7/2/2004 Update or Other Action DEC issued a letter stating the following: DEC has completed review of the document titled: Final Interim Removal Action Plan, Federal Scout Armory, Kwigillingok, Alaska dated March 2004 and offers the following comments. DEC concurs with the general approach of the plan however, can not provide approval to the plan as written. The plan provides a general approach for the excavation, and handling of impacted petroleum contaminated soil but lacks site specific detail for DEC approval under 18 AAC 75. DEC understands that the AKARNG is performing this action to reduce risk to human health and the environment under 18 AAC 75.330, to provide for a partial cleanup at the site and not achieve cleanup levels. It is presumed that information gathered during this interim action will provide data to be used in determining any future actions required for site clean up. In conclusion, DEC has no objection to the interim removal approach provided and will defer any further regulatory decisions until review of the data collected from the site work. David Pikul
6/2/2005 Update or Other Action Staff reviewed the Installation Action Plan and submitted the following comment. The IAP summarizes the results of a Site Investigation in 1998 that identified two areas that had been impacted by diesel range organics (DRO). The area near the old above ground storage tank had up to 64,000 mg/kg DRO in surface soil. The area near the conex contained DRO in surface soil up to 47,000 mg/kg. Permafrost was found in all borings at depths from 2.5 feet to 3 feet below ground surface. The Kwigillingok Federal Scout Armory is located on a wetland and is accessed via a boardwalk during the summer months. Soil moisture content in the above samples was up to 92%. An Interim Removal Action is expected to occur this spring to address these two areas. An Alternative Cleanup Level (ACL) demonstration report is planned and will contain additional site characterization data from the IRA and will propose ACLs. The cleanup strategy speculates that there may be contamination remaining along the pipeline corridor above ACLs and that the wetland site and its peat soils should be considered in the closure determination for the site. DEC requests that the pipeline be cleaned and capped or removed to prevent future contamination. The proposed cleanup strategy if a no further action determination is not possible, is that long term monitoring and five year reviews be implemented until the site can be closed. When the alternative cleanup level demonstration results are available, DEC would like to work with the AKARNG to determine the most appropriate actions for the site. Debra Caillouet

4/11/2008 Site Characterization Report Approved Final Alternative Cleanup Level Demonstration Project Report, Kwigillingok Federal Scout Armory, May 2006 The Alaska Department of Environmental Conservation (DEC) received the above report on April 9, 2008. The report provides the results of sampling in hot spots and background locations with the intention of developing alternative cleanup levels for the site. The data provided does meet the requirements of 18 AAC 75.335, Site Characterization, but does not provide a complete characterization of the contamination as evidenced by the contamination remaining after the Interim Removal Action. The samples obtained for TOC and bulk density were collected from two to three feet below groundsurface (bgs). The Interim Removal Action showed contamination remaining at 6-12". The sampling logs from this report indicate that the soil types change around 2' bgs, therefore the alternative cleanup levels proposed in this report are not applicable to the contamination remaining on site and are not approved. 4/29/2008 Interim Removal Action Approved The final report for the interim removal action at the Kwigillingok Federal Scout Armory documents the removal of 10 cubic yards of petroleum contaminated soil from two areas. Area 1 was associated with a former above ground storage tank and its fill pipeline. Confirmation samples at the limits of the excavation for Area 1 contained up to 89,300 mg/kg diesel range organics (DRO), 642 mg/kg gasoline range organics (GRO), 0.0711 mg/kg benzene and 8.55 mg/kg ethylbenzene. Additional cleanup will be needed for Area 1. Area 2 was the site of a former drum storage area. Confirmation sampling at the limits of the excavation contained up to 103,000 mg/kg DRO. Additional remedial action will be required for Area 2. The report documents the actions were consistent with 18 AAC 75.330, Interim Removal Actions. Debra Caillouet
