Problems/Comments

Approximately 2200 cubic yards of gasoline- and diesel-contaminated soils excavated from FAA Minchumina sites were placed in lined off-site biocells for treatment. Soils averaged three feet deep in cells while the liner was present. In July 1996, cells were sampled and prematurely decommissioned without waiting for confirmation sampling results by ripping up bottom liner. Department staff converted cell treatment system to landspreading without a liner and allowed further spreading to a depth of approximately one foot thickness. FAA's contractor erroneously spread some of the soils over the tank farm area which had been excavated and backfilled with clean fill. Summer 1998 sample results indicate diesel range organic levels as high as 7,200 mg/kg are still present in the soils. Combination LUST and CS Site.

8/21/2017 Site Characterization Workplan Approved Final Work Plan for Lake Minchumina FAA Station Release Investigation was approved. This project includes sampling of the three existing monitoring wells, installation and sampling of up to two additional monitoring wells, Multi Increment (MI) sampling of the landspread and two stockpiles, and Ultra-Violet Optical Screening Tool (UVOST) probing to delineate petroleum contaminated soil (PCS) at eight Areas of Concern (AOCs). The landspread will be sampled in two Decision Units (DUs). Each landspread decision unit will be a vertically measured layer to be sampled at pre-determined depths. The two adjacent soil stockpiles will be MI–sampled as single, individual DU, one per stockpile, with well-defined sample depth intervals for each grid cell. John O'Brien
2/20/2020 Update or Other Action DEC commented on 2019 Draft Report for Lake Minchumina FAA Station Demolition and Remedial Action. The report detailed demolition of four buildings with lead based paint, ACM, and PCBs. Contaminated soil was added to soil stockpiles. The landfarm was tilled weekly during the field season. 4/2/2020 Update or Other Action DEC Approved 2019 Final Demolition and Remediation report. Four buildings were demo'd and weekly tilling efforts were detailed to remediate POL contaminated soils. All waste streams were accounted for and transport forms were included. Tim Sharp
6/7/2021 Site Visit DEC visited the site and observed the stockpiles being consolidated into the landfarm area, the remediated soil backfill material stockpile, and all other AOCs at the site. Building 300/600 contamination was summarized and will be added as a new source area. The Former Drum Storage Area was examined and no drums or contaminated soil was apparent, and will be assessed for closure determination. 4/25/2022 Document, Report, or Work plan Review - other DEC reviewed and submitted comments on the Draft 2022 Work Plan for Minchumina Soil Removal and Treatment. The work plan proposes excavating approximately 1300 cubic yards of petroleum contaminated soil to be landfarmed on site. The existing landfarm will have clean soil removed and added to a stockpile. 1/5/2023 Document, Report, or Work plan Review - other DEC received and reviewed the Draft 2022 Report for FAA Minchumina Soil Removal and Treatment. The report details excavation of petroleum-contaminated soil, landfarming operation and maintenance activities, and sampling of previously remediated soils for dioxins. The top foot of the landfarm was remediated in 2022 and is below applicable cleanup levels. Dioxins were detected in all samples collected but were all below cleanup levels. There is extensive petroleum contamination remaining in soils at several areas of concern, including the Former Building 600, “Hot Spots” 1-5, and at the petroleum, oils, and lubricants (POL) 1,2,4 excavation limits.
