Problems/Comments

Amaknak and Unalaska Islands were used by the military during World War II. The Japanese bombed Dutch Harbor and Fort Mears in 1941. Following the bombing the military dispersed its troops moving back up into Unalaska Valley and Pyramid Valley to minimize the potential for damage if future air raids occurred. The Corps of Engineers had a contractor tear down the abandoned buildings and debris and dispose of them in various landfills during the mid - late 1980s. Underground fuel tanks were abandoned in place. In the mid-1990s the Corps started working on the sites again under the Formerly Used Defense Sites (FUDS) program. Site inspections were done around the former buildings to look for remaining underground fuel tanks and other potential contaminant sources. Five standalone USTs were located in General's Hill area. Diesel fuel contamination from abandoned underground fuel storage tanks, most related to heating fuel. In 1996 the 675 gallon heating oil tank GH-03 and 10 yards of impacted soil were removed. Confirmation sampling indicated DRO remaining at 383 mg/kg.

6/5/2000 CERCLA RI Report Approved The Comprehensive Remedial Investigation Report was received. This document discusses the field activities and results from 1996, 1997, 1998, and 1999. Activities included site investigations (SI), Interim Removal actions (IRA) and Remedial Investigations (RI). These various activities were performed at 56 sites throughout the entire Amaknak/Unalaska FUDS. Sampling was conducted to determine both site-specific as well as background levels of contaminants of concern. 93 USTs, 1 AST, associated piping, and 230 drums, contaminated liquid, sludge, and soil were removed during the IRA. Soil borings were drilled, monitoring wells installed and samples were taken to determine type and extent of contamination. Where appropriate a Method Three ACL was calculated. 31 sites are recommended for no further action (NFA) and 25 sites were recommended for further remedial action. NFA is recommended for this site as the source has been removed and exposure to remaining contamination is limited. Meghan Dooley

9/14/2010 CERCLA Proposed Plan ADEC received Proposed Plan #7 which addressed the Unalaska Valley Management Area 11. The plan recommends Alternative 1 (Corrective Action Complete/Cleanup Complete with NDAI) for the General Hills USTs becuase contaminants remain at levels less than Method 3 ACLs and although risk had not been calculated the plan suggests there is no indication that the site poses unacceptable risk to human health or the environment.
