Problems/Comments

In June 2014, during the digging of test holes in support of geotechnical engineering required for planning of the City of Togiak waste heat recovery project, petroleum-contaminated soil was encountered at multiple locations within the project area. The heat recovery project will capture heat generated by the AVEC power plant and transfer the heat to five buildings within a 500-foot radius of the power plant: clinic, police station, city office, water treatment plant, and the old school. The construction phase of the project is expected to begin some time in 2015. Diesel range organics (DRO) from undetermined source(s) is present above DEC cleanup levels.

3/17/2017 Update or Other Action DEC approved a proposal to decommission and relocate three groundwater monitoring wells within the proposed footprint of an Alaska Village Electric Cooperative Inc. (AVEC) power plant and bulk fuel storage facility. The groundwater monitoring wells will be used to monitor existing groundwater contamination from the Togiak Old School site. Joy Whitsel
11/14/2018 Site Visit DEC conducted a site visit. The purpose of the visit was to meet personnel, get a visual of the site (to include identifying where contamination was found during digging activities) and to better understand the status of any projects that could encounter contaminated soils. 12/19/2019 Workplan Requested Staff sent letters to both AVEC and the City of Togiak requesting completion of ADEC Information Request Questionnaire and notification of intentions for site characterization by February 17, 2020. The letter also provided notification that an approved work plan is required when soil or groundwater will be disturbed at the site; a copy of the memorandum "Managing Petroleum-Contaminated Soil, Water, or Free Product during Public Utility and Right-of-Way Construction and Maintenance Projects" was included. 2/13/2020 Meeting or Teleconference Held Staff met with City of Togiak and AVEC to discuss the site and address any questions regarding the request for information and site characterization, or otherwise. The deadline for responding to December 19, 2019 action request letters was extended to April 14, 2020. The City of Togiak identified potential interest for reuse of the property. The Energy Recovery Project is slated to continue as early as 2020. The project will extend power from the new Power Plant to the City Office and Water Treatment Plant. The need to coordinate in advance for management of contaminated soil and water was discussed. Wendy Hansen
