Problems/Comments

On May 23, 2013 a 4,000-gallon two-compartment gasoline/diesel underground storage tank (DEC ID #2 / Owner ID #2A/2B) and its associated piping and dispensers were removed. Groundwater was encountered between 4 to 7.5 feet below ground surface (bgs). 45 cubic yards of soil were excavated during the removal and stockpiled on the site and were used as backfill in the excavation after the stockpile analytical samples demonstrated that the stockpile material was below default cleanup levels. The four soil samples collected at the soil water interface on the sidewalls of the excavation had up to 0.0904 mg/kg benzene, non-detect GRO, 180 mg/kg DRO, and 1.84 mg/kg total lead. Three of the four sidewall samples exceeded migration to groundwater cleanup levels for benzene (0.022 mg/kg). In 2014 four soil borings were sampled and three monitoring wells were installed and sampled. Up to 839 mg/kg DRO, 16.1 mg/kg GRO, and non-detect (<0.106 mg/kg) benzene in the 2014 soil samples collected. In 2018 four soil borings were sampled and two (both located to the southwest of the tank excavation) were completed as long term monitoring wells (B5MW and B6MW).

10/11/2013 Document, Report, or Work plan Review - other As discussed witht he RP's consultant DEC is requesting a revised release investigation work plan with the following modifications: 1. Soil and Groundwater samples are to be analyzed for BTEX, GRO, and DRO. 2. The report is to include complete copies of field notes. In addition please submit complete copies of field notes for the July 2013 UST Closure Assessment work. 3. The monitoring wells are to be completed as long-term monitoring wells as per the DEC September 2013 Monitoring Well Guidance. In the interest of cost savings it is acceptable to initially install only 3 monitoring wells, but soil samples are to be collected at all 4 locations. 4. Soil samples are to be collected at the soil/water interface. Any soil boring that has higher field readings or based on field observations appears to be more contaminated at a different depth than the soil/water interface, then an additional soil sample is to be collected at that depth. 5. Treatment of drill cuttings will submitted under a separate request after review of the soil sampling results. 6. The monitoring wells need to be purged prior to sampling. 7. Volatile groundwater samples are to be collected using a method a minimizes the loss of volatiles such as an in-well pump or a bladder pump. Based on the results of the soil and groundwater sampling additional assessment, monitoring, and/or corrective action may be required to issue a closure letter for this site. Robert Weimer
12/10/2013 Site Characterization Workplan Approved The December 10, 2013 “Revised Release Investigation Work Plan, 591 West 67th Avenue, Anchorage, Alaska” is approved by DEC under the following conditions: 1. Treatment or disposal on-site of drill cuttings or purge/development water will submitted under a separate request (an email request is fine)after review of the soil/water sampling results. 2. Field notes need to document depth to groundwater in the monitoring wells just prior to sampling. The field notes also need to document how deep below the groundwater surface in each monitoring well that the intake for the submersible pump is drawing water from. Groundwater samples need to be collected as close as feasible to the groundwater surface in each monitoring well. 3. The DEC project manager be notified 72 hours prior to conducting the field work. 1/7/2014 Site Visit Site visit to observe the sampling of 4 soil boring and the completion of 3 of them as monitoring wells. They did not observe much groundwater during drilling so they may need to hold off groundwater monitoring until the spring. Robert Weimer

6/3/2014 Offsite Soil or Groundwater Disposal Approved Based on the sampling data provided, the one drum of contaminated soil from boring B1 is approved from transport to and disposal (in accordance with their requirements) at the Colombia Ridge Landfill in Arlington, Oregon. The two drums of contaminated water from monitoring well B2MW are approved for transport to and treatment at Emerald’s Anchorage facility. Documentation should be provided when the soil disposal and water treatment have been completed. Based on the sample data provided the DEC has no objection to the on-property disposal away from environmentally sensitive areas of the soil generated from the other borings and the water from the other monitoring wells. 12/10/2014 Document, Report, or Work plan Review - other On January 7, 2014 four soil borings were sampled, and three of them were completed as monitoring wells. Up to 839 mg/kg DRO, 16.1 mg/kg GRO, and non-detect (<0.106 mg/kg) benzene in the soil samples collected. The concentrations in the most contaminated sample (B1S3) may be higher since it was not properly preserved in the field. The only sample (B1S3) exceeding default cleanup levels was at a depth of 5-6 feet in soil boring B1 in the peat layer, other peat samples had between 16.5 to 140 mg/kg DRO. Robert Weimer
12/10/2014 Document, Report, or Work plan Review - other On May 8, 2014 the three monitoring wells were sampled. Up to 14.4 ug/l benzene, 0.0451 mg/l GRO, and non-detect DRO in the groundwater. Depth to groundwater ranged from 2.95 to 3.88 feet below ground surface. The screen section in each monitoring wells was 3.5 to 13.5 feet below ground surface. Groundwater flow direction was to the west by southwest. None of the monitoring wells are in the down gradient direction for a west by southwest groundwater flow direction. The monitoring wells were purged dry the day before sampling. Since samples were collected using bailers with volatile sample results are considered biased low. The results of monitoring well B3MW are considered biased low because of the water level during sampling being above the screened interval. Robert Weimer
12/15/2014 Update or Other Action DEC letter requesting that the three monitoring wells be sampled on a quarterly basis for BTEX, GRO, and DRO. DEC requests that they submit by February 1, 2015 a work plan including a schedule for conducting the groundwater monitoring at the site. Based on the results and groundwater flow direction additional monitoring wells may be required. Contamination over cleanup levels remains to the north of the former tank excavation, need release investigation for that contamination in the future. Robert Weimer
5/14/2015 Document, Report, or Work plan Review - other DEC has reviewed the February 6, 2015 Groundwater Monitoring and Release Investigation Work Plan and requests a revised work plan submitted with the following modifications: 1. Need more detail on how soil samples will be collected, such as the sample jars will be filled immediately, then some of the remaining soil from that location will be placed in a baggie for field readings, etc… 2. After purging a monitoring well the volatile groundwater samples need to be collected using a method that minimizes the loss of volatiles such as bladder pump or in-well pump. 3. The intake for the monitoring well sampling pump needs to be documented as being as close as possible to the soil/water interface in each monitoring well (no more than 1 foot below). 4. The analytical results and field notes are to be provided by email after each soil and groundwater sampling event. 5. Complete copies of field notes need to be included for each sampling event in the summary report. 6. The treatment or on-property disposal of any groundwater generated during the site work will be under a separate request to DEC after review of the analytical data. 7. The water quality parameters need to be collected every 3 to 5 minutes. Additional soil borings (more than the one proposed) will be required in the future to define the extent of the soil contamination north of the tank excavation. Monitoring wells that continue to have submerged well screens will have to be replaced with a monitoring well with a screened interval that is above the static water level at the time of sampling. 7/22/2015 Document, Report, or Work plan Review - other ADEC has reviewed the June 9, 2015 Revised Work Plan and it is approved under the following conditions: 1. Additional soil borings (more than the one proposed) will be required in the future to define the extent of the soil contamination north of the tank excavation. 2. Monitoring wells that continue to have submerged well screens will have to be replaced with monitoring wells with a screened interval that is above the static water level at the time of sampling. 8/29/2016 Document, Report, or Work plan Review - other On August 3, 2015 the three monitoring wells were sampled. Up to 56.4 ug/l benzene, 0.124 mg/l GRO, and 0.471 mg/l DRO in the groundwater. Concentrations increased in 3 of 3 monitoring wells sampled. Depth to groundwater ranged from 3.83 to 4.72 feet below ground surface. The screen section in each monitoring wells was 3.5 to 13.5 feet below ground surface. Groundwater flow direction was to the west by southwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. Samples were collected within a foot of the soil/water interface as specified in the approved work plan. Groundwater sample from B3MW had a slight sheen. Groundwater samples were received at the lab 34 minutes after sampling slightly over temperature at 7.1 degrees C. Robert Weimer
8/29/2016 Document, Report, or Work plan Review - other On October 27, 2015 the three monitoring wells were sampled. Up to 54.1 ug/l benzene, non-detect GRO, and 0.693 mg/l DRO in the groundwater. Concentrations increased in 3 of 3 monitoring wells sampled. Depth to groundwater ranged from 3.33 to 4.01 feet below ground surface. The screen section in each monitoring wells was 3.5 to 13.5 feet below ground surface. Groundwater flow direction was to the southwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. Samples were collected within a foot of the soil/water interface as specified in the approved work plan. 8/30/2016 Document, Report, or Work plan Review - other On February 10, 2016 the three monitoring wells were sampled. Up to 37.4 ug/l benzene, 0.124 mg/l GRO, and 0.32 mg/l DRO in the groundwater. Concentrations increased in 2 of 3 monitoring wells sampled. Depth to groundwater ranged from 7.11 to 7.84 feet below ground surface. The screen section in each monitoring wells was 3.5 to 13.5 feet below ground surface. Groundwater flow direction was to the south by southwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. Samples were collected within a foot of the soil/water interface as specified in the approved work plan in monitoring wells B1MW and B2MW. Since the sample collected in monitoring well B3MW was collected at 1.34 feet below the soil/water interface the results from that well may be biased low. Robert Weimer
8/30/2016 Document, Report, or Work plan Review - other On May 25, 2016 the three monitoring wells were sampled. Up to 63.6 ug/l benzene, 0.122 mg/l GRO, and 0.746 mg/l DRO in the groundwater. Concentrations increased in 2 of 3 monitoring wells sampled. Depth to groundwater ranged from 4.01 to 4.76 feet below ground surface. The screen section in each monitoring wells was 3.5 to 13.5 feet below ground surface. Groundwater flow direction was to the west by southwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. Samples were collected within a foot of the soil/water interface as specified in the approved work plan in monitoring wells B1MW and B3MW. Since the sample collected in monitoring well B2MW was collected at 1.51 feet below the soil/water interface the results from that well may be biased low. Groundwater samples were received at the lab 3.5 hours after sampling over temperature at 12.3 degrees C. Robert Weimer
12/6/2016 Update or Other Action ADEC letter requests until further notice that monitoring well B2MW be sampled on a quarterly basis for BTEX and DRO along with depth to groundwater. ADEC approves, until further notice, a reduction in the sampling of monitoring wells B1MW and B3MW to a semi-annual basis for BTEX and DRO along with depth to groundwater. ADEC requests that the next groundwater monitoring event be conducted by February 1, 2017. Because the extent of the groundwater contamination at your site has not been defined ADEC requests that you submit by February 1, 2017 a work plan, including a schedule for conducting the work, for the installation and sampling of additional monitoring wells at this site. 1/16/2018 Update or Other Action ADEC received update from that consultant that the sampling of 4 soil borings and the installation of 2 long term monitoring wells was conducted on January 11, 2018. Due to insufficient water recharge to conduct new monitoring well development ADEC approves request to conduct that work in the Spring of 2018 when there is sufficient water in the monitoring wells. 8/23/2018 Document, Report, or Work plan Review - other ADEC requests that the next groundwater monitoring event that all of the monitoring wells sampled be analyzed for DRO, full VOCs, and PAHs. Based on the results of the sampling ADEC can evaluate future groundwater monitoring at this site. ADEC requests copies of field notes and QA/QC checklist for the soil and groundwater samples so ADEC can review your request for disposal of soil and water on the property. Up to 534 mg/kg DRO, 0.243 mg/kg MTBE, 0.00826 mg/kg 1-Methylnaphthalene, and 0.0110 mg/kg Phenanthrene. The other VOCs and PAHs were non-detect. 11/19/2018 Document, Report, or Work plan Review - other On January 11, 2018 one monitoring well (B2MW) was sampled for DRO and VOCs. Up to 51.7 ug/l benzene, 1.54 ug/l cis-1,2-DCA, 51.2 ug/l MTBE, and 0.305 mg/l DRO in the groundwater. Concentrations increased in the monitoring well sampled. Depth to groundwater ranged from 6.52 to 7.03 feet below ground surface. Groundwater flow direction was to the south by southwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. Samples were collected within a foot of the soil/water interface as required. They attempted to develop and sample the two monitoring wells B5MW and B6MW but there was insufficient water recharge. Robert Weimer
11/19/2018 Document, Report, or Work plan Review - other On May 22, 2018 five monitoring wells were sampled for DRO and VOCs. Up to 43.7 ug/l benzene, 0.34 ug/l toluene, 2.09 ug/l cis-1,2-DCA, 54.8 ug/l MTBE, and 0.581 mg/l DRO in the groundwater. Concentrations increased from the previous monitoring event in 1 of the 5 monitoring wells sampled. Depth to groundwater ranged from 2.63 to 4.19 feet below ground surface. Groundwater flow direction was to the west by northwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. 11/19/2018 Update or Other Action ADEC requests that for the next groundwater monitoring event be conducted in accordance with the approved 2017 work plan and that all of the monitoring wells (B1MW, B2MW, B3MW, B5MW, and B6MW) be sampled and analyzed for PAHs. In addition ADEC requests that monitoring well B2MW be sampled and analyzed for VOCs, and monitoring wells B5MW and B6MW for DRO and VOCs. Based on the results of the sampling ADEC will evaluate future groundwater monitoring at this site. The next groundwater monitoring event is requested to be conducted prior to June 1, 2019. ADEC requests copies chromatograms for the January 8, 2018 soil samples to help evaluate the DRO soil results. Because some of the groundwater samples exceeded cleanup levels the purge/development water it will need to be treated in accordance with an approved site specific work plan prior to discharge on-site or alternatively a request can be submitted for off-site treatment and disposal. 2/13/2019 Document, Report, or Work plan Review - other On December 17, 2018 five monitoring wells were sampled for DRO and VOCs. Up to 83.4 ug/l benzene, 0.44 ug/l toluene, 7.23 ug/l cis-1,2-DCA, 65.3 ug/l MTBE, and non detect DRO in the groundwater. All five monitoring wells were analyzed for PAHs. Monitoring well MW-1 had detectable PAHs above cleanup levels for Benzo(a)pyrene 0.33 ug/l, Benzo(g,h,i)perylene 0.459 ug/l, and Indeno(1,2,3-cd)pyrene 0.402 ug/l. Concentrations increased from the previous monitoring event in 3 of the 5 monitoring wells sampled. Depth to groundwater ranged from 4.60 to 5.40 feet below ground surface. Groundwater flow direction was to the west by northwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. Samples were collected within a foot of the soil/water interface as required. Robert Weimer

6/21/2019 Document, Report, or Work plan Review - other On April 29, 2019 five monitoring wells were sampled for PAHs. Monitoring wells B2MW, B5MW, and BMW6 were also samples for VOCs and monitoring wells B5MW and B6MW were sampled for DRO. Up to 31.7 ug/l benzene, 1.76 ug/l cis-1,2-DCA, 47.4 ug/l MTBE (140 ug/l 2016 cleanup level), 0.08 ug/l vinyl chloride, and 0.526 mg/l DRO in the groundwater. Nine PAH compounds were detected in B1MW and B3MW, and two in B5MW. All of the detectable PAHs were below cleanup levels this monitoring event. Concentrations increased from the previous monitoring event in 1 of the 5 monitoring wells sampled. Depth to groundwater ranged from 2.15 to 3.06 feet below ground surface. Groundwater flow direction was to the southwest. Groundwater samples were collected using a submersible pump after purging the monitoring well. 3/5/2021 Document, Report, or Work plan Review - other Additional Release Investigation Report submitted 3/3/2021. Two borings were installed and completed as monitoring wells (B9MW and B10MW). Benzene and DRO exceeded cleanup levels in soil in B10 at 5 to 10 feet below ground surface. MTBE exceeded cleanup levels in the groundwater in B10 MW. 3/1/2024 Update or Other Action DEC was notified by the environmental consultant that the second quarterly monitoring event was attempted. B6MW had frost-jacked about 4 inches.
