Problems/Comments

Vertical AST tanks were replaced with horizontal ones. 12" of gravel, the old liner, and 2' of soil below the liner to permafrost were removed. 3 Samples described as "composite" collected at permafrost had detectable GRO below Method 1 Arctic soil cleanup levels; DRO was at 178, 243 and 387 mg/kg. Excavation was backfllled with clean soil, then layers of insulation, geotextile, a liner and 12" of clean gravel before the tanks were installed. Excavated material was placed on a liner on site until lab results were available. Approximately 300yd contaminated soil/gravel was then moved from gas station tank farm to a larger tank farm at the Petro Star Refinery and placed on a liner.

12/10/2007 Conditional Closure Approved The Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed review of the environmental records associated with the Barrow Gas Station Tank Farm. Based on this information, ADEC has determined that the site shall be conditionally closed. The soil contamination on site has been adequately addressed and does not pose a risk to human health or the environment. Bill O'Connell
12/10/2007 Institutional Control Record Established There is contamination remaining above established cleanup levels at the Barrow Gas Station Tank Farm but ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be conditionally closed, subject to the following conditions: 1. A Notice of Environmental Contamination will be recorded on the ADEC database to document that there is residual contamination remaining on site above the most stringent ADEC cleanup levels; 2. Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 78.274(b) Bill O'Connell
