Problems/Comments
Site contained approximately 35 POL drums and 2,000 square yards of Marston matting. The drums contained minor amounts of water and residual diesel fuel. The human health impact and date and extent of contamination are unknown. The Teller Supply and Storage Site (formerly the Teller Reindeer Station) is located north of Teller, across the mouth of Grantley Harbor. The DOI had constructed a slaughter house, warehouses, cooling house, cold storage plant, mess hall, bunkhouse and other buildings prior to DOD occupancy. 376 acres was obtained by the Army from the DOI under Memorandum of Agreement (19Nov46) for a 5 year period beginning 1Jul45. It was used as a supply point for Army operations in the vicinity until retransfer to the DOI on 19Jan49. Portions of this former site are owned by the Brevig Mission Native Corporation, the State of Alaska DNR, and several Native allotment applications. A portion of the site is under the jurisdiction of the DOT, U.S. Coast Guard. Site entered by Shannon and Wilson.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
6/15/1986 | Update or Other Action | (Old R:Base Action Code = SI - Site Investigation). USACE-POA site inspection team included a project manager/engineer, two chemists, an archaeologist, and a biologist. The chemists investigated and took samples for chemical analysis of contents of one drum and the soil near the drum. Drum contents were water and diesel. Soil was ND for EP toxicity metals, PCBs, pesticides, chlorinated hydrocarbons, PNAs and POL identification. | Tamar Stephens |
10/11/1986 | Preliminary Assessment Approved | (Old R:Base Action Code = RDRA - Remedial Design / Remedial Action). The chemist's report in the INPR noted that no contamination was found in the soil beneath the 35 drums. Minor amounts of water and residual diesel fuel were found within the drums. The Alaska District completed the remedial design work with assistance from James M. Montgomery under Modifications P1, P2, and P3 to Contract DACA85-88-C-0039. The base award under this contract involved the investigation and contamination reports for 16 Nome/Seward Peninsula sites. | S&W |
6/15/1989 | Update or Other Action | (Old R:Base Action Code = RI - Remedial Investigation). Remedial Investigation by Harza Engineering under subcontract to JMM. The objective of the RI was to provide information for the debris cleanup and site restoration design. RI included only the Teller Supply and Storage Site (South Teller Spit). RI Report indicated this site was a debris only site and no HTRW was involved. | Tamar Stephens |
12/13/1993 | Update or Other Action | (Old R:Base Action Code = RDRA - Remedial Design / Remedial Action). A contract was awarded to IT Corporation on 13Dec93 for removal action at 14 sites in the Nome/Seward Peninsula area. | S&W |
8/25/1994 | Update or Other Action | (Old R:Base Action Code = RA - Remedial Action). Site Remediation 8/25 through 9/7/94. IT mobilized to the site, conducted remedial activities on site and demobilized. Representatives from USACE-POA were present. The Final Remedial Action Report: Teller Site (IT 1995) documents activities on site during this period. All RAOs were achieved. | Tamar Stephens |
6/7/1995 | Update or Other Action | (Old R:Base Action Code = RA - Remedial Action). Site Remediation 6/7 through 6/22/94. IT mobilized to the site, conducted remedial activities on site, then demobilized. Representatives from USACE-POA were present. The Final Remedial Action Report: Teller Site/Brevig Spit Extension (IT 1996) documents activities on site during this period. All RAOs were achieved. The Brevig Spit work resulted from input from an earlier public meeting that identified potential military debris and HTW. | Tamar Stephens |
12/31/1996 | Site Added to Database | Diesel. | S&W |
11/22/1999 | Update or Other Action | Current status: Have received and commented on draft closeout report. Briefed section manager. Site can be closed as meeting Method 2 cleanup levels. Corp of Engineers needs to finalize Closeout report and hold public review period. ADEC needs to prepare a short fact sheet that shows basis for ADEC decision to close site. | Tamar Stephens |
9/20/2001 | Proposed Plan | ADEC has determined that this site can be closed under Method 2. ADEC and the Corps of Engineers are jointly public-noticing the proposed closure of this site. Comments will be accepted from September 20 - October 22, 2001. Site Closeout Report prepared by Corps of Engineers, accompanied by Site Closure Fact Sheet prepared by DEC, comprise the equivalent of a Proposed Plan. | Tamar Stephens |
2/20/2002 | Record of Decision | ADEC Section Manager, Jennifer Roberts, and Corps of Engineers Commander, Steven Perrenot, jointly signed a record of decision to close this site. Signing ceremony was held at Elmendorf Air Force Base, 3:00 PM, February 20, 2002. | Tamar Stephens |
2/20/2002 | Site Closure Approved | Closure of this site was approved with signing of the record of decision. This site was closed under Method 2, under 40 inch zone. Pathways of exposure were determined to be soil inhalation and soil ingestion. Site cleanup included removal of 262 tons of debris from Teller Spit, and 60 tons of debris from Brevig Spit, including drums, vehicle carcasses, Marston matting, a boiler, 7 compressed gas cylinders, batteries, metal buckets of grease, and stained soil. Contaminants of concern were petroleum compounds and lead. Following cleanup, the only remaining detected contamination was in soil at the Brevig Spit area, with maximum detection of 309 mg/kg lead. Removal of petroleum-contaminated soil completely removed petroleum contamination. | Tamar Stephens |
10/29/2002 | Site Number Identifier Changed | Workplan changed from X1 to X9 due to the presence of lead as a contaminant of concern. | Former Staff |
