Problems/Comments

Golovin reported concerns about their old landfill eroding into Chinik Creek in 1999. ADEC staff conducted a site screening, identifying four areas of concern in Golovin: the Old Landfill, the ASTs associated with the school and the City Tank Farm, five leaking and deteriorating drums of tar on the beach southwest of the village and the former CAA site, which is now residential housing. The Old Landfill is eroding into the creek and is in the flood plain path. Landfill contains fuel barrels, car batteries, refrigerators, freezers, and fuel cell transformers. Greg Light confirmed with the manufacturer that the transformers identified did not contain PCB's. Current landfill is approximately 2 miles northeast of the city and accessible by a maintained gravel road. The Chinik Creek is anadromous and used for local water supply, fishing, and bathing. The current village water source is surface water upgradient from the Old Landfill and is gathered from an infiltration gallery located in Chinik Creek. Site was awarded a DEC brownfield assessment in 2007. Brownfield project tracked under file 590.57.001 until 2020 when it was combined with 590.38.003 per phaseout of Brownfield tracking.

8/18/1999 Meeting or Teleconference Held ADEC staff Greg Light visited Golovin to perform site screening. During visit he identified the Chinik Creek Landfill as owned by Golovin Native Corporation. The landfill is old, and not currently used. Past disposal practices did not include sorting, and waste oil was routinely poured into the unlined landfill and sometimes burned. Light identified solid waste visible along the eroded edge of the formere landfill and on the beach. Chinik Creek is an anadromous stream. Villagers identifed that the landfill site is expected to remain vacant but may be used for recreational activities. The landfill is downstream from the village drinking water source. 4/5/2007 Update or Other Action Request for a DEC Brownfield Assessment received from the Chinik Eskimo Community for the Old Golovin Dump at the mouth of Chinik Creek. The old dump is eroding and exposing the old garbage; site is too close to the new airport; water supply intake system is upstream on the creek, but during storm surges the water is pushed up beyond the water intake lines. Community wishes to reuse site for loading and offloading boats and for boat storage. Also important subsistence salmon habitat. Sonja Benson
4/5/2007 Update or Other Action Excerpt from DEC Brownfield Assessment request form: The local concern is that contaminants from the Old Golovin Dump may contaminate the area around the intake pipes for Golovin’s public water supply. During the October 23rd, 2005 severe fall storm, the storm surge and wind driven waves backed up Chinik Creek beyond the public water supply intake pipes. Sonja Benson

8/30/2007 Brownfields Award Site received DEC brownfield assessment notice to proceed to conduct environmental audit and baseline report of old Golovin Dumpsite and Alakanuk eroding dumpsite. FY 2008 EPA State and Tribal Response Program (STRP) funds $24,911 awarded to Chinik Eskimo Community. NTP# 18-9028-10. Current status: Project worked concurrently with Alakanuk project. 9/17/2007 Meeting or Teleconference Held DEC staff Sonja Benson visited Golovin along with a DEC term contractor to conduct DEC Brownfield Assessment (DBA) of old dump at Chinik Creek. Other concerns raised by community included former FAA (then CAA) site, and increasingly severe flooding and erosion of critical infrastructure during fall storms. Old fuel tanks from the previous tank farm that had been upgraded by AVEC were visible on the beach across Golovnin Lagoon, where they'd been transported during the fall storm of 2005. The dumpsite is situated at the mouth of Chinik Creek where it enters Golovnin Bay. The mouth of the creek was diverted during closure of the old dump to obtain construction materials. The diversion has changed the erosion pattern, eliminating the shoreline deposition that occurred when the creek mouth was oriented somewhat parallel to the coastline. Debris was evident, including an old canister of some sort, other metal debris and other material, eroding out from the beach about 15 feet from the water. 9/27/2022 Site Visit Following a significant storm event the previous week, DEC staff traveled to Golovin to assist residents and assess impacts. As part of this trip, DEC staff conducted a site visit of this location and took photos to document the state of the site post-storm. No new potential sources of contamination were observed.
