Problems/Comments

OT029 Groundwater Zone 3 has 2 disposal areas known as North and South Bluffs with sporadic low level detections of contaminants in the groundwater, and the White Alice Communications Site (WACS) where PCBs remain in the soil between 1 and 2 mg/kg. Petroleum contaminated groundwater at or slightly above the groundwater cleanup levels has been noted at the White Alice Site; continued investigations are planned. The groundwater zones were established in areas with similar hydrological, geological, geographical, and contamination characteristics, and contain numerous Installation Restoration Program (IRP) sites within each zone. The IRP sites within Zone 3 include: LF005 South Bluff and Landfill #1; LF014 North Bluff; and OT010 White Alice Communication. A Final Record of Decision for the Bluff sites (dated April 2000) was signed by ADEC and the Air Force. 8/29/1989 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M Hill site investigation. The airport was originally constructed in the early 1940s to support the war effort. The airport was turned over to the State of Alaska in 1959. The State continues to operate the site with the Air Force as the major tenant. A White Alice site was activated in 1957. It was deactivated in 1979 and replaced with an Alascom Satellite earth terminal. Only a small portion of the site is owned by the State. The majority is on military land. In 1980, 340 military personnel resided at King Salmon Airport. The north and south barrel dump site, Eskimon Creek Seep and Naknek River seep sites were tested for over 146 constituents of concern. Of these, 39 potential contaminants of concern were identified. High concentrations of TPH were identified in shallow wells and soils at this site. Floating product (>1 foot) was identified at the Eskimo Creek Seepage Site. Lead and petroleum hydrocarbon contamination levels at this site pose a threat to fish and wildlife (page 126). No immediate environmental threat was identified at the Naknek River Seep (page 126). Both the north and south dump sites could pose a threat to fauna since the detection limits used in analyses were greater than the chronic aquatic organism toxicity. Remediation, based on stage 2 sampling, at both barrel dump sites could include: no action; restricting site access; preventing the migration of contaminants. Containment preferred remediation route. The Naknek River and Eskimo Creek seeps will receive further sampling to identify a specific remediation response. In general, based on further sampling results, the alternatives are: no action, which will not occur based on preliminary site investigation; recovery of floating product; treatment of shallow groundwater; excavation of contaminated soils; restrict site access; containment. 4/15/2008 Update or Other Action ADEC staff participated in a Restoration Advisory Board meeting at the King Salmon Air Station. Community members are encouraged to attend and view a presentation of the most recent sampling program where data is available. Main topics discussed were the TCE plume that is in Groundwater Zone 1 where a treatibility study is being conducted to see the possible influence of adding an enhanced in-situ bioremediation product that is engineered to break down chlorinated solvents. The other main topic discussed was the results from the basewide monitoring event at all of the Groundwater Zones from 2007. Jonathan Schick

The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. 9/8/2010 Update or Other Action ADEC staff submitted comments to the USAF summarizing concerns and edits on the 2009 Comprehensive Environmental Monitoring Report. The report detailed sampling groundwater, surfacewater and sediment at the 5 main groundwater zones at King Salmon Air Station. ADEC's main concerns were regarding the high DRO levels in Groundwater Zone 1 which showed a substantial increase in concentration since the 2008 sampling event, and the differentiation between Remedial Action Objectives as called out in the Records of Decision for these sites and the established ADEC cleanup levels in 18 AAC 75. Sites were inspected for any visible evidence of contamination and to observe some of the work that is being conducted to remove POL impacted soils and PCB impacted soils at OT010. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. One South Bluff well point exceeded the ADEC cleanup criteria for the pesticide Aldrin in the primary sample, but was not detected in the duplicate sample. 2/17/2017 Update or Other Action RA-Operations & GW Monitoring report draft received for review and comment. Samples were also analyzed for VOCs, pesticides, PCBs, lead, and total organic carbon. All the samples were ND for pesticides and PCBs. TOC ranged from 5.4-9.0 mg/L. One sample was collected from the South Bluff Treatment System lift station in November after the pumps were replaced. GRO was detected in the sample (0.016 mg/L) as well as the trip blank (0.017 mg/L. There were no observations of drinking water wells or excavations out of compliance with institutional controls. This letter advises the Air Force of ADEC's new technical memorandum, Action Levels for PFAS in Water and Guidance on Sampling Groundwater and Drinking Water. The tech memo establishes drinking water action levels for six PFAS compounds when detected in groundwater or surface water used for drinking. 10/3/2018 Document, Report, or Work plan Review - other ADEC approved the Final 2017 Long Term Management Report for the King Salmon Divert on this date. Zone 1 recommendations include continuation of monitoring with no changes. Petroleum hydrocarbons and TCE were detected above cleanup levels in groundwater in Zone 2; recommendations include continued monitoring and updating cleanup levels in next 5 Year Review. In Zone 3, low levels of TCE and benzene were detected in the March 2018 SBTS sample, and gabions in King Salmon Creek are being pulled out of alignment; recommendations include reducing sampling at the North and South Bluffs to once every five years. In Zone 4, petroleum hydrocarbons were detected above cleanup levels in the A-aquifer but below cleanup levels in the B-aquifer; recommended that monitoring should continue due to drinking water wells and other sensitive receptors lying downgradient of this site. Monitoring will continue in Zone 5 without changes. Inspections of the Rapids Camp and Landfill were conducted in Zone 6; there were no observations of noncompliance at the landfill. Two of eight wells in Zone 7 exceeded RAO for DRO; 2015 soil samples from three LF01 locations indicated DRO contaminated soil above cleanup levels - this should be excavated and treated. Following review of the request, ADEC has determined that LF014 and GWZ3 are not eligible for closure, as the timeframe of use for these sites overlaps with possible use of Aqueous Film Forming Foam. This 2021 Work Plan Addendum to the 2019 UFP-QAPP describes the field investigation/monitoring and reporting activities to be conducted during the 2021 Remedial Action Operations and Land Use Control Inspections under U. S. Army Corps of Engineers (USACE) Contract No. W911KB19C0015. Sites included in this workplan are: GWZ1, GWZ2, GWZ3, GWZ4, GWZ5, GWZ6, and GWZ7.In addition to sampling groundwater, surface water, and sediment, land use controls (LUCs) have been established to prevent exposure to contaminated media. LUC inspections for five groundwater zones, Naknek Rec Camp I, and Naknek Rec II will be conducted to ensure there have not been any unauthorized excavations or installation of drinking water wells in contaminated aquifers. Annual land fill inspections are also scheduled at the North and South Bluff in Zone 3, and the former landfills in Zone 4 and Zone 6. Additional work in Zone 3 will include barrier fence repair and the installation of signage. The installation and sampling of three groundwater monitoring wells at SA039-DR16 and the installation and sampling of two well points at LF022/SS022 are also included in this work plan. The report describes the land use control inspections, field data, and analytical results from groundwater and surface water sampling conducted during the 2021 field season for Groundwater Zones 1, 2, 3, 4, 5, Naknek Rec Camp I, and Naknek Rec Camp II in King Salmon, Alaska. Continued groundwater and surface water sampling and land use control (LUC) inspections were recommended for all sites. The groundwater investigation at the SA039-DR16 site, located northwest of Groundwater Zone 2, found no groundwater exceedances of 18 AAC 75.345 Table C groundwater cleanup levels for diesel range organics, residual range organics, and polycyclic aromatic hydrocarbons and site closure was recommended for the site. 8/17/2022 Document, Report, or Work plan Review - other ADEC submitted responses to comments received on August 15th 2022 regarding the Draft Monitoring Well Installation, Repair, and Decommissioning Report, King Salmon Divert, Alaska Dated May 2022. Approximately 6 cubic yards of soil cutting material was generated from the monitoring well activities. The approved work plan discussed the soil cutting material getting sampled and characterized prior to disposal, however this report noted historical results were used for characterizing the soil cutting material. Using historical results for characterizing investigative-derived waste is not appropriate, especially when the historical results are for petroleum only and the potentially contaminated media could have impacts from other analytes (per-and polyfluoroalkyl substances and pesticides for example). While the Transport, Treatment, & Disposal Approval forms were submitted retroactively, it is the department’s expectation that these forms be submitted to ADEC for approval prior to the transport and disposal of contaminated media. Per 18 AAC 75.370(b) “A responsible person, owner, or operator shall obtain approval before moving or disposing of soil subject to the site cleanup rules.” ADEC approval was not obtained prior to transporting the soil cutting material offsite. The report describes the land use control inspections, field data, and analytical results from groundwater and surface water sampling conducted during the 2021 field season for Groundwater Zones 1, 2, 3, 4, 5, Naknek Rec Camp I, and Naknek Rec Camp II in King Salmon, Alaska. Continued groundwater and surface water sampling and land use control (LUC) inspections were recommended for all sites. The groundwater investigation at the SA039-DR16 source area, located northwest of Groundwater Zone 2, found no groundwater exceedances of 18 AAC 75.345 Table C groundwater cleanup levels for diesel range organics, residual range organics, and polycyclic aromatic hydrocarbons and site closure was recommended for the site. ADEC is tracking SA039-DR16 as a source area part of the King Salmon AS GWZ 2 SA039 (ADEC File No. 2569.38.016.10). Based on the available information, SA039-DR16 does not need further investigation at this time, and ADEC will consider the source area cleaned up. However the King Salmon AS GWZ 2 SA039 site will remain active on the database until all other source areas within SA039 are ready for closure. The report included a 2022 work plan addendum for the upcoming field investigation, monitoring and reporting activities to be conducted during the 2022 remedial action operations and LUC inspections. The work plan addendum addressed the field sampling programs, analytical programs, and land use control inspections planned for each site in King Salmon, Alaska. Additionally, the work plan included a technical memorandum that described the repair process that will be used to manage the section of the South Barrel Bluff gabion wall that is slipping into King Salmon Creek. The report describes monitoring well installation, repair and decommissioning activities across various sites in Groundwater Zones 1, 2, 3, 4, 5 and Naknek II, located in King Salmon, Alaska. Activities included replacing a monitoring well (MW00-04R) and a well point (GP-1AR), the installation of three monitoring wells (SA039DR16-01, SA039DR16-02, and SA039DR16-03), and the repair and/or capping of 61 wells. 11/10/2022 Compliance Advisory Letter DEC issued compliance advisory letters to the U.S. Air Force, U.S. Army Corps of Engineers, and Paug-Vik Contractors LLC (PVC), to address violations of 18 AAC 75.325(i) and 18 AAC 75.370(b). On June 6, 2022, the U.S. Air Force (USAF) submitted two draft reports, Monitoring Well Installation, Repair, and Decommissioning Report (dated May 2022) and 2021 Remedial Action Operations & Land Use Control Inspections, SA039-DR16 Groundwater Investigation (dated June 2022). The draft reports were prepared by PVC,and described long-term monitoring and well repair activities at Groundwater Zones 1, 2, 3, 4, 5, 6, and 7 in King Salmon, Alaska. Both documents indicated soil cuttings and spent granulated activated carbon (GAC), used during the 2021 field season, were shipped offsite for disposal without DEC approval. Ginna Quesada

Land Use Plan / Maps / Base Master Plan The USAF will modify the General Plan, 611th Air Support Group (ASG), Remote Alaska (hereafter referred to as the General Plan) and appropriate land records (i.e., deeds) to include approved institutional controls, which restrict future installation of drinking-water wells and soil excavation at both sites. Land-use restrictions and land surveys will be included in the General Plan, which is scheduled for completion by October 2000.

Groundwater Monitoring Residential wells near the bluffs have been sampled for potential contaminants several times since 1994. No contaminants have been detected; consequently, residential wells will no longer be sampled. Instead a more comprehensive system of sentry wells has been installed and will be sampled as delineated in the revised monitoring plan (Bristol/OASIS, 1999a). Groundwater and surface-water monitoring at the bluffs will continue on an annual basis following procedures outlined in the revised monitoring plan (Bristol/OASIS, 1999a).
