Problems/Comments

In February 2019, Alaska Department of Environmental Conservation (DEC) sampling of potable wells in the immediate vicinity of the Yakutat detected per and polyfluoroalkyl substances (PFAS) up to 90 parts per trillion. The contaminants are believed to have originated from the historic use of Aqueous Film Forming Foam (AFFF) at various locations at the Yakutat Airport.

7/15/2019 Update or Other Action Expanded drinking water well sampling completed by ADOT&PF. One location in Yakutat contains PFAS exceeding the August 2018 action levels and will continue to receive alternative water. In accordance with the April 2019 DEC Tech Memo, recent samples were only analyzed for PFOS and PFOA which was detected up to 60 ppt (PFOS+PFOA) at this same location. 2/16/2021 Document, Report, or Work plan Review - other ADEC has reviewed a Final Water Supply Well Monitoring Report received on this date. The report summarizes data collected from wells between February 2019 and June 2020. In total, 89 properties were identified in the search area and owners/occupants were contacted to determine the presence or absence of a water supply well. The survey found 21 wells which were then categorized (based on water usage) 1 through 5 to prioritize additional monitoring, alternative water, and order of sampling. Twenty wells were determined to be category 1 or 2 wells (used for drinking cooking, dish washing, bathing, and other domestic purposes). They were sampled and evaluated for additional monitoring based on the following criteria: Active category 1 or 2 wells with a combined PFOS and PFOA concentration greater than or equal to 35 ppt during a previous sampling event or within 500 lateral ft of another well meeting that criteria were sampled quarterly. Active category 1 or 2 wells with a combined PFOS and PFOA concentration greater than or equal to 17.5 ppt during a previous sampling event or within 500 lateral ft of another well meeting that criteria were sampled quarterly. Ten of the initial 21 wells identified met one or more of these criteria. Following the first quarterly monitoring event, it was determined that wells which previously exceeded the PFAS action level (one well) would not be included in future events for this survey. 5/2/2022 Site Characterization Workplan Approved Reviewed Work Plan Addendum for Yakutat Airport PFAS Site Characterization. The work plan proposes the collection of surface and subsurface soil, groundwater, surface water, and sediment samples from along runways and other airport areas. The work plan identifies a former burn pit where samples will also be analyzed for petroleum and a fire training area where AFFF has been discharged in the past for training and compliance. 6/15/2022 Document, Report, or Work plan Review - other On this date, DEC received the report titled Summary Report July 2020 to June 2021 Water Supply Monitoring Yauktat, Alaska. This report detailed the groundwater monitoring activities conducted between July 2020 and June 2021. Perfluorooctanoic acid (PFOA) was detected during at least one of the four sampling events in sample IDs 33053, 33056, 33060, 33065, and 33066. Perfluorooctanesulfonic acid (PFOS) was detected during at least one of the four sampling events in sample IDs 33053, 33056, 33060, 33061, 33064, 33065, 33066, and 33068. PFOS was detected in sample ID 33066 at 71ppt during the August 2020 sampling event. This location is already considered an exceedance and has been provided alternate drinking water. The current DEC action level for the sum of PFOS and PFOA is 70 parts per trillion (ppt) based on the Lifetime Health Advisory (LHA) level issued by the Environmental Protection Agency (EPA) in 2016. On June 15, 2022, the EPA issued updated interim drinking water LHAs for PFOS of 0.02 ppt and for PFOA of 0.004 ppt. The DEC is still reviewing these interim LHAs and has not yet issued updated guidance for the State of Alaska. Brandi Tolsma

The report is a summary of sampling from June and October 2021 and March and June 2022, the results of which were also reported in previous updates to the database. Seven wells were routinely monitored for PFAS, to date, three wells contain PFOS and/or PFOA above the DEC action level of 70 ppt and are provided with bottled water from ADOT. 8/9/2024 Document, Report, or Work plan Review - other On this date DEC approved the Pre-Construction Sampling and Analysis Plan (SAP) prepared by Shannon & Wilson that describes the proposed approach for pre-construction environmental sampling for the City and Borough of Yakutat (CBY) Airport water extension project, which travels through the footprint of this site. Up to 30 soil borings will be advanced to an estimated 15 feet below ground surface (bgs) to sample for various potential contaminants of concern (COCs) such as per- and polyfluoroalkyl substances (PFAS) and petroleum related contaminants. The results of this investigation will guide the future management of contaminated soils at such time that the water line extension project is conducted. Mollie Dwyer
