Problems/Comments

Moose trampled a heating oil tank supply line causing a 300-gallon diesel spill to frozen soil. Interception trench and pad-boom response efforts recovered some of the product as it spread into downhill areas. Near surface soil field screening has estimated the surface migration path. Oil plume extends onto neighboring property, impacting soils along natural surface and possibly subsurface routes. Complaints received about diesel odors in neighboring residence. Historical data indicate an unstable trend in MW-2 groundwater samples located on the 376 Allen Road property near the boundary with 360 Allen Road: October 2003 (5.0 parts per million [ppm] diesel range organics [DRO])_October 2004 (1.38 ppm DRO)_April 2005 (1.2 ppm DRO)_October 2007 (17.4 ppm DRO). Sixty square feet of impacted soil was estimated in the crawlspace of the adjacent residence; diesel concentration in soil reached 490 ppm. The lab analyst indicated that neither sample from the crawlspace had a diesel pattern match, a sign that natural weathering of the heating oil was in progress. No soil was removed from the crawlspace, liquid concentrate of high nitrogen fertilizer was added to the impacted soil and the vapor barrier replaced. No diesel odor was noticeable inside the residence when access to the crawlspace was sealed up. Nitrogen fertilizer was added to a small area of the Hagwood property where minor residual diesel impacts were indicated.

On-site sentinel monitoring well and off-site tap water sampling and analysis are overdue. The request was backed with State Interest and a 30-day limit set for the RP to reply, after which the ADEC will make arrangements to have the sampling completed at the expense of the RP. 7/30/2007 Update or Other Action Reply to the 7/16/07 ADEC letter was received from an RP representative via email; representative requested that ADEC provide background information on the spill history to support current requests for site status by the ADEC Contaminated Sites Program. 10/10/2007 Exposure Tracking Model Ranking The heating oil spill zone on the 376 Allen Road property was evaluated with the Environmental Tracking Module; off-site migration exposure scenarios were also evaluated for exposure risk to human and ecological receptors. Current exposure risk is present for ingestion of groundwater migrating off-site; minor exposure potential exists for subsurface soil in the smear zone. Bruce Wanstall

7/29/2008 Update or Other Action ADEC has reviewed and approves conceptual site model and laboratory data in the July 2008 Environmental Site Assessment Report by Chilkat Environmental LLC. Analytical tests results for petroleum (DRO) in artesian well water from the 360 Allen Road residence were non-detect in 2003, 2004 and 2005 and tests for benzene, toluene, ethylbenzene and total xylenes in 2008 were below instrument detection. Available test data over a period of five years indicates that the minor petroleum contamination of shallow groundwater near the source area does not pose an unacceptable risk of exposure to this water well. 11/6/2008 Final Cleanup Report Reviewed Residual weathered heating oil contamination remains in soil and shallow groundwater on the south end of the 376 Allen Road property. In accordance with 18 AAC 75.325 ADEC must be notified before taking action on any proposal to disturb this contaminated media. Workplan review and approval are needed before excavation and/ or transport of these media to an off-site location. Bruce Wanstall
11/6/2008 Cleanup Complete Determination Issued The cleanup actions to date have removed the source of contamination to the extent practicable. The contaminant concentrations remaining on the 376 Allen Road property were evaluated for potential exposure pathways and ADEC determined they do not pose an unacceptable risk to human health or the environment. Based on the information provided to date, ADEC has determined that no further remedial action is required at the site and a cleanup closure determination is appropriate, subject to the following site specific conditions. ADEC must be notified to before disturbing contaminated media or transporting contaminated media from the Allen Road property to an off-site location. Bruce Wanstall
