Problems/Comments

Batteries were found while clearing an area behind Eaglecrest maintenance shop; 1,400 pounds of batteries and 15 cubic yards of soil and metal were removed. Historical (1999) sample data on confirmation samples at the limits of the soil removal action confirmed that levels of total metals arsenic, selenium, chromium and lead in remaining soil are above DEC Method Two Migration to Groundwater Cleanup Levels. Groundwater characterization is needed to determine if metals contamination is migrating off-site to Fish Creek.

12/10/2014 Document, Report, or Work plan Review - other DEC has reviewed: Eaglecrest Maintenance Shop Site Groundwater Monitoring (Report) letter/report dated November 20, 2014. Carson Dorn Inc. (CDI) completed the report documenting the results of sample collection at the referenced site and laboratory analysis for the total metal chemicals of concern (COCs). DEC concurs with the conclusions and recommendations and approves the Report with a comment on the use of dissolved metals vs. total (recoverable) metals as groundwater cleanup levels and how the data may be used to achieve site closure. 7/21/2016 Update or Other Action ADEC contacted the environmental consultant to determine status of the sampling; the CBJ project manager is not available. Sent a copy of the report approval letter that agreed with the consultant recommendation for another round of samples be collected from the monitoring wells before closing out the site. 3/13/2019 Site Characterization Report Approved ADEC Contaminated Sites Program staff reviewed and approved “Eaglecrest Ski Area Maintenance Shop Site – Groundwater Monitoring” (Report) dated February 11, 2019 from Cox Environmental Services (CES) for the Eaglecrest Maintenance Shop site in Juneau, Alaska. This Report was submitted to ADEC’s Contaminated Sites Program via email on February 12, 2019. Field work generally consisted of sampling two groundwater monitoring wells and collecting samples for laboratory analysis. Annual groundwater monitoring will occur until stable or decreasing trend is established. On October 25, 2018, two groundwater monitoring wells (MW-1 and MW-2 were sampled for total and dissolved metals concentrations Three metals were confirmed above ADEC’s Table C groundwater cleanup levels (CL) in MW-1: arsenic (0.31 mg/L, CL = 0.00052 mg/L), cadmium 0.03 mg/L, CL = 0.0092 mg/L), and lead (0.79 mg/L, CL = 0.015 mg/L). Barium, selenium, and silver were detected, but at concentrations below Table C groundwater cleanup levels. Mercury was confirmed at non-detect concentrations. Total chromium concentration in MW-1 was 2.3 mg/L. Arsenic was the only metal confirmed above Table C groundwater cleanup levels at 0.0061 mg/L (CL = 0.00052 mg/L) in MW-2. Barium and lead were detected in MW-2, but at concentrations below Table C groundwater cleanup levels. Cadmium, selenium, silver, and mercury were confirmed at non-detect concentrations in MW-2. Total chromium concentration in MW-2 was 0.043 mg/L. Amy Rodman
9/25/2019 Site Characterization Report Approved ADEC has reviewed and approved the “Eaglecrest Maintenance Shop– Groundwater Sampling” (Report) for the Eaglecrest Maintenance Shop site in Sitka, AK dated September 12, 2019. The report was submitted to ADEC via email on September 20, 2019 by Cox Environmental Services. Field activities were conducted on August 21, 2019 and generally consisted of sampling groundwater monitoring wells MW-1 and MW-2 for laboratory analysis of total and dissolved metals. Arsenic was detected above Table C groundwater cleanup level of 0.00052 mg/L in MW-1 and MW-2 at 0.017 mg/L and 0.006 mg/L, respectively. Lead was detected in MW-1 at 0.044 mg/L, above the Table C groundwater cleanup level of 0.015 mg/L. ADEC concurs with the recommendation for another round of groundwater sampling to continue to establish a trend in groundwater concentrations towards closure with institutional controls. Amy Rodman

ADEC has reviewed the draft groundwater monitoring report and provided comments.
