Problems/Comments

On October 19, 1999, 300 gallons of home heating oil (HHO) spilled from an above ground storage tank (AST) after it was completely filled and fell off its stand. On 10/26/1999, approximately 40 cubic yards of soil was excavated and placed on liners. Contamination still remains in soil. The mobile home was moved from the site spreading the contaminated soil stockpile. Sheen has not been observed in the slough near the spill. Linda Deeble (squatter) was owner of the AST. Property owner Robert Wornath defaulted on taxes and property title transferred to the Mat-Su Borough on 1/10/2001. The site is off the north side of Hatcher Pass Road, 3.2 miles east of Parks Highway.

11/22/1999 Site Visit Soil samples were also taken from the bottom of the excavated area by a PERP responder using a PetroFlag Hydrocarbon Field Data Test Kit. Nine samples of the excavation sidewalls and bottom were taken between 24" and 42" bgs and the results ranged from 2,373 ppm to >720,000 ppm TPH. 5/18/2000 Site Visit Accompanied by Jace Johnson performed a site visit. No sheening observed in Willow Creek slough behind trailer. Excavation area backfilled with soil. Staining still exists on trailer edge of backfilled excavation. Stockpiles were intact with covers. Frank Wesser
8/21/2001 Update or Other Action The PERP sent a "Request of Cleanup Completion" letter to Ms. Deeble and Mr. Wornath. The letter indicated financial responsibility to the addresses for the spill and requested a work plan by 9/10/01 for site characterization and cleanup. Frank Wesser

3/12/2004 Update or Other Action Received a correspondence dated 3/10/04 from Nancy Hereford of the Mat-Su Borough. The letter indicated that the borough received the property by default of taxes by Robert Wornath on January 10, 2001. No remedial action taken by borough. A review of the foreclosure file provided no information that the borough was aware of the contamination at the property prior to the Clerk's Deed. However, Mr. Wornath notified the borough by telephone on 7/6/01 that fuel had been spilled on this property by squatters and that ADEC was after him to clean it up. The borough informed the ADEC and talked to Mr. Wesser who confirmed the contaminated site. The borough was copied Mr. Wesser's 8/21/01 letter to Ms. Deeble and Mr. Wornath. A voice mail was left for Mr. Frechione on 2/4/04 requesting a site status update but has not yet received a response from him. Eric Henry
6/13/2005 Site Visit Site visit. Only one of the stockpiles placed during PERP site work remained in place. Remaining stockpile did not have hydrocarbon odor in the outer 8 inches of the pile. There was no hydrocarbon odor in soil where the second stockpile would have been spread. The site is about 100' from a stream at the backside of the property. No sheen was observed in the stream or in a culvert buried vertically into the groundwater near where the release occurred. The site is littered with abandoned cars, appliances, building remnants, and trash. Eric Henry

7/1/2009 Update or Other Action The Contaminated Sites Program (CSP) received a return telephone call from Catherine Breitsprecher, wife of the property owner, in response to the voice mail left for Scott Breitsprecher yesterday. The CSP informed her of the fact that the property is a contaminated site and it was protocol to send her a Potentially Responsible Party letter. Bill Petrik
7/7/2009 Update or Other Action The Contaminated Sites Program (CSP) received a telephone call from Scott Breitsprecher, the property owner, from Iraq, and discussed the situation including site history and possible remedies. Mr. Breitsprecher indicated that he was aware that the site was contaminated before he purchased it. The CSP informed him that it was protocol for the CSP to send him a Potentially Responsible Party letter. Bill Petrik

9/26/2012 Update or Other Action Contaminated Sites sent a letter requesting that responsible party contact DEC regarding the contamination at the residence. 8/25/2017 Site Characterization Workplan Approved The ADEC has reviewed Willow HHOT Workplan dated August 24, 2017. The plan summarizes site characterization work to be completed at the Willow HHOT site (file 2268.38.001). At this time the ADEC has no objections to this plan. Chelsy Passmore
6/27/2018 Document, Report, or Work plan Review - other In September 2017 a total of seven analytical samples were collect from five test pits and the stockpile remaining on site. Samples were analyzed for GRO, DRO, RRO, VOCs, and PAHs. Test pits TO01, TP02, and TP05, contained DRO ranging from 20mg/kg to 200mg/kg, below the ADEC Table C Migration to Groundwater (MTGW) cleanup level of 250 mg/kg. Fluoranthene, and pyrene were detected in TP05 at .017mg/kg, and .013mg/kg respectively, also below ADEC MTGW cleanup levels. One analytical soil sample, plus one duplicate sample collected from the stockpile remaining on site contained detectable concentrations of GRO, DRO, 1-methylnapthalene, 2-methylnapthalene, fluoranthene, and pyrene, which were all below ADEC Table C MTWG cleanup levels as well. Test pits were then backfilled with excavated soil. Groundwater was encountered at 5-6 feet below ground surface (bgs), but was not collected for analytical sampling during this event. 6/28/2018 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC) Contaminated Sites Program (CSP), has completed a review of the environmental records associated with the Residence – Willow HHOT site located at 20657 West River-Aire Drive in Willow, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk.
