Problems/Comments

This site was discovered in 2013 adjacent to SS067. The site is to the east of Building 2347 (Facility 2274), across Garrison Slough, and includes the terrain that slopes uphill from the Slough bank to the rail line. A supplemental remedial investigation was being conducted at SS067 in 2013. The source of polychlorinated biphenyls (PCBs) at SS067 was a transformer pad near the uphill end of a drainage ditch that fed into Garrison Slough from the west. All sample results on the west side of the slough were within the clean-up levels established for SS067 in the record of decision (10 mg/kg). As sampling progressed to the east of Garrison Slough and uphill toward the rail line to establish the land use control boundary, soil concentrations of PCBs were discovered above Method Two cleanup levels.

11/24/2015 CERCLA SI The U.S. Air Force (USAF) submitted a Phase 1/Phase 2 Source Evaluation Report (SER) for SS098 to DEC and EPA in accordance with Paragraph 8.6 of the Eielson Federal Facility Agreement. The SER describes sampling results at SS098 that confirm polychlorinated biphenyls in soil above DEC's Method Two cleanup levels. The USAF SER transmittal letter states that the USAF intends to proceed with the investigation/cleanup of the site under CERCLA, and that the site is programmed for a remedial investigation in FY16. 12/10/2015 Update or Other Action DEC and EPA sent a joint letter to the USAF confirming receipt of the Phase 1/Phase 2 Source Evaluation Report submitted for SS098 on 11/24/2015. 3/30/2022 Meeting or Teleconference Held The United States Air Force (USAF) proposed to put a hold on informal dispute resolution discussions for SS098. During the informal dispute resolution discussions, the issue of a deferred ecological risk assessment was identified. The ecological risk assessment for SS098 had been approved to be integrated with Garrison Slough source area SS062 The USAF, EPA and DEC Remedial Project Managers agreed that any further discussions should wait until a human health and ecological risk assessment have been completed for the Garrison Slough source area SS062. Once risk has been evaluated, further discussion of potential remedial actions for SS098 will be undertaken. Dennis Shepard
