Problems/Comments

Approximately 450 gallons of Heating oil spilled due to overfill of an underground storage tank by Express Fuels. Fuel flowed around 2 sides of the house foundation and traveled downward, contaminating soil around the house. Contaminated soil was removed but some contamination flowed under the foundation footer. Groundwater was contaminated slightly above cleanup standards. A vapor extraction system to remove volatiles from the soil by the foundation and in the crawlspace has been installed. Requirements

Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Other The Landowner shall notify ADEC prior to any sale or transfer of the property and shall report to ADEC every 2 years to document the status of compliance with the institutional controls established for this site.
Groundwater Use Restrictions No groundwater wells shall be installed in the area covered by the institutional controls without prior ADEC approval.
Maintenance / Inspection Of Engineering Controls The vapor barrier shall remain in place and be adequately maintained until ADEC received documentation that soil beneath this structure meets ADEC cleanup levels.
When Contaminated Soil is Accessible, Remediation Should Occur In the event that the remaining contaminated soil becomes accessible in the future due to the building being removed, the land owner shall notify ADEC and, if determined necessary, cleanup the soil.
New Construction Restrictions If the use of the building changes, or if other buildings are constructed within 30-feet of the contaminated area, ADEC must be notified and may require a vapor intrusion evaluation to determine if building occupants could be affected by vapors.
