Problems/Comments

Isolated areas of de minimus volume of petroleum hydrocarbon contamination were identified in and around the old Snow Removal Equipment Building (SREB) at this site. Samples of stained soil contained up to 21,700 mg/kg of residual range organics. The estimated cumulative amount of 100-150 cubic yards was to be encapsulated between a geotextile liner and gravel floor in a newly constructed SREB at the same location. Due to the remote location and expense of alternative remediation efforts, this plan was approved by ADEC on June 18, 1998. No remediation efforts have been peformed to date, but funding for an upgrade of the SREB floor is planned pending funding. In July 26, 2009 Nortech environmental conducted inspect of the SREB floor. Surface stains were observed on 20% of the floor. PID readings indicated contamination between 0-8.4ppm. Three analytical samples were collected and showed DRO and RRO above ADEC cleanup levels. Suspected contaminants released are lube oil, motor oil, gasoline, and diesel.

Action Information

Action Date Action Description DEC Staff
6/9/1998 Report or Workplan Review - Other On this date, DEC received Phase 2 Environmental Audit Kobuk Airport Kobuk, Alaska, dated December 2, 1997, and submitted by the ADOT&PF. The SREB building has historically housed diesel powered vehicles only; there is no gas powered vehicles or USTs/ASTs at the site. No GW exists on the airport property. Contamination on the gravel floor appears to be from de minimus spills of oil, hydraulic fluid, and antifreeze; no heavily stained areas and no petroleum odor was noted. Four composite samples collected: three inside the building (east end, center, west end), and one outside the building, 30 ft. to the north; collected at 2 ‘’ bgs, analyzed for RRO, contained up to 21, 700 mg/kg. Depth of contamination is unknown, but may extend down to at least 1.5 ft. in some areas. It is estimated that 100 cubic yards of impacted soil remains. Various remediation options were discussed including: On-site incineration, remove for thermal remediation or land farming, or incorporate/encapsulate into the floor. It appears the incorporate/encapsulate option may be chosen pending future constructive efforts of a concrete floor at the site. Grant Lidren

5/14/2010 Update or Other Action A communication with Sam Meyers of ADOT&PF on this date, indicates the Kobuk SREB Upgrade is included in the Northern Region SREB Upgrades-Stg 1, which is a contingency in 2010 and is expected in 2012. Grant Lidren
7/23/2010 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 74075 name: Spills and leaks Grant Lidren
3/13/2012 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 74075 Spills and leaks. Grant Lidren
1/7/2015 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 74075 Spills and leaks. Joshua Barsis
12/28/2015 Update or Other Action File review on this day. No new information. Joshua Barsis
5/3/2016 Update or Other Action Contacted Sam Myers of DOT. Upgrade to SREB is still planned but there is no proposed work schedule at this time. Nathan Maxwell
3/16/2017 Meeting or Teleconference Held Meeting with ADOT, ADEC, and PDC to discuss construction work for summer 2017. Erin Gleason
3/20/2017 Report or Workplan Review - Other Received July 26, 2009 report from ADOT &PF. Nortech Environmental was contracted by the ADOT to sampled the dirt flooring of the Snow Removal Equipment building in Kotlik, Kobuk, and Brevig Mission. Floor is composed of 1.5-3 feet of gravel with an impermeable liner beneath. Surface stains were observed to cover 20% of the floor at the Kobuk SREB. In addition, Nortech suspects subsurface contamination not associated with the visible surface stains. Over the years, gravel has been added to the SREB to level the flooring, as such some of the contamination may be covered. At the time of sampling the ground was frozen below 6 inches. Field screening with PID showed contamination between 0-8.4 ppm. Additional colourmetric field screening was also conducted at this time. Three analytical samples were collected and resulted in DRO and RRO above ADEC cleanup levels. GRO and BTEX were detected but beneath ADEC cleanup levels Erin Gleason
5/26/2017 Update or Other Action Received email from C. Johnston at ADOT, work is planned for summer 2018. Erin Gleason
