ADEC sent letter to Norm Straub of AKARNG recommending that the contaminant levels remaining in the ground be protective of migration to surface water. Since surface water and/or wetland areas are in close proximity to the contaminated soil, ADEC recommended the additional removal of contaminated soil in the area of stressed vegetation to maximum extent practicable. |

DEC issued a letter stating the following: DEC has completed review of the document titled: Final Interim Removal Action Plan, Federal Scout Armory, Kasigluk, Alaska dated March 2004 and offers the following comments.
DEC concurs with the general approach of the plan however, can not provide approval to the plan as written. The plan provides a general approach for the excavation, and handling of impacted petroleum contaminated soil but lacks site specific detail for DEC approval under 18 AAC 75. DEC understands that the AKARNG is performing this action to reduce risk to human health and the environment under 18 AAC 75.330, to provide for a partial cleanup at the site and not achieve cleanup levels. It is presumed that information gathered during this interim action will provide data to be used in determining any future actions required for site clean up.
In conclusion, DEC has no objection to the interim removal approach provided and will defer any further regulatory decisions until review of the data collected from the site work. |

Staff reviewed the Installation Action Plan and sent a comment letter to the AKARNG.
The plan provides a summary of the site investigation (SI) that identified three areas of concern (AOC). AOC 1 was reported to be the location of a fuel release in 1990 of unknown quantity and showed diesel range organics (DRO) up to 97,000 mg/kg in surface soil. Subsurface soil samples collected at the permafrost interface (about two feet below ground surface) contained DRO up to 450 mg/kg.
AOC 2 is around the new aboveground storage tank (AST). In 1992, surface soil samples from this site contained DRO up to 89,000 mg/kg in the surface soil and at the permafrost interface contained 180 mg/kg. AOC 3 is an area around the storage van that had been used to store drums. In the Preliminary Assessment, it was noted that the storage unit contained half of a drum of dry cleaning solvent. The analysis of the soil did not include chlorinated hydrocarbons. The Alaska Department of Environmental Conservation (DEC) requests that this area be resampled and analyzed for chlorinated hydrocarbons.
An Interim Removal Action (IRA) work plan was reviewed by this office in 2004. It is unclear if the removal action occurred. This information should be included in the IAP if available, as well as, a report should be provided to DEC. If the IRA did not occur, the estimated date of the action should be included in the IAP.
The IAP suggests that soil will remain above the Method II cleanup level of 250 mg/kg after the IRA. While this level is appropriate for soil, the site of the Armory is a wetland and the water quality standards found at 18 AAC 70: total aqueous hydrocarbons (TAqH) in the water column may not exceed 15 µg/l, total aromatic hydrocarbons (TAH) in the water column may not exceed 10 µg/l and, surface waters must be virtually free from floating oil, film, sheen, or discoloration apply. The IAP states that development of an alternative cleanup level (ACL) is programmed as a remedial design. Due to the wetland nature of the site the development of an ACL will need to assure that the water quality standards will also be met. |

Interim Removal Action Approved |
The final report for the Interim Removal Action at Kasigluk documents the removal and off-site treatment of 28 cubic yards of petroleum contaminated soil from two areas at the site.
Confirmation sampling from the limits of the excavations showed diesel range organics (DRO) remaining in Area 1 up to 16,000 mg/kg. Three of the six samples analyzed had results rejected due to moisture content of greater than 90%. Area 1 is associated with a former above ground storage tank. Further characterization of the remaining extent of contamination will be needed to determine the appropriate remedy for Area 1.
Area 2 is associated with the current AST. Confirmation sampling at the limits of the excavation showed DRO remaining up to 594 mg/kg.
The report demonstrates that the action meets the requirements of 18 AAC 75.330, Interim Removal Actions.

The report recommends alternative soil cleanup levels based on the aliphatic/aromatic split determined by the Washington EPH/VPH methods. The total DRO based on this is 10,975 mg/kg. This value is calculated from the ingestion cleanup levels of 4100 mg/kg DRO aromatic and 10,000 mg/kg DRO aliphatic. ADEC has no objection to the use of these cleanup levels. Confirmation sampling will be necessary to show all three levels,(total DRO by AK102, DRO Aromatic and DRO Aliphatic) are met for each site.
