Problems/Comments

The former Air Corps Operations Reserve Tank Farm is located to the southwest of Engineer's Road (a.k.a. Airport Road), approximately 2 miles from the airport. Fifteen above ground fuel storage tanks and the associated pipeline system were built as part of the Air Corps Tactical Gas System during WWII and held nearly 750,000 gallons of fuel. Yakutat Army Base War Department maps indicate that the fuel tanks were supported by concrete saddles and were connected by service lines to pipeline system laterals. The laterals were connected by a drainage lateral that drained toward a pumphouse located near the center of the tank farm. The pumphouse was at the low point of the tank farm and drained all lateral lines. The reserve tank farm was connected by a main line to the Army Dock where gasoline deliveries were loaded directly from tankers. The piping system was buried in trenches, generally 2-5 feet bgs. A booster pump and associated oil-water separator on the main pipeline moved fuel to truck fill stands located along Engineer's Road and on the Air Base. Concrete vaults were constructed at lateral line junctions and lateral line-main line junctions. The 15 above ground storage tanks were removed shortly before the tank farm site was relinquished to the State of Alaska in 1948. The piping system was removed during 2008. The site was investigated as five concerns identified as L1-L5. Contaminants found above Method II levels were GRO, benzene, toluene, ethylbenzene in soil. In groundwater arsenic, barium, chromium, lead, mercury, GRO, benzene and DRO were detected above Table C levels. A removal action was completed at the Air Corps Tank Farm in 2016. Over 5,000 tons of petroleum contaminated soil was excavated and barged offsite for disposal. Contamination associated with ACOR Tank Farm was removed below applicable cleanup levels, and the conclusions support a cleanup complete determination for all areas of concern within the site.

4/28/2003 Update or Other Action The 2001 RI report indicates most tanks were sampled near the inputs with no sampling downgradient with the exception of Tank 8 where there also was a drum/debris area. In the drum/debris area GRO and BTEX was found above cleanup levels. At the pipeline junctions investigated no contaminants above cleanup levels were detected. Note: the main fuel pipeline boosted pump, oil-water separator, air release tank and the branch line to the truck fill stand were not investigated. Several PAHs were above Method II levels at tank foundations and the pipeline at the vault for the tank farm pumphouse was found to contain fuel and water. A spill incident was reported for this. 11/23/2004 Update or Other Action Response to comments on the draft feasibility study were received and reviewed. While the responses will add clarification to the document, DEC believes there is insufficient site characterization data. The Feasibility Study is premature. 12/14/2004 Interim Removal Action Approved The final report for the Interim Removal Action was approved. Approximately 6,000 feet of pipeline was cleaned and closed in place, another 1,600 feet of pipeline was removed and shipped off site for recycling. During the cleaning, 4,900 gallons of fuel was removed from the pipeline and shipped off site for reuse. 2,800 gallons of POL impacted water was treated and discharged on site. During the remedial action five areas were identified by high PID readings as containing potentially contaminated soil. Analytical testing was not in the scope of work. The report recommends that these five areas be sampled for additional characterization. The scope of work did not completely address the main pipeline proceeding northwest out of the area. The purpose of the QA work was to confirm that there were no undetected releases from the pipeline that was largely abandoned in place. 9/30/2009 Update or Other Action ADEC staff signed a CON/HTRW project closeout report for the Formerly Used Defense Sites associated with the Yakutat Air Base. The State of Alaska, through the Department of Environmental Conservation concurs with this USACE project closure. The decision may be reviewed or modified in the future if information becomes available that indicates the presence oif military CON/HTRW that may cause unacceptable risk to human health or the environment. 10/22/2010 CERCLA FS Contaminated Sites Staff submitted a letter to the US Army Corps of Engineers approving the Final Version of the Feasibility Study Report. Two separate drum dumps at the tank farm were investigated as AOC L1. Contamination was not found above applicable cleanup levels at the north drum dump, and no further DoD action was recommended. GRO, benzene, and toluene in surface and subsurface soil, and GRO and benzene in groundwater are considered COCs at the drum dump northwest of Tank 8 (South Drum Dump) at AOC L1. The pipeline system junctions investigated as AOC L2 consisted of seven concrete junction vaults within the tank farm, a fuel dispensing hose associated with a tank truck fill stand, 2 lateral and 1 drain line breaks, and a booster pump, oil-water separator, and air release tank. Contamination was not found above applicable cleanup levels at AOC L2, and no further DoD action was recommended. The 15 AST foundations were investigated as AOC L3. Benzene in surface soil at Tank 14, benzo(a)pyrene in surface soil at Tank 1, Tank 3, Tank 7, Tank 8, and Tank 11, and benzo(a)anthracene in surface soil at Tank 8 are considered COCs at AOC L3. Contamination was not found above applicable cleanup levels at ASTs 2,4,5,6,9,10,12,13, and 15; no further DoD action was recommended for these sites. The Truck Fill Stand No. 4 was investigated as AOC L4; benzo(a)pyrene and DRO in surface soil are considered COCs at AOC L4. The Tank Farm Pump House was investigated as AOC L5. 2/17/2015 CERCLA Proposed Plan The ADEC Contaminated Sites Program approved the February 2015 Proposed Plan for No Department of Defense Action Indicated (NDAI) for the Yakutat Air Base Formerly Used Defense Sites. The proposed plan included only the following areas of concern (AOCs) at this site: Air Corps Operations Reserve(ACOR) Tank Farm, North Drum Dump (AOC L1), ACOR Tank Farm Pipeline System Seven Junctions (AOC L2), ACOR Tanks 2, 4, 5, 6, 9, 10, 12, 13, 15 (AOC L3), and ACOR Tank Farm Pump house (AOC L5). For these AOCs, no additional remedial action, no additional review, no implementation of long term management or land use controls is planned by the Department of Defense. If new information becomes available indicating risk or concern of military-related contamination at these AOCs, further evaluation may be warranted. Jessica Morris

10/4/2017 Update or Other Action The ADEC Contaminated Sites Program sent a letter to the USACE documenting the State's non-concurrence with the Revised Property Survey Summary Sheet for DERP-FUDS Property No. F10AK0606, Inventory Project Report (INPR) for the Yakutat Air Base, Yakutat Alaska. ADEC does not have sufficient information to concur with the reduction of the overall Yakutat Air Base FUDS eligible projects, as described in the INPR. 7/30/2020 Update or Other Action ADEC received a copy of the “Declaration of Project Closeout Decision for Yakutat Air Base Formerly Used Defense Site CON/HTRW Project F10AK0606-06 L Concern – Air Corps Operations Reserve (ACOR) Tank Farm Yakutat, Alaska” dated May 2020 on May 01, 2020. ADEC agrees that this project closure is consistent with state investigation and cleanup requirements listed in 18 AAC 75. This decision may be reviewed and modified in the future if information becomes available that indicates an unacceptable risk to human health or the environment associated with the project.
