Problems/Comments

Aircraft refueling loop with three complexes: E-7, E-8 and E-9. Each complex includes an asphalt pad with adjacent areas of gravel and grass. Each complex has its own pump house (E-7: Bldg 1315, E-8: Bldg 1321, E-9: Bldg 1305), three 50,000-gallon USTs, one 25,000-gallon defueling UST and underground fueling and defueling lines. Groundwater is approximately 3-9 feet below ground surface. The large area enclosed by the taxiway loop north of E-7 contains surface water ponds. Garrison Slough is approximately 1,000 feet from E-7. Contamination is thought to be due to a variety of spills and leaks. Floating product up to 30-cm thick was measured above shallow groundwater at each of the three complexes. E-7: JP-4 leaks in subsurface fueling and defueling transfer pipes E-8: JP-4 surface spills from overfilling storage tanks E-9: (1) "extensive" leak detected Aug 1988, repairs Jun 1989, amount unknown; (2) leak on tarmac detected and repaired Jun 1989, amount unknown; (3) Leak in line to defueling tnak detected Jun 1992, repaired Jul 1992, amount unknown. Bioventing systems at E-7 and E-9 were used from 1991-2002. E-7 and E-8 were last monitored in 2002. Benzene at E-7 remains at concentrations up to 82.9 ug/L in groundwater. E-8 has benzene up to 46 ug/L. E-9 was most recently monitored in 2007. Several monitoring wells at E-7 and E-9 have shown fluctuations. 2011 field work will include further soil and groundwater site characterization. The Type III Hydrant Refueling System is a large compliance restoration site (DEC file 107.38.106/Hazard ID 4394) that encompasses ST20. This site also includes spill no. 17309906903; spill date = 3/10/17; substance = unknown; quantity = unknown; source = unknown; location = parking lot west of bldg. 1306, 64.650771, -147.056538, WGS84; PPRP file no. 107.02.004. Description: contamination discovered via field screening during geotechnical work (PID 50ppm in soil at 2.5 feet bgs). Soil cuttings were placed in drum #9129 and stored at LF003 pending analysis. 8/27/2002 Update or Other Action Staff met with EPA, AF, and RPO team to discuss results of 2001 sampling. Soil gas and soil sampling indicated the soil was clean at E-7, with the exception of one small area. We agreed to shut down the bioventing system at E-7. At E-9 there was a larger area that was still contaminated, but it is questionable whether the existing bioventing system can treat the area. We agreed to leave the system operating until the results of 2002 groundwater sampling event are in. If those results show the plume is stable, then the system can be shut off and the remedy will be natural attenuation. Ann Farris
9/19/2003 Meeting or Teleconference Held Staff attended a meeting with Air Force and EPA personnel to resolve comments on the draft Eielson Five-Year Review. Issues with the document included event-driven groundwater sampling at several contaminated sites, which we denied pending further clarification of the process, and closing numerous sites under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), but keeping them open under the State until 18 AAC 75 diesel range organic cleanup levels are met. 1/9/2004 Update or Other Action Staff is reviewing the draft final Five-Year Review for Eielson Air Force Base. The majority of ADEC’s comments on the original draft document have been addressed. There are a few items that are still not satisfactory, but staff expects to get resolution on these items in the next week and have a document ready for signature by the end of the month. Ann Farris
1/28/2004 Update or Other Action The Five-year review was completed and approved by all three parties. ADEC agreed to the Air Force decommissioning the bioventing systems. 3/1/2006 Update or Other Action Staff had a telephone call with Eielson AFB to discuss their long-term monitoring program optimization. Eielson would like to apply "event-driven monitoring" to many benzene-contaminated sites, where monitoring would occur when the concentration reached the MCL at a predicted time. They are using MAKSENS to do the statistical regressions and come up with a slope indicating benzene degradation rates. This slope would predict when the concentrations would reach the MCL and monitoring would occur at that time only. They would like to apply this slope to other "similar sites" to predict when the concentrations would reach the MCL. Eielson submitted the concept to AFCEE for review, but apparently AFCEE requested more data, which Eielson did not have. At this point, DEC has not reviewed any data on this concept and requested Eielson submit a report showing the data and justification of their assumptions. Emily Youcha
7/6/2006 Update or Other Action ADEC agreed to decrease sampling of the North Boundary Wells from annual sampling to biennial. Upcoming measurements will be summer 2007, 2009, 2011, etc. Concentrations of VOCs, SVOCs, and metals in the sentinel wells have been monitored annually since 1992 and there has been no detection of contamination. 9/20/2006 Update or Other Action Staff received a report from Nortech who worked on the environmental sampling during construction of the new taxiway at ST20. Widespread contamination was discovered in areas ouside of the E7, E8, and E9 fueling stations, but it is likely to be part of the entire fuel hydrant system. Two new additional spills were reported to PERP during the project. Staff met with PERP, Eielson, the Army Corps, and their contractors to discuss the contamination. It is unknown where the excavated contamination went, but it is highly likely it went back into the ground. ADEC staff was not involved in the sampling and analysis plan for this project, apparently the EPA project manager was involved. During the 5-year ROD review in 2008, I recommend that the site boundaries are better defined based on the new results. Emily Youcha
10/4/2006 Update or Other Action Staff received a request to treat a 2002 stockpile of petroleum contaminated soil from ST20 E8. The soil was from a 50 gallon spill at the pumphouse of JP8. About 20 cubic yards were dug up and placed in the CERCLA stockpile. Soil is likely compliance plus CERCLA soils. Soil was stockpiled and Eielson didn't have funding to treat it. The soil is contaminated with petroleum only but no lab reports are available (based on the COCs at the site, BTEX and DRO/GRO/RRO are the only COCs). I will approve treatement at OIT. Emily Youcha
9/25/2007 Meeting or Teleconference Held Contaminated Sites staff participated in a facilitated three-party meeting with the Air Force and Environmental Protection Agency (EPA) covering the environmental restoration at Eielson Air Force Base. The meeting was held in Seattle at the EPA Region 10 office. CS and the facilitator called for the meeting due to poor communication between the three parties and growing disagreements on matters fundamental to regulatory oversight on Eielson. Initially, each of the three parties was given an opportunity to talk generally about their involvement with the work at Eielson and their concerns. This lead to discussions of the Federal Facility Agreement (FFA) between the parties for base, as it appears that each party interprets specific sections of the FFA differently. Other topics discussed included the applicability of Freedom of Information Act exclusions applied to draft documents submitted to DEC, Eielson's plans for changing the frequency of groundwater monitoring for selected contaminated sites, vapor intrusion as a pathway to reconsider in the upcoming five-year review of records of decision, challenges posed by enforcing institutional controls as part of site remedies, and spill reporting coordination with DEC. 7/14/2008 Meeting or Teleconference Held ADEC participated in Eielson's 5 year ROD Review with EPA and Eielson. The sites covered in the ROD Review were the following: ST20, ST48, SS50-52, ST10/SS14, ST13/DP26, DP44, WP45/SS57, ST56, SS61, DP25, ST58, LF03/FT09, WP38 and SS67. Bioventing systems for ST10/SS14 and ST13/DP26 will cease operation during the summer of 2008. ADEC is concerned about LTM issues with SS35 and SS37 because of the potential for spills to be released from buried containerized wastes which are present at both of these sites. The vapor intrusion pathway will be evaluated at many of the sites where there are volatile compounds as a COC at the site and where there are potential receptors. All of these sites will be incorporated into Eielson's Land Use Control plan for the Base and the long term monitoring will be Event Driven Monitoring Program. Deborah Williams
11/24/2008 CERCLA ROD Periodic Review ADEC issued a letter of concurrence on the 2008 Five-Year ROD review for Eielson AFB. In the letter ADEC concurred with the current remedies but recommends further work on the following: the vapor intrusion pathway needs to be evaluated for all potential receptors at WP45/SS57 site along with further evaluation of the selected remedy to ensure the Remedial Action Objectives are going to be met. The buried drums remaining at SS35 may still contain product that may pose a potential risk to ecological and human health risk in the future. The area of buried drums identified outside of SS37 may pose a threat of an imminent release of hazardous substances and warrants further investigation or response action. As stated in the 2008 Five-Year ROD Review, the overall long-term protectiveness determination for the Sitewide OU/Garrison Slough remedy will be further investigated. A Land Use Control Management Plan should be developed and implemented. Deborah Williams
8/14/2012 Site Visit Conducted a site visit to observe well installation at ST20. Two drill rigs were installing monitoring wells in support of the 2012 Installation Wide Monitoring work plan. Both rigs were working at E7. During the visit, one well was placed downgradient of the former pumphouse. Field screening indicated that the soil boring was not contaminated. Another well was placed cross gradient close to the flightline. There was an obvious odor, and PID readings taken from the soil cores indicated that subsurface soil contamination was hottest near the water table with detections up to 690 ppm. Kim DeRuyter
5/7/2013 Site Visit Conducted a site visit in preparation for the Five Year Review. Late season snow still covered the E-7, E-8,and E-9 source areas at this site, but staff located several new monitoring wells. ST-20 is on the refueling loop within the Air Field fence so site acess is restricted. Ducks were observed in the ponded melt water from the late season snow at E-9. Kim DeRuyter

2/11/2014 Document, Report, or Work plan Review - other 2012-Final installation-wide monitoring program (IWMP) report received June, 24 2013. Remedial actions that have taken place at ST20 since 1988 and remedies have included: NAPL removal through passive skimming; bioventing and soil vapor extraction to remediate soil contamination; and groundwater monitoring. During the 2012 season eighteen monitoring wells were installed at ST20. Fourteen of these wells replaced historic wells that had been decommissioned and four were installed in new locations. Groundwater samples were analyzed and 3 COCs (Contaminant of concern), Benzene, Ethylbenzene, and Toluene exceeded the final remediation goal in wells at both E-7 and E-9 complexes. 3 COPC (Contaminant of potential concern), VOCs (Volatile organic compound), GRO/DRO (Gasoline/ Diesel-range organics), and PAHs (Polycyclic aromatic hydrocarbon) exceeded current MCL (Maximum contaminant level) or ADEC groundwater levels in wells located on both E-7 and E-9 complexes. Based on the comparison between the 2012 and historical concentrations and plume extents, groundwater impacts from contaminant of concerns have decreased, indicating a general decline in contaminant mass. Moreover, comparison of the former plume traces with the 2012 extent of contamination indicates the plumes are shrinking. However, based on the limited data available, additional monitoring is needed to determine contaminant trends for ethylbenzene and toluene in replacement wells 20M04B and 53M04B. Anna Iverson
5/1/2014 Document, Report, or Work plan Review - other 2013-Draft installation-wide monitoring program (IWMP) report received March, 26 2014. There are a total of 21 wells located across the area (E-7 = 8 wells, E-8= 4 wells, E9= 9 wells) 19 of the 21 were sampled during the 2013 spring season, with 2 for E-8 not being sampled due to frozen ground and 21 of the 21 in the fall season. Groundwater samples were analyze and 2 COCs exceeded standards both Benzene and Toulene were both found in exceedence of ROD FRGs for sampling in E-7 (2- fall, and 4-spring), and E-9 (1 fall, and 2-spring). COPC (Contaminant of potential concern) exceeded current MCL (Maximum contaminant level) or ADEC groundwater levels for GRO (2 wells) and DRO (1 well) in E-7 and EDB (1 well), GRO (3 wells), DRO (2 wells), RRO (1 well), and Benzo(a)pyrene (1 well) in E-9. Continued monitoring is needed to further evaluate the contaminant trends on site Anna Iverson
5/21/2015 Site Characterization Workplan Approved DEC and EPA jointly approved the "2015 Installation-Wide Monitoring Program Quality Assurance Project Plan, Addendum No. 4, Eielson Air Force Base, Alaska (Final)" dated May 2015. Activities described in the plan include sampling 27 monitoring wells at ST020 to gauge whether/how the concentration and lateral extent of the known groundwater contamination has changed. The Supplemental RI Work Plan Addendum is prepared with the intention of providing a detailed approach to support the objectives of characterizing contamination in general accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and applicable state laws at 29 source areas within Operable Unit (OU) 1, OU2, OU4, and OU6 at Eielson AFB.
