Problems/Comments

The site was reportedly part of an equipment parking area within the historic gravel mining and asphalt production facility that occupied University Lake to the north (which was created by gravel mining) and the area between University Lake and Tudor Road comprising an estimated 135 acres. Contamination appears to have resulted from surface diesel spills that were later covered when up to three feet of imported fill that was placed over portions of the former facility. Contamination was discovered at the site during geotechnical borings in 2000; additional borings in 2002 encountered maximum contaminant concentrations in soil of 4,490 mg/kg DRO from a sample at 11 feet below ground surface (bgs); 0.125 mg/kg benzene from a sample at 5.4 feet bgs and 0.08 mg/kg at 11 feet bgs. Depth to groundwater is expected to coincide with the surface elevation of nearby University Lake. Chester Creek is approximately 100 feet from the site. Former facility operators were Cheney Construction Company, Norcoast Constructors, Inc.; and a joint venture consisting of Rogers Construction, Inc., and Babler Bros. (Rogers & Babler)a division of (former) MAPCO. University Lake was created by gravel mining prior to the mid-1970s and provided material to the asphalt plant. During property development in 2002 the site was within former Tract D, Lot 4 of Tudor Centre Subdivision but as a result of re-platting in 2006 is now within the eastern portion of Tract F of Tudor Centre Subdivision; the site name was changed from Tudor Centre Subdivision Tract D4 to Tract F to reflect the current legal description.

7/20/2006 Document, Report, or Work plan Review - other Consultant for owner (RSE) reported that contamination was encountered on July 19th during excavation at the northeast corner of the building excavation footprint of the future day care center. Oil-stained soil was observed at a depth of six feet adjacent to crushed drums of viscous asphaltic-type oil; samples were collected for rush analysis for GRO/BTEX, DRO/RRO, PCBs, chlorinated solvents and RCRA metals. Consultant noted that the area soil consists of an approximate 8 to 10 foot thick fill pad placed over original peat ground surface. Consultant RSE also noted that in 2002 a similar cleanup of oil encountered in a nearby excavation took place in a location about 500 feet south of this site, and that characterization of similar oil at the 2002 site showed no exotics only DRO and RRO, noting that "We know the area was used extensively for asphalt batch plant and aggregate processing operations that were frequently fueled with Bunker oil." 7/21/2006 Document, Report, or Work plan Review - other Site closure was rescinded and a plan was approved in a letter dated July 21, 2006 following the discovery of contamination during foundation excavation work on July 19, 2006. Plan approval was granted for "Workplan for Excavation Segregation and Stockpiling of Contaminated Soils on Tracts D-3 and D-4 of the Tudor Centre Subdivision: Southcentral Foundation Daycare Project". 9/18/2006 Update or Other Action ADEC received "Site Investigation Summary for Tracts D-3 and D-4 of the Tudor Centre Subdivision, Southcentral Foundation Daycare Project" dated 9/18/2006. Report documents removal of contaminated soil and debris encountered during preconstruction activities. Three excavation confirmation samples had DRO levels of 267, 300 and 329 mg/Kg, slightly above the method two cleanup level. Expect to grant conditional closure upon receipt of ASR thermal remediation records for 1,132 tons of contaminated soil. Eileen Olson
