DEC approves the Revised Work Plan for Site Characterization Activities, Shishmaref Native Store, Shishmaref, Alaska. Proposed activities generally consist of; advancing test pits, collecting analytical soil samples from the test pits and installing temporary well points. Additionally, a DEC Building Inventory and Indoor Air Questionnaire from DEC’s Vapor Intrusion Guidance (dated January 2017) will be completed for the warehouse located adjacent to the marine header and Shishmaref Native Store. The contaminants of potential concern (COPCs) include; gasoline range organics (GRO), diesel range organics (DRO), benzene, toluene, ethylbenzene and xylenes (BTEX), fuel-related volatile organic compounds (VOCs) and polynuclear aromatic hydrocarbons (PAHs). Work is expected to be conducted in September or October. |

DEC reviewed and commented on the Site Characterization Report, Shishmaref Native Store, dated February 2019. Seven test pits were dug, field screening conducted, and soil samples were collected to characterize contamination at the site. Gasoline Range Organics (GRO), Xylene, 1,2,4-Trimethylbenzene, and 1,3,5-Trimethylbenzene were found to exceed DEC cleanup levels in some of the test pits. A surface soil sample was also collected. Groundwater sample collection and well installation was not undertaken because no groundwater was encountered above permafrost. Additionally, a perfunctory Building Inventory and Indoor Air Sampling Questionnaire was performed to assess building vapor intrusion potential for the Shishmaref Native Store and Warehouse buildings. While no further work will be done on the existing contract for the site, DEC expects that these comments will be addressed during future site characterization activities, which are needed to assess the extent of contamination and vapor intrusion potential. |

DEC approved the Shishmaref Native Store 2019 Wok Plan for Additional Site Characterization Activities. Work proposed for September 2019 includes a series of hand borings with field screening and analytical samples to better-delineate the gasoline range organics (GRO), xylene, 1,2,4-trimethylbenzene, and 1,3,5-trimethylbenzene contamination found at the site during previous site characterization. Additionally, the Shishmaref Native Store and Warehouse buildings will be evaluated for vapor intrusion through ambient air screening, surface soil analytical sampling underneath the buildings, and evaluation of air flow pathways in the Native Store underskirting. |

DEC approved the Additional Site Characterization Report, Shishmaref Native Store, Shishmaref, Alaska Dated January 2020. Eleven hand borings were advanced, soil samples were taken, and the horizontal extent of contamination was delineated. However, the vertical limit of contamination was not reached at Test Pits 6 and 7 or Hand Boring 3. Petroleum soil contamination above ADEC Arctic Zone soil cleanup levels remains at the site. Contamination was not found in the soil adjacent to or beneath the Shishmaref Native Store building, the building underskirting had sufficient gaps for airflow, and interior air screening using a photoionization detector (PID) indicated that vapor intrusion is not a concern. However, elevated PID readings in the cellar of the Warehouse building suggest a potential vapor intrusion concern. Subsequently, the Warehouse has been fenced off to prevent entry and exposure.

Cleanup Plan Approved |
DEC approved a cleanup workplan. The project will consist of installing temporary injection wells for in-situ chemical oxidation (ISCO), conducting two rounds of ISCO injections, and advancing soil borings for post-injection performance monitoring. |
