Problems/Comments

Bldg 371/Bldg 4231/Liquid Fuels Maintenance/Former Boat Shop/Boathouse is located at the intersection of Inner Loop and Quarry Road. POL Supply and Maintenance Squadron currently occupies the site. The building is 350 feet west of Garrison Slough and 1000 feet downgradient of IRP site SS37, which was a mixing area for asphalt and a staging area for road oiling. There are two areas of contamination at this site: (1) groundwater and soil contamination on the NW side of the building near the location of a former aboveground storage tank (AST) and (2) soil contamination on the SSE side of the building that was discovered during a parking lot construction project in 2005. (1) In 1997 a 1000-gallon AST and associated fuel pump were removed near the NW corner of the building. 130 cubic yards of soil were removed in 2002 but GRO and BTEX remained and ADEC requested further site assessment. 2004 soil sampling identified benzene up to 0.389 mg/kg, GRO of 3680 mg/kg and DRO of 319 mg/kg. Groundwater sampling that same year found benzene up to 135 ug/L and identified a dissolved-phase benzene plume extending downgradient somewhere between 30 and 85 feet from the location of the former AST. 700 cubic yards of soil from the NW side of the building were stockpiled in 2004 but contaminated soil remains in the smear zone and below the water table. (2) In 2005 a contractor excavated around the building for a new parking lot. Contaminated soil was encountered and segregated on site and the parking lot was backfilled with clean soil and paved. PID screening from the onsite stockpile indicated GRO up to 2880 mg/kg, DRO up to 570 mg/kg, RRO up to 4470 mg/kg and xylenes up to 339 mg/kg. In 2006 ADEC issued a Notice of Violation (NOV) regarding the contaminated soils from the paving project.

1/27/2005 Update or Other Action ADEC received a draft site characterization report. After comments are addressed, report will likely be approved. At building 371, BTEX and GRO contamination was found in the soil and ground water. Approximately 700 cubic yards of soil were removed and stockpiled at Eielson AFB. 3/16/2005 Site Characterization Report Approved Please note that ADEC does not consider this effort a complete characterization as required by 18 AAC 75.335. The site characterization report did not include a conceptual site model to assess the exposure pathways or an evaluation of cleanup technologies. ADEC expects the conceptual site model and evaluation cleanup technologies in a future proposed plan for each site. ADEC concurs with the following information for Building 371 – Former Boat Shop: 1. One area of benzene, toluene, ethylbenzene, and xylene (BTEX) and GRO contamination was identified northwest of Building 371 at the fuel pumps. The contamination exists in both the soil and ground water above the ADEC cleanup levels in Tables B1, B2 and C. 2. Approximately 700 cubic yards of contaminated soil were excavated and transported to the Contaminated Soil Stockpile Cell #2 on Eielson Air Force Base. 3. Contaminated soil remains within the smear zone and below the water table. Ground-water contamination east of Building 371 remains. Emily Youcha

9/13/2006 Spill Transferred from Prevention Preparedness and Response Program Site transferred from PERP staff Toivo Luick. Spill No. 06309911502; spill date = 4/25/06; PERP file no. 107.02.004; substance = gasoline range organics, diesel range organics, and benzene, toluene, ethylbenzene, and xylenes; volume unknown. A second area of historic contamination discovered in summer 2005 during excavation for installation of an asphalt parking area. 11/5/2014 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 73897 Former AST. Restrictions are currently in place to prevent contaminant exposures. Approval is required for any activity on site that can result in access or movement of groundwater or soil. A 200-foot buffer boundary is on the site until better delineation can be defined. 5/12/2020 Update or Other Action A draft Decision Document (1 Part B) was submitted for Eielson Source Areas: MY512, MY518, SO504, SS078, and ST011. All of the sites have underlying PFAS contamination and are within the PFOS/PFOA groundwater plume. PFOS/PFOA contamination associated with groundwater in these areas will be addressed under the CERCLA regulatory program in accordance with the Eielson federal facilities agreement. Dennis Shepard
2/9/2022 Update or Other Action DEC approved and signed the Decision Document for Eielson Performance Based Remediation Source Areas SO075, SS078, SO504, MY512, and MY518, Eielson Air Force Base, Alaska (May 2021). The Decision Document describes the remedial actions at Eielson Source Areas SO075, SS078, SO504, MY512, and MY518, all of which are associated with potential contamination resulting from petroleum, storage, distribution, and/or use. The U.S. Air Force (USAF) is managing remediation of petroleum, oil, and lubricants (POL) or petroleum-related contamination at these source areas in accordance with the State-Eielson Agreement (USAF 2014d), the two-party agreement. Any Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) constituents remaining will be addressed by transferring source areas back to the Eielson Air Force Base, Federal Facility Agreement Under CERCLA Section 120 (USAF 2013a), the three-party agreement.
