Problems/Comments

Bulk fuel above ground storage tank (AST) operations contaminated soils and groundwater with gasoline and diesel above cleanup levels. Chevron constructed the first ASTs in the 1930s and were used and replaced by subsequent owner/operators including White Pass and Wards Cove Packing. The bulk fuels facility is located on property also used for fish processing and vessel repair. The property is now managed under an institutional site control agreement to ensure no water wells are installed and future land use remains commerical/industrial as part of the DEC cleanup complete determination in 2005. In 2006, ownership of the property was transferred to the City of Craig (Craig). The Craig plan to redevelop the property into a mixed-use area began by subdividing the tract and establishing a commercial property in the southeast corner (Lot 1). After moving a former residence from the northeast corner of the property, Craig discovered contaminated soil from an leaking aboveground heating oil tank. Craig excavated contaminated soil within the boundary of Lot 1. Contaminated soil was placed between liners in a temporary stockpile on the adjacent property. Menzies Engineering performed an assessment of soil contamination on Lot 1 and drafted a work plan to Craig to maintain and treat (fertilizing and tilling) the stockpile. In 2013 DEC approved a plan to continue active treatment after transferring the contaminated soil from the CBP/WCP site to an equipment and materials storage lot on Tanner Crab Road managed by Craig. The Lot 1 property is now occupied by a new commerical building. The 2014 Report by CDI recommends closure for this site.

9/26/2000 Update or Other Action Teleconference with Darryl Snow at AIG. Just discovered there is petroleum contamination at the secondary tank farm. I gave conceptual approval to use the approved cleanup levels at the secondary tank farm with the caveat that we needed documentation and that based on what we see on paper ADEC could change its mind. Cleanup reports for primary and secondary tank farms expected this fall. Wards Cove is responsible for the secondary tank farm and Chevron for the primary. Thus the two reports. On site resident has been hired to monitor sheen in the bay over the past year. Intertidal samples have been collected plus monitoring well information. Sheening appears to be gone. Bill Janes

SA has identified problems with Wards Cove boatyard area. Lead and dissolved lead contamination found. 10/15/2010 Update or Other Action ADEC received a letter from the Craig City Administrator acknowledging the State's request to model residual oil contamination at the former cannery property and provide an update on the condition of the offsite contaminated soil stockpiles located on Port St. Nicholas Road. 2/16/2011 Site Visit Site visit was conducted today by DEC to determine the status of the contaminated soil stockpiles located on the property and on Port Saint Nicholas Road. A Work Plan is due from the City of Craig for 2011 field work to assess the condition of contaminated soil stockpiles and the residual soil contamination associated with a spill from the heating oil tank at the former faciity supervisor's property on the corner of Main and First Streets in Craig. 11/13/2012 Site Visit DEC met with City Manager John Bolling in Craig City office to discuss plans to collect soil samples from the contaminated soil stockpile located on the street above the former Wards Cove Packing site. 5/30/2014 Final Cleanup Report Reviewed DEC has evaluated the contaminated soil stockpile sampling report submitted by CDI. DEC finds the report is consistent with the approved work plan dated May 8, 2014. The results of sampling are that concentrations of the contaminants of concern (DRO and RRO) in soil are below the most conservative migration to groundwater soil cleanup levels. Since any remaining contamination will continue to attenuate in the future, DEC approved land spreading the soil on-site. The 2014 Report by CDI recommends closure for this site. Bruce Wanstall
10/9/2014 Institutional Control Periodic Reporting With regard to Institutional Controls established on the remaining Wards Cove Packing property, Craig Bulk Plant Source Area, the City of Craig shall report to DEC every five years to document land use is unchanged, or report as soon as the City of Craig becomes aware of any change in land ownership and/or use, if earlier, with a written description and photographs of the condition of ground surfaces overlying the contamination with notation of any changes since the last report. ICs include restrictions on changing land use, installation of water wells and development and/or excavation. Any of these actions must be coordinated with DEC and approved with the DEC IC Unit before any work begins. By signing the closure determination agreement, it is the responsibility of the owner/operator/land manager to maintain the terms of the Institutional Controls as stipulated in the signed agreement. 10/16/2014 Cleanup Complete Determination Issued DEC has reviewed the environmental records for the referenced site. The decision letter in this site record explains the site history, cleanup activity and specific conditions required to effectively manage any remaining contamination. No additional remedial action is required as long as compliance with these conditions is maintained. In order to insure proper management of the remaining soil contamination, DEC has determined that an institutional control (IC) agreement, signed by current and any future landowners and/or managers, is necessary for the remaining former Wards Cove Packing (WCP) property. The determination letter identifies the nature and extent of contamination remaining on these properties and establishes IC conditions that the owners and operators are subject to in accordance with this decision document. Groundwater Use Restrictions Installation of groundwater wells on the former WCP property is restricted and requires coordination with DEC for approval, before any work begins.
Excavation / Soil Movement Restrictions Sub-surface soil contamination remains at the former AST site in the upper operations area and at the steam shack, drum pit, pipeline corridor and truck rack in the lower operation area of the former WCP property. When development and/or excavation requires disturbance in any of these areas, the soil must be evaluated and contamination addressed in accordance with a DEC approved work plan, before any work begins.
Restricted to Industrial / Commercial Land Use Any future change in land use may impact the exposure assumptions cited in this document. If land use and/or ownership changes, these management conditions may not be protective and DEC may require additional remediation and revised conditions.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
