Problems/Comments

There are approximately 655 drums at this location. The markings are consistant with USAF use of the Iliamna Airport for aircraft ferrying during World War II and helicopter refueling from 1966-1972. Petroleum oil and lubricant (POL) contamination has been confirmed in surface soils. FUDS #F10AK0498.

2/7/2006 Update or Other Action The Alaska Department of Environmental Conservation (DEC) received the draft site investigation report on January 30, 2006 and sent the follwoing comment letter. The report describes and documents the removal, cleaning and crushing of 1349 55-gallon drums at Drum Dump No. 1, Drum Dump No. 2, and the Cable Dump. It provides results of soil, sediment, and surface water sampling at the three sites. The results of geophysical surveys at these three sites and at the former Army Camp are also provided. The soil sampling at Drum Dump No. 1 detected diesel range organics up to 470 mg/kg and methylene chloride up to 0.58 mg/kg. Soil sampling at Drum Dump No. 2 did not detect petroleum hydrocarbons above Method II migration to groundwater levels. Methylene chloride was detected in two locations above the Method II migration to groundwater levels. Surface water samples did not contain any constituents above levels of concern. One sediment sample detected methylene chloride at 0.76 mg/kg. Methylene chloride was detected is several method blanks at levels below 10% of the sample results. When future sampling occurs, additional samples will be needed to verify the presence of methylene chloride at the site. DEC had been told that Patricia Curl of Bristol Environmental would be performing the soil sampling. This report shows two other people performing the sampling. Please provide the information to document both meet the definition of a qualified person as defined in 18 AAC 75.995 (118). The geophysical surveys indicate that there is no buried debris at the former Army Camp or the Cable Dump. The surveys do show the presence of anomalies that could be buried 55-gallon drums at both Drum Dump Sites. The report does not contain a description of the methods used to collect the soil, sediment, or surface water samples. Please include the order in which samples were collected and any homogenization of the samples in the final report along with the depth at which the soil samples were collected. The report indicates that the crushed drums will be disposed at the Iliamna landfill or recycled. Please include documentation of the final disposition of the crushed drums in the final report. Some residual petroleum compounds were removed from the drums before cleaning and the report states they were consolidated in an 85-gallon overpack. The final report should include the proper disposal of this material. If you are unable to provide for the proper disposal of the crushed drums and residual petroleum when the final report is ready, please include the storage of these and the plan for the disposal. The final report should indicate that after the material is disposed a letter will be sent to DEC with the final information. Debra Caillouet
4/6/2006 Interim Removal Action Approved The report describes the removal of approximately 1350 drums from three sites around Iliamna, Drum Dump No. 1, Drum Dump No. 2, and the Cable Dump. Some residual petroleum was consolidated into one 85-gallon drum. The metal and consolidated drum contents remain at the Cable Dump awaiting a decision on the appropriate place for disposal. Please advise DEC when these materials are disposed. A geophysical survey at the Cable Dump did not indicate the presence of buried debris. At the two drum dumps evidence of partially buried debris is present and the geophysical survey detected large quantities of buried drums and other metal. Low levels of diesel range organics were found in soil samples at Drum Dump No.1 along with methylene chloride. Methylene chloride was also detected in the soil from Drum Dump No. 2. Surface water and sediment samples did not contain contaminants above levels of concern. The report adequately addresses the comments DEC provided on the draft document and is approved Debra Caillouet
