Problems/Comments

In 2008, a breach occurred in a below ground fuel supply line at the North Slope Borough (NSB) Point Lay tank farm tank-truck loading area (TTLA). The piping carried refined petroleum products from the bulk storage tank to the fuel dispensing pump house. The NSB bypassed the damaged line with an above ground hose. The release was not reported to DEC and was later discovered by DEC staff conducting a tank farm inspection in 2010. The tank farm pad area near the release point is believed to also have additional unreported releases. A partial site characterization was done in 2011. The assessment indicated there appeared to have been releases from the pump-house end of the fuel supply line and the hose-reel box. The NSB is working to fully characterize the site and identify funding for the project.

3/4/2016 Document, Report, or Work plan Review - other Reviewed the Site Characterization and Removal Action Report, dated February 18, 2016. Activities described in the report were completed in May and July 2015, and mainly consisted of a soil boring investigation and removal action. The objective of the 2015 work was to delineate and remove the contamination in the gravel pad at the Tank-Truck Loading Area (TTLA). Twenty-two (22) soil borings were advanced at this site; 20 were placed within the TTLA footprint and two were placed south of the TTLA footprint. One of the borings placed south of the TTLA footprint was converted into a monitoring well (MW-01). Sample results from the soil boring investigation revealed that gasoline range organics (GRO) and diesel range organics (DRO) were present in the gravel pad above Method One cleanup levels within the TTLA footprint. Soil sample results from the two soil borings that were advanced south of the TTLA did not exhibit contaminant concentrations above Method One cleanup levels; however the groundwater sample collected from Monitoring Well MW-01 exhibited concentrations of DRO at 2.68 mg/l and benzene at 0.0141 mg/l. The ADEC groundwater cleanup levels for DRO and benzene are 1.5 mg/l and 0.005 mg/l, respectively. Following the soil boring investigation, soil was excavated from the TTLA footprint. The excavation was approximately 25 feet long and 25 feet wide. The excavation depth was limited by permafrost or tundra, which was encountered between 4 and 5 feet below the ground surface. Roughly 130 cubic yards of impacted material was removed and transported to the landfill for use as cover. Confirmation soil samples collected from the sidewalls of the excavation revealed that DRO impacted soil remains above Method One cleanup levels in the gravel material in almost every direction. A sample that was collected from the peaty material above the permafrost exhibited concentrations of GRO, DRO, 1,2,4-trimethylbenzene, and naphthalene at 9,690 mg/kg, 17,100 mg/kg, 491 mg/kg, and 285 mg/kg, respectively. The ADEC Method Two cleanup levels for GRO, DRO, 1,2,4-trimethylbenzene, and naphthalene are 1,400 mg/kg, 12,500 mg/kg, 49 mg/kg, and 42 mg/kg, respectively. It should be noted that the peat sample was not preserved until it arrived at the laboratory in Anchorage five days later. For this reason, ADEC considers this sample biased low. Soil samples collected from the frozen soil (permafrost) did not exhibit contaminant concentrations above ADEC cleanup levels. ADEC requested a work plan for further delineation by May 1, 2016. 6/22/2017 Document, Report, or Work plan Review - other Reviewed the Site Characterization and removal Action Report Addendum, dated April 3, 2017. The described effort was completed between June and August 2016 and primarily consisted of excavating an additional 75 cubic yards of source material, advancing two downgradient test pits, collecting soil samples from the excavation and test pits, and collecting surface water samples from two locations. Soil results from the 2015 and 2016 effort generally conclude that contamination is limited to within the tank farm fence boundary and not migrating elsewhere, however the report was missing some information.
