal Scout Armory site based on Method one, Category D, as provided in Table A1 of 18 AAC 75.341. The confirmation soil sample analytical results presented in the Interim Removal Action Report provided sufficient information to demonstrate that soil at the site met the applicable soil cleanup levels. The drums of contaminated soil were transported to Bethel via commercial air carrier and thermally treated at a treatment facility operated by the Bethel Native Corporation, Inc. (BNCI). ADEC received a Post Treatment Report submitted by BNCI that included the post-treatment soil sampling analytical results of soil samples collected by a qualified, third party. The analytical results confirmed that the treated soil met Category A, Method 1 (Table A1) cleanup levels for petroleum hydrocarbons and met Method 2, Table B1 cleanup levels for benzene, toluene, ethylbenzene, and xylenes (BTEX). Therefore, based on the information provided, ADEC concluded that the site meets applicable soil cleanup levels and that the cleanup operation is complete. Scott Pexton

12/30/2019 Update or Other Action Reviewed the 2019 DRAFT FOST for the Chefornak FSA. Two data gaps were identified during the review process: (1.) Two background samples (labeled 11 and 12) were collected in 1997 from the south side of the armory building. The samples exhibited levels of diesel range organics (DRO) ranging from 80,100 mg/kg to 82,100 mg/kg, both of which are elevated above background. Further assessment in this area was never completed. Additional sampling should be completed to determine the nature and extent of impacts in this area. (2.) A groundwater monitoring well (or well point) was installed during the site activities in 1998 to evaluate porewater impacts, but the water sample collected was only analyzed for gasoline range organics (GRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX), not DRO. This is not representative of porewater quality, given the main contaminant is DRO. Please further evaluate impacts to porewater, and as such the potential for migration to surface water. ADEC did not approve the FOST and requested additional evaluation in a letter dated 12-30-2019. See file for letter. Joshua Barsis
5/17/2021 Site Reopened On May 14, 2021 ADEC received "Draft Site Investigation Work Plan Chefornak Federal Scout Readiness Center Chefornak, Alaska" dated April 2021. The SI work plan goals are to confirm the presence or absence of petroleum contamination at the site with a focus on the south side of the Chefornak FSRC where previous background samples were collected. 6/10/2021 Site Characterization Workplan Approved On June 10, 2021 ADEC conditionally approved the “Draft Site Investigation Work Plan Chefornak Federal Scout Readiness Center Chefornak, Alaska” dated April 2021. The work plan focuses on the south side of the Chefornak FSRC where previous background samples were collected. The work plan proposes to install soil borings and temporary monitoring wells, collect representative soil and groundwater samples, and decommission temporary monitoring wells. Soil samples will be analyzed for diesel range organics (DRO) and residual range organics with and without silica gel cleanup. Select soil samples will be analyzed for total organic compounds. Groundwater and surface water will be analyzed for gasoline range organics, DRO, volatile organic compounds, benzene, toluene, ethylbenzene, xylenes, and polynuclear aromatic hydrocarbons. The report summarizes soil and porewater/suprapermafrost water sampling and determining the presence/absence of petroleum contamination at the site with a focus on the south side of the Chefornak FSRC where previous background samples collected in 1997 had elevated concentrations of diesel range organics (DRO). 1/27/2022 Update or Other Action On January 27, 2022 ADEC reviewed the “Site Investigation Report Chefornak Federal Scout Readiness Center Chefornak, Alaska” dated December 2021, in support of a determination that the site be closed with a cleanup complete determination. ADEC has reviewed the report by AKARNG with recommendations for a cleanup complete determination. ADEC does not concur with the recommendations for closure. Rachael Petraeus
4/13/2022 Meeting or Teleconference Held The ADEC attended a teleconference with multiple members of the AKARNG team to discuss ADEC's non-concurrence with the AKARNG's request for closure. The ADEC requested topographical evidence that samples 12 & 13 are upgradient from the site as well as information regarding whether fill was brought in when an additional building was added to the site, post 1967. The ADEC is investigating potential responsible parties located south of the site. Flannery Ballard
6/28/2022 Update or Other Action The ADEC filed a site intake form in order to divide the AKARNG Chefornak FSA site into the existing site ( DRO contamination associated with the pipeline/ AST release) and the contamination associated with samples 12 and 13 on the south side of the armory. The new site will be called "AKARNG Chefornak FSA Drum Dump" and will be issued a unique ADEC File # and Hazard ID. Flannery Ballard
8/5/2022 Site Characterization Report Approved The ADEC approved the December 2021 report "Site Investigations Report Chefornak Federal Scout Readiness Center Chefornak, Alaska", but does not concur with its recommendation for site closure. The ADEC agrees that all contaminants sampled for are below the appropriate cleanup levels in the area of investigation, but data gaps along the pipeline, at sample locations 1,2,3,4,5 and 6 must be investigated before closure can be considered.
