Problems/Comments

The Yakutat Colorado Oil and Gas Corporation Drum Dump is located along the northwest side of Quartermaster Loop, approximately 1 mile north of Airport Road. The drum dump is located in the immediate vicinity of the Colorado Oil and Gas Corporation Test Well. The site was investigated under the USACE FUDS program as Area of Concern E2. The site was originally thought to have been a military drum dump, since Quartermaster Loop was built during World War II in support of the Former Yakutat Air Force Base. However, previous documents do not indicate that the area surrounding the site was used by the military. An investigation of the site in 2010 identified that concentrations of PCBs in surface soil, DRO, selenium, and mercury in sediment, and barium in surface water were present above the applicable cleanup levels.

4/28/2003 Update or Other Action ADEC reviewed the USACE 2001 Remedial Investigation Report for the Former Yakutat Air Force Base. Sampling was conducted in 2000 at AOC E2, which was initially thought to be the military drum dump site 234. Numerous drums were observed in a ditch along Quartermaster Loop Road. Two surface soil samples were collected to characterize a single drum at the site. Contaminants of concern were not detected above the ADEC cleanup levels. Recommendations included further investigation of the Quartermaster Loop area. ADEC stated that more characterization is needed for this area. Debra Caillouet
4/5/2004 Update or Other Action A draft remedial investigation/feasibility study was reviewed. Recommendations were included for a more thorough investigation of the extent of contamination. Based on the information provided, the Feasibility Study is premature. ADEC recommended that the USACE not incur further expense to finalize the document until further site characterization was done. Work should occur to identify the data gaps and resolve them before any additional actions are taken. Debra Caillouet
8/19/2004 Update or Other Action Response to comments on the draft feasibility study were received and reviewed. While the responses will add clarification to the document, DEC believes there is insufficient site characterization data. The Feasibility Study is premature. 3/17/2010 CERCLA FS ADEC Staff issued a letter to the USACE approving the finalization of the Feasibility Study Report as all of the State's comments have been responded to and incorporated in the document. 8/6/2010 Site Characterization Workplan Approved ADEC staff sent a letter to the USACE project manager approving the implementation of the final work plan for the Supplemental Remedial Investigation for several sites in Yakutat. The work plan included a remedial investigation at AOC E2. The field work is scheduled to begin immediately and will be continuing for approximately one month. Jonathan Schick
10/22/2010 CERCLA FS Contaminated Sites Staff submitted a letter to the US Army Corps of Engineers approving the Final Version of the Feasibility Study Report. 4/5/2012 Site Characterization Report Approved Contaminated Sites Staff submitted a letter to the US Army Corps of Engineers Remedial Project Manager approving the final version of the Supplemental Remedial Investigation Report. The report contained the agreed upon changes and the final version is approved. The report indicated that numerous drums were observed in the ditch and pond to the northwest of Quartermaster Loop. A Colorado Oil & Gas Corp. sign was found at the location. Surface and subsurface soil, groundwater, surface water, and sediment samples were collected at AOC E2. Concentrations of PCBs in surface soil, DRO, selenium, and mercury in sediment, and barium in surface water exceed the applicable cleanup levels / screening levels. 10/16/2014 Potentially Responsible Party/State Interest Letter PRP letter sent to El Paso Merchant Energy-Petroleum Company, successor in interest to Colorado Oil and Gas Company, informing it of its liability for abandoned drums and associated environmental contaminantion at the site and requesting submittal of a response to an attached questionaire by December 15, 2014. The lettter also informed the company that a subsequent request for a site characterization workplan will follow. John Halverson

2/17/2015 CERCLA Proposed Plan The ADEC Contaminated Sites Program approved the February 2015 Proposed Plan for No Department of Defense Action Indicated (NDAI) for the Yakutat Air Base Formerly Used Defense Sites. The proposed plan included the Quartermaster Loop Debris Disposal/Barrel Dump Area (AOC E2). For this site, no additional remedial action, no additional review, no implementation of long term management or land use controls is planned by the Department of Defense. If new information becomes available indicating risk or concern of military-related contamination at these AOCs, further evaluation may be warranted. Note that although the AOC E2 is being proposed for NDAI, the site will be addressed by other responsible parties. Jessica Morris
